    Écologie industrielle et territoriale : un outil pour favoriser le développement durable au Viêt Nam

    L’écologie industrielle et territoriale constituant un pilier de l’économie circulaire est de plus en plus déployée dans le monde pour prévenir les pollutions industrielles et éradiquer la raréfaction des ressources. L’objectif de l’essai est de trouver des solutions possibles pour promouvoir ce concept au Viêt Nam afin de relever les défis environnementaux pour aboutir aux objectifs de la croissance verte d’ici 2035. Pour l’atteindre, les trois objectifs secondaires sont la justification de l’applicabilité du concept proposé dans les pays en développement, le diagnostic des barrières de déploiement de ce concept au Viêt Nam et l’analyse des bonnes pratiques réalisées au Québec et en Chine. Un changement de paradigme dans les politiques publiques qui touchent la rationalité économique est incontournable pour faciliter la mise en œuvre de l’écologie industrielle. Les pays en développement ont entrepris certaines démarches de développement durable comme la responsabilité sociale des organisations selon ISO 26 000, l’Agenda 21 local et, très timidement, l’approche de The Natural Step. Le Viêt Nam connaît, depuis les trente dernières années, une industrialisation rapide. La croissance économique est un avantage mobilisant, pourtant les externalités industrielles représentent une des menaces importantes pour ce pays du Sud. Le secteur industriel a contribué au tiers du revenu de ce pays. Les 299 zones industrielles ont été mises en service pour accroître les valeurs ajoutées industrielles. Ce pays de l’Asie du Sud-Est fait face à des risques environnementaux comme l’augmentation des déchets industriels, le doublement de consommation d’énergie et l’augmentation d’un facteur six des émissions de CO2. Le diagnostic sur les sept barrières de création d’une symbiose industrielle démontre la maturité du Viêt Nam au deuxième niveau de déploiement de l’écologie industrielle. Cela signifie que les efforts initiaux ont été bien mobilisés. Cependant, les incitatives économiques et la participation publique sont plus préoccupantes. La méthodologie de création d’une symbiose industrielle au Québec se caractérise par une approche volontaire ainsi que l’acceptabilité sociale. À l’opposé, les outils juridiques constituent un des principaux facteurs de succès de la mise en œuvre de l’économie circulaire en Chine. Les recommandations pour l’implantation de l’écologie industrielle au Viêt Nam sont formulées en compilant les deux approches réglementaires et volontaires. L’adoption de la pensée écosystémique dans les politiques de développement durable, le renforcement de l’information, sensibilisation et éducation, la communication sur les bénéfices de l’écologie industrielle et territoriale auprès des intervenants, la création d’un centre de recherche et développement, la restructuration législative, l’adoption de la gouvernance participative et l’internalisation des externalités par l’écofiscalité doivent se combiner pour faciliter la transformation des zones industrielles vers les parcs éco-industriels au Viêt Nam

    Improvement of Step Tracking Algorithm Used for Mobile Receiver System via Satellite

    In the mobile communication via satellite, received systems are mounted on the mobile device such as ship, train, car or airplane. In order to receive continuous signals, received antenna system must be steered in both the azimuthal and elevation angle to track a satellite. This paper proposes the improved step-tracking algorithm using for mobile receiver system via satellite Vinasat I. This paper also presents the results of study, design and manufacture of the discrete-time controller system for the fast tracking of a satellite by applying an improved step tracking algorithm with fuzzy proportional integral derivative proportional integral derivative controller. Simulated and experimental results indicate that the system performances obtain from applying the improved step tracking algorithm and the fuzzy controller was better than traditional control systems

    Groundwork-Based Research to Design Application SCC - Building a Sustainable Community for Children in Mountainous Area

    Children’s clothing is a prime example of fast fashion, as their continuous growth requires frequent purchases. This not only impacts the environment but also puts financial strain on parents. Concurrently, many highland children lack essential material and educational resources, contributing to poverty in the region. To address these challenges, local authorities urgently require a sustainable solution that supports children, communities, and localities, fostering comprehensive development. The project development criteria are evaluated based on the United Nations’ 17 sustainable development goals (SDGs). Data was collected through an online survey of 50 married individuals, 162 non-married individuals, and interviews with those who have organized events for children in the highlands. Additionally, insights were obtained from three children from disadvantaged areas. The results indicate that all target groups show a keen interest in social activities for children. Parents facing difficulties accessing charities, and the lack of effective collaboration between charities and local authorities, hinders sustainable development efforts.     Design of a Front-End for Satellite Receiver

    This paper focuses on the design and implementation of a front-end for a Vinasat satellite receiver with auto-searching mechanism and auto-tracking satellite. The front-end consists of a C-band low-noise block down-converter and a L-band receiver. The receiver is designed to meet the requirements about wide-band, high sensitivity, large dynamic range, low noise figure. To reduce noise figure and increase bandwidth, the C-band low-noise amplifier is designed using T-type of matching network with negative feedback and the L-band LNA is designed using cascoded techniques. The local oscillator uses a voltage controlled oscillator combine phase locked loop to reduce the phase noise and select channels. The front-end has successfully been designed and fabricated with parameters: Input frequency is C-band; sensitivity is greater than -130 dBm for C-band receiver and is greater than -110dBm for L-band receiver; output signals are AM/FM demodulation, I/Q demodulation, baseband signals

    A Status Data Transmitting System for Vessel Monitoring

    This paper presents a status data transmitting system suitable for vessel monitoring. The system consists of four main parts, which are a status data module, a frequency synthesizer, a power amplifier and a horn antenna. The status data module packs information of the identification, longitude, latitude and state of the vessel into data frames. FSK/MSK/GMSK schemes were used to modulate the data. The frequency synthesizer was designed with very high stability over temperature and very low frequency tolerance. The power amplifier provides 130 W output power at S band. The impedance bandwidth of the horn antenna can be controlled using the beveling technique

    Adversarial Attacks on Code Models with Discriminative Graph Patterns

    Pre-trained language models of code are now widely used in various software engineering tasks such as code generation, code completion, vulnerability detection, etc. This, in turn, poses security and reliability risks to these models. One of the important threats is \textit{adversarial attacks}, which can lead to erroneous predictions and largely affect model performance on downstream tasks. Current adversarial attacks on code models usually adopt fixed sets of program transformations, such as variable renaming and dead code insertion, leading to limited attack effectiveness. To address the aforementioned challenges, we propose a novel adversarial attack framework, GraphCodeAttack, to better evaluate the robustness of code models. Given a target code model, GraphCodeAttack automatically mines important code patterns, which can influence the model's decisions, to perturb the structure of input code to the model. To do so, GraphCodeAttack uses a set of input source codes to probe the model's outputs and identifies the \textit{discriminative} ASTs patterns that can influence the model decisions. GraphCodeAttack then selects appropriate AST patterns, concretizes the selected patterns as attacks, and inserts them as dead code into the model's input program. To effectively synthesize attacks from AST patterns, GraphCodeAttack uses a separate pre-trained code model to fill in the ASTs with concrete code snippets. We evaluate the robustness of two popular code models (e.g., CodeBERT and GraphCodeBERT) against our proposed approach on three tasks: Authorship Attribution, Vulnerability Prediction, and Clone Detection. The experimental results suggest that our proposed approach significantly outperforms state-of-the-art approaches in attacking code models such as CARROT and ALERT
