    Institutionalization of the Human Rights Management, Economic and Social Community in the XXI Century: The Global and Eurasian Trends

    The article analyzes the modern paradigmatic change settings on the development of the human rights concepts and ensure social community / solidarity in the context of the global and Eurasian trends. The management institute formation in the Russian society is considered as a necessary condition of providing the main directions of the sustainable development strategy. The formation process and the management main lines as the social institute is characterized. Substantially considered the new forms of public unity, which initiate fundamentally different protection mechanisms and the person rights and freedoms ensuring in the XXI century: either the innovative (neoliberal) forms, where the government is given very small place (i.e. it is perceived as one of actors, participants publicly - legal interaction); or the revolutionary forms - depriving the government of any social value in the future, are formulated. Separately, the authors analyze the Eurasian political and legal project of social inclusion and ensuring the rights, freedoms and interests. The article addressed issues of economic sociology - the interaction of two major areas of social life - economic, social and, respectively, the interaction of two types of processes - economic and social.     Diversity of immunoglobulin light chain genes in non-teleost ray-finned fish uncovers IgL subdivision into five ancient isotypes

    <p>The aim of this study was to fill important gaps in the evolutionary history of immunoglobulins by examining the structure and diversity of IgL genes in non-teleost ray-finned fish. First, based on the bioinformatic analysis of recent transcriptomic and genomic resources, we experimentally characterized the IgL genes in the chondrostean fish, Acipenser ruthenus (sterlet). We show that this species has three loci encoding IgL kappa-like chains with a translocon-type gene organization and a single VJC cluster, encoding homogeneous lambda-like light chain. In addition, sterlet possesses sigma-like VL and J-CL genes, which are transcribed separately and both encode protein products with cleavable leader peptides. The Acipenseriformes IgL dataset was extended by the sequences mined in the databases of species belonging to other non-teleost lineages of ray-finned fish: Holostei and Polypteriformes. Inclusion of these new data into phylogenetic analysis showed a clear subdivision of IgL chains into five groups. The isotype described previously as the teleostean IgL lambda turned out to be a kappa and lambda chain paralog that emerged before the radiation of ray-finned fish. We designate this isotype as lambda-2. The phylogeny also showed that sigma-2 IgL chains initially regarded as specific for cartilaginous fish are present in holosteans, polypterids, and even in turtles. We conclude that there were five ancient IgL isotypes, which evolved differentially in various lineages of jawed vertebrates.</p

    Mobile ECG Monitoring Device with Bioimpedance Measurement and Analysis

    The paper describes the improvement of a portable ECG device, which allows increasing the reliability of cardiovascular disease diagnosis using an electrocardiogram during ambulatory monitoring in conditions of free motion activity. The results of hardware and software development for correction of an ECG form are presented, which minimizes the loss of diagnostic information due to the distortion of the ECG form by the bioimpedance of the tissues and organs of the body that are located between the heart and electrodes of an ECG device. A portable ECG device with a bioimpedance measurement channel between the electrodes is described. The measurement channel includes a programmable computing device. Software provides calculation based on the measurement results of the bioimpedance components of the parameters of the parasitic electric filter, and synthesis of the transfer characteristic of the correction digital filter. The simulation results of the correction procedure of the ECG form in the TINA environment are presented. The simulation results show that the proposed solution can be used in portable heart monitoring systems

    Broadband optical properties of monolayer and bulk MoS2

    Layered semiconductors such as transition metal dichalcogenides (TMDs) offer endless possibilities for designing modern photonic and optoelectronic components. However, their optical engineering is still a challenging task owing to multiple obstacles, including the absence of a rapid, contactless, and the reliable method to obtain their dielectric function as well as to evaluate in situ the changes in optical constants and exciton binding energies. Here, we present an advanced approach based on ellipsometry measurements for retrieval of dielectric functions and the excitonic properties of both monolayer and bulk TMDs. Using this method, we conduct a detailed study of monolayer MoS2 and its bulk crystal in the broad spectral range (290–3300 nm). In the near- and mid-infrared ranges, both configurations appear to have no optical absorption and possess an extremely high dielectric permittivity making them favorable for lossless subwavelength photonics. In addition, the proposed approach opens a possibility to observe a previously unreported peak in the dielectric function of monolayer MoS2 induced by the use of perylene-3,4,9,10-tetracarboxylic acid tetrapotassium salt (PTAS) seeding promoters for MoS2 synthesis and thus enables its applications in chemical and biological sensing. Therefore, this technique as a whole offers a state-of-the-art metrological tool for next-generation TMD-based devices

    A new kinetic model reveals the synergistic effect of E-, P- and A-sites on +1 ribosomal frameshifting

    Programmed ribosomal frameshifting (PRF) is a process by which ribosomes produce two different polypeptides from the same mRNA. In this study, we propose three different kinetic models of +1 PRF, incorporating the effects of the ribosomal E-, P- and A-sites toward promoting efficient +1 frameshifting in Escherichia coli. Specifically, the timing of E-site tRNA dissociation is discussed within the context of the kinetic proofreading mechanism of aminoacylated tRNA (aa-tRNA) selection. Mathematical modeling using previously determined kinetic rate constants reveals that destabilization of deacylated tRNA in the E-site, rearrangement of peptidyl-tRNA in the P-site, and availability of cognate aa-tRNA corresponding to the A-site act synergistically to promote efficient +1 PRF. The effect of E-site codon:anticodon interactions on +1 PRF was also experimentally examined with a dual fluorescence reporter construct. The combination of predictive modeling and empirical testing allowed the rate constant for P-site tRNA slippage (ks) to be estimated as ks ≈1.9 s−1 for the release factor 2 (RF2) frameshifting sequence. These analyses suggest that P-site tRNA slippage is the driving force for +1 ribosomal frameshifting while the presence of a ‘hungry codon’ in the A-site and destabilization in the E-site further enhance +1 PRF in E. coli

    The clinical recommendations on management of children with Gitelman syndrome developed by the experts of the Union of pediatricians of Russia are presented in this article. Gitelman syndrome is a dysfunction of distal renal tubules with further development of hypomagnesemia, hypocalciuria and secondary aldosteronism which determine hypokalemia and metabolic alkalosis.
