Developing enterprise culture in a northern educational authority in the UK: involving trainee teachers in learning-orientated evaluation
In this paper we discuss our use of innovative methods - at least in the context of regeneration evaluation - to help evaluate an enterprise project in northern England, paying particular attention to the involvement of trainee teachers. We discuss the methods used and critically appraise the methods and methodology, present some emerging findings from the trainee teachers strand and conclude by discussing the place of what might be termed 'learning-orientated evaluation' in relation to the currently dominant output-focussed evaluation paradigm.</p
Dynamic stability of crack fronts: Out-of-plane corrugations
The dynamics and stability of brittle cracks are not yet fully understood.
Here we use the Willis-Movchan 3D linear perturbation formalism [J. Mech. Phys.
Solids {\bf 45}, 591 (1997)] to study the out-of-plane stability of planar
crack fronts in the framework of linear elastic fracture mechanics. We discuss
a minimal scenario in which linearly unstable crack front corrugations might
emerge above a critical front propagation speed. We calculate this speed as a
function of Poisson's ratio and show that corrugations propagate along the
crack front at nearly the Rayleigh wave-speed. Finally, we hypothesize about a
possible relation between such corrugations and the long-standing problem of

Chemical Bonding Technology: Direct Investigation of Interfacial Bonds
This is the third Flat-Plate Solar Array (FSA) Project document reporting on chemical bonding technology for terrestrial photovoltaic (PV) modules. The impetus for this work originated in the late 1970s when PV modules employing silicone encapsulation materials were undergoing delamination during outdoor exposure. At that time, manufacturers were not employing adhesion promoters and, hence, module interfaces in common with the silicone materials were only in physical contact and therefore easily prone to separation if, for example, water were to penetrate to the interfaces. Delamination with silicone materials virtually vanished when adhesion promoters, recommended by silicone manufacturers, were used. Gemini-South + FLAMINGOS Demonstration Science: Near-Infrared Spectroscopy of the z=5.77 Quasar SDSS J083643.85+005453.3
We report an infrared 1-1.8 micron (J+H-bands), low-resolution (R=450)
spectrogram of the highest-redshift radio-loud quasar currently known, SDSS
J083643.85+005453.3, obtained during the spectroscopic commissioning run of the
FLAMINGOS multi-object, near-infrared spectrograph at the 8m Gemini-South
Observatory. These data show broad emission from both CIV 1549 and CIII] 1909,
with strengths comparable to lower-redshift quasar composite spectra. The
implication is that there is substantial enrichment of the quasar environment,
even at times less than a billion years after the Big Bang. The redshift
derived from these features is z = 5.774 +/- 0.003, more accurate and slightly
lower than the z = 5.82 reported in the discovery paper based on the
partially-absorbed Lyman-alpha emission line. The infrared continuum is
significantly redder than lower-redshift quasar composites. Fitting the
spectrum from 1.0 to 1.7 microns with a power law f(nu) ~ nu^(-alpha), the
derived power law index is alpha = 1.55 compared to the average continuum
spectral index = 0.44 derived from the first SDSS composite quasar.
Assuming an SMC-like extinction curve, we infer a color excess of E(B-V) = 0.09
+/- 0.01 at the quasar redshift. Only approximately 6% of quasars in the
optically-selected Sloan Digital Sky Survey show comparable levels of dust

Friction force on slow charges moving over supported graphene
We provide a theoretical model that describes the dielectric coupling of a 2D
layer of graphene, represented by a polarization function in the Random Phase
Approximation, and a semi-infinite 3D substrate, represented by a surface
response function in a non-local formulation. We concentrate on the role of the
dynamic response of the substrate for low-frequency excitations of the combined
graphene-substrate system, which give rise to the stopping force on slowly
moving charges above graphene. A comparison of the dielectric loss function
with experimental HREELS data for graphene on a SiC substrate is used to
estimate the damping rate in graphene and to reveal the importance of phonon
excitations in an insulating substrate. A signature of the hybridization
between graphene's pi plasmon and the substrate's phonon is found in the
stopping force. A friction coefficient that is calculated for slow charges
moving above graphene on a metallic substrate shows an interplay between the
