Treaty Self-Execution as âForeignâ Foreign Relations Law?
This contribution to the Oxford Handbook on Comparative Foreign Relations considers how a stateâs approach to foreign relations problems may have an external origin, or what we call âforeignâ Foreign Relations Law (FFRL). Using the distinction between self-executing and non-self-executing treaties as a case study, we find close parallels between manifestations of this distinction in various states and how it evolved in the United States, where the distinction was first articulated. The chapter explores whether these parallels reflect the distinctionâs transplantation from one legal system to another or the organic development of similar doctrines to address similar problems within the states involved. The chapter then addresses the utility of differentiating the exogenous/endogenous origins of particular foreign relations doctrines. We argue that consideration of a doctrineâs exogenous origins raises questions that can deepen and develop the nascent field of comparative foreign relations law. Why do states accept (or reject) FFRL? How does FFRL enter a stateâs system? Who is doing the transporting? What happens to FFRL in its new site(s) â i.e., how static or dynamic does the concept prove in different settings? Further research on such questions may, in turn, set the table for more normative questions such as when states should seek (or resist) the importation of foreign relations law
Using synchronization to improve earthquake forecasting in a cellular automaton model
A new forecasting strategy for stochastic systems is introduced. It is
inspired by the concept of anticipated synchronization between pairs of chaotic
oscillators, recently developed in the area of Dynamical Systems, and by the
earthquake forecasting algorithms in which different pattern recognition
functions are used for identifying seismic premonitory phenomena. In the new
strategy, copies (clones) of the original system (the master) are defined, and
they are driven using rules that tend to synchronize them with the master
dynamics. The observation of definite patterns in the state of the clones is
the signal for connecting an alarm in the original system that efficiently
marks the impending occurrence of a catastrophic event. The power of this
method is quantitatively illustrated by forecasting the occurrence of
characteristic earthquakes in the so-called Minimalist Model.Comment: 4 pages, 3 figure
Multi-Sensor System For Level Measurements With Optical Fibres
A system for measuring liquid level in multiple tanks using optical fibre technology has been developed. The oil field service industry can benefit from this intrinsically safe technology. Plastic optical fibre (POF) sensor heads are excited by a 650 nm laser. Laser diodes are housed in ST connectors to obtain compact and rough prototypes and these connectors are also used in the fibre pigtails. Optical multiplexing is used to increase the measuring safety area. POF splitters and connectors are used to combine all the receiving sensor head fibres in a single one. Frequency division multiplexing is used to address each sensor head. The global system is controlled through a user friendly software application running in a PC connected to the system via an RS-232 port. A scalable prototype with a range greater than 2 meter, good linearity, better than 1.5% FS (full scale), high accuracy and resolution is developed using a unique lens to collimate and focus the light. Measurements are taken to validate the designs. Up to 8 sensor heads can be connected in the present implementation. But a greater number of sensors can be allocated with minor modifications in the electronics.Universidad Carlos III de MadridPublicad

Perturbation theory in a pure exchange non-equilibrium economy
We develop a formalism to study linearized perturbations around the
equilibria of a pure exchange economy. With the use of mean field theory
techniques, we derive equations for the flow of products in an economy driven
by heterogeneous preferences and probabilistic interaction between agents. We
are able to show that if the economic agents have static preferences, which are
also homogeneous in any of the steady states, the final wealth distribution is
independent of the dynamics of the non-equilibrium theory. In particular, it is
completely determined in terms of the initial conditions, and it is independent
of the probability, and the network of interaction between agents. We show that
the main effect of the network is to determine the relaxation time via the
usual eigenvalue gap as in random walks on graphs.Comment: 7 pages, 2 figure

Multi-sensor system using plastic optical fibers for intrinsically safe level measurements
A system for measuring liquid level in multiple tanks using optical fibe technology has been developed. Oil fiel service industry or any sector requiring liquid level measurements in flammabl atmospheres can be benefite from this intrinsically safe technology. The device used a single lens for the emitting and receiving fibe and it is based on amplitude variations as a function of the liquid distance and not in time of fligh or phase detection. Being the firs fiber-opti liquid level sensor with those characteristics for long ranges (>200 cm). A simple model to describe their behavior has been derived and tested on two prototypes. A Monte-Carlo method is used to fi the experimental data and obtain the model parameters. High accuracy between experimental data and fitte curve is obtained. The prototypes have a good linearity, better than 1.5% FS (full scale). Sensor heads are made of plastic optical fiber (POF) that are easy to handle, flexible and economical. They are excited by 650 nm lasers, housed in ST-connectors to obtain compact and rough prototypes. Optical multiplexing is used to increase the measuring safety area. Frequency division multiplexing is used to address each sensor head. A discussion about the influenc of tilts and aberrations is also included.Publicad
Density probability distribution in one-dimensional polytropic gas dynamics
We discuss the generation and statistics of the density fluctuations in
highly compressible polytropic turbulence, based on a simple model and
one-dimensional numerical simulations. Observing that density structures tend
to form in a hierarchical manner, we assume that density fluctuations follow a
random multiplicative process. When the polytropic exponent is equal
to unity, the local Mach number is independent of the density, and our
assumption leads us to expect that the probability density function (PDF) of
the density field is a lognormal. This isothermal case is found to be singular,
with a dispersion which scales like the square turbulent Mach
number , where and is the fluid density.
This leads to much higher fluctuations than those due to shock jump relations.
Extrapolating the model to the case , we find that, as the
Mach number becomes large, the density PDF is expected to asymptotically
approach a power-law regime, at high densities when , and at low
densities when . This effect can be traced back to the fact that the
pressure term in the momentum equation varies exponentially with , thus
opposing the growth of fluctuations on one side of the PDF, while being
negligible on the other side. This also causes the dispersion to
grow more slowly than when . In view of these
results, we suggest that Burgers flow is a singular case not approached by the
