    Summary of Argument: Throughout this proceeding, EPA has identified no policy or normative criteria to justify its NAAQS standards, thus suggesting that science alone can be used to determine the appropriate air quality standard. Science plays a critical, indeed essential, role in evaluating the risks of possible air quality standards being considered for adoption by EPA. However, science by itself cannot provide the justification for selecting a particular air quality standard. Especially in setting standards for non-threshold pollutants, such as in this case, scientific evidence cannot alone indicate where the standard should be set, since any level above zero will cause some health effects. To provide a principled and consistent basis for justifying the setting of such standards at some level above zero, EPA must articulate other factors -- whether they be costs or other policy criteria -- to guide its decisions on where to set national ambient air quality standards

    Relationship between activity in human primary motor cortex during action observation and the mirror neuron system

    The attenuation of the beta cortical oscillations during action observation has been interpreted as evidence of a mirror neuron system (MNS) in humans. Here we investigated the modulation of beta cortical oscillations with the viewpoint of an observed action. We asked subjects to observe videos of an actor making a variety of arm movements. We show that when subjects were observing arm movements there was a significant modulation of beta oscillations overlying left and right sensorimotor cortices. This pattern of attenuation was driven by the side of the screen on which the observed movement occurred and not by the hand that was observed moving. These results are discussed in terms of the firing patterns of mirror neurons in F5 which have been reported to have similar properties

    A HUVEC cDNA library was screened with sera from two patients who had developed transplant-associated coronary artery disease (TxCAD) following cardiac transplantation. A total of six positive clones were isolated from a primary screen of 40 000 genes. Subsequent DNA sequence analysis identified these to be lysyl tRNA synthetase, ribosomal protein L7, ribosomal protein L9, beta transducin and TANK. Another gene whose product could not be identified showed homology to a human cDNA clone (DKFZp566M063) derived from fetal kidney. Full-length constructs of selected genes were expressed as his-tag recombinant fusion proteins and used to screen a wider patient base by ELISA to determine prevalence and association with TxCAD. Of these ribosomal protein L7 showed the highest prevalence (55.6%) with TxCAD sera compared to 10% non-CAD

    Are data collected to support farm management suitable for monitoring soil indicators at the national scale?

    Monitoring of topsoil properties (referred to as indicators) at the national scale has been limited in general to government-funded representative surveys. We consider a cost-effective complementary source of soil information for monitoring agricultural soil across England and Wales (E&W): soil measurements paid for by farmers that we refer to as farmers' data (FD). A potential problem in using FD for soil monitoring is any unattributable sources of bias, such as the sample design. Farmers may choose to focus their measurements (purposively) where they perceive a particular problem. Such a source of bias is avoided in the random sampling adopted by statistically designed surveys, such as the Countryside Survey (CS2007) and LUCAS (Land Use/Cover Area frame statistical Survey). We used measurements from 143 000 FD soil samples from a single laboratory to estimate national mean values and confidence intervals of five topsoil indicators (pH, available P (Olsen), K, Mg and organic matter (OM)) across three combinations of nation (England or Wales) and land use (arable and horticulture (A&H) or improved grassland (IG)). We computed mean estimates for FD over two time periods (2004–9 and 2010–2105) and assessed the significance of any change. We compared these estimates with those from representative national surveys to establish whether there was evidence for bias and whether it could be explained. Mean estimates of topsoil pH for the FD and the LUCAS survey (same analytical method) were consistent for both A&H and IG. Although FD estimates of mean Olsen P (OP) concentrations were similar to previous surveys, we show it is likely that the larger mean OP concentrations observed in the LUCAS survey compared with FD for arable topsoil in England are partly due to an attributable source of analytical bias. For such quantifiable sources of bias, it might be possible to adjust estimated mean values from FD. However, FD might also include sources of unattributable bias, such as the effect of purposive sampling. It is important that contemporaneous data from surveys with statistically unbiased designs are available so that we can assess whether unattributable sources exert a significant effect over estimates of mean values computed from FD. Particularly, interactions between donor hosts and potential recipients are understudied. Here, we investigate the importance of genetic similarity between naturally co-occurring Escherichia coli isolates in plasmid transfer. We uncover extensive variability, spanning over five orders of magnitude, in the ability of isolates to donate and receive two different plasmids, R1 and RP4. Overall, transfer is strongly biased towards clone-mates, but not correlated to genetic distance when donors and recipients are not clone-mates. Transfer is limited by the presence of a functional restriction-modification system in recipients, suggesting sharing of strain-specific defence systems contributes to bias towards kin. Such restriction of transfer to kin sets the stage for longer-term coevolutionary interactions leading to mutualism between plasmids and bacterial hosts in natural communities.Medical Research Council (MRC

    Appropriate management of cough in children depends upon accurate assessment. The diagnosis is often unclear at the initial presentation. Acute cough is frequently caused by a viral infection, and often no specific therapy is indicated. Urgent treatment may be needed if history suggests a more serious disorder such as a foreign body or pneumonia. When treating children with chronic cough, paediatric-specific algorithms should be used. Empirical use of medicines without looking for a specific cause should be avoided. In the absence of an alternative specific cause of cough, chronic wet cough (lasting at least four weeks) is most frequently due to protracted bacterial bronchitis. Antibiotics are indicated
