    Why Not Africa?

    Various arguments have been used to explain Sub-Saharan Africa's economic decline. We find that a stress on investments in education as a prerequisite for more rapid growth is misplaced; that greater openness is far from sufficient to insure economic progress; that income inequality and urban bias are not so extreme as to foreclose prospects for more rapid growth and poverty alleviation; and that the constraints imposed by Sub-Saharan Africa's human and physical geography are not core explanations for the regions poor performance. If African countries can establish an institutional environment that enables individuals to gain the rewards of their investments, the alleged barriers to the region's growth should prove surmountable.

    The Ulakhan fault surface rupture and the seismicity of the Okhotsk–North America plate boundary

    New field work, combined with analysis of high-resolution aerial photographs, digital elevation models, and satellite imagery, has identified an active fault that is traceable for ∼90&thinsp;km across the Seymchan Basin and is part of the Ulakhan fault system, which is believed to form the Okhotsk–North America plate boundary. Age dating of alluvial fan sediments in a channel system that is disturbed by fault activity suggests the current scarp is a result of a series of large earthquakes (≥Mw 7.5) that have occurred since 11.6±2.7&thinsp;ka. A possible channel feature offset by 62±4&thinsp;m associated with these sediments yields a slip rate of 5.3±1.3&thinsp;mm&thinsp;yr−1, in broad agreement with rates suggested from global plate tectonics. Our results clearly identify the Ulakhan fault as the Okhotsk–North America plate boundary and show that tectonic strain release is strongly concentrated on the boundaries of Okhotsk. In light of our results, the likelihood of recurrence of Mw 7.5 earthquakes is high, suggesting a previously underestimated seismic hazard across the region.</p

    Feasibility of an Assessment Tool for Children\u27s Competence to Consent to Predictive Genetic Testing: a Pilot Study

    Knowledge on children\u27s capacities to consent to medical treatment is limited. Also, age limits for asking children\u27s consent vary considerably between countries. Decision-making on predictive genetic testing (PGT) is especially complicated, considering the ongoing ethical debate. In order to examine just age limits for alleged competence to consent in children, we evaluated feasibility of a standardized assessment tool, and investigated cutoff ages for children\u27s competence to consent to PGT. We performed a pilot study, including 17 pediatric outpatients between 6 and 18 years at risk for an autosomal dominantly inherited cardiac disease, eligible for predictive genetic testing. The reference standard for competence was established by experts trained in the relevant criteria for competent decision-making. The MacArthur Competence Assessment Tool for Treatment (MacCAT-T) served as index test. Data analysis included raw agreement between competence classifications, difference in mean ages between children judged competent and judged incompetent, and estimation of cutoff ages for judgments of competence. Twelve (71 %) children were considered competent by the reference standard, and 16 (94 %) by the MacCAT-T, with an overall agreement of 76 %. The expert judgments disagreed in most cases, while the MacCAT-T judgments agreed in 65 %. Mean age of children judged incompetent was 9.3 years and of children judged competent 12.1 years (p = .035). With 90 % sensitivity, children younger than 10.0 years were judged incompetent, with 90 % specificity children older than 11.8 years were judged competent. Feasibility of the MacCAT-T in children is confirmed. Initial findings on age cutoffs are indicative for children between the age of 12 and 18 to be judged competent for involvement in the informed consent process.     AimThis was a one-year follow-up of families referred to support services after the parents visited the emergency department due to intimate partner violence, substance abuse or a suicide attempt. Its aim was to evaluate the well-being of any children. MethodsData on families identified a year earlier by the Amsterdam protocol were gathered from child protective services and parent and child self-reports in two Dutch regions from 2012-2015. ResultsWe included 399 children (52%) boys with a median age of eight years (range 1-18) in the study using child protective services data. Of the 101 families who participated in the first measurement, 67 responded one year after the parent's emergency department visit. The results showed that 20% of the children had no or minor problems, voluntary support services were involved in 60% of cases and child protective services were involved in 20%. Compared to their first assessment a year earlier, the children's psychosocial problems had not increased, but this could have been an underestimation due to selective responses. ConclusionThe Amsterdam protocol was valuable in referring families to voluntary support services, but given the ongoing problems in some families, professionals need to carefully monitor whether support services are sufficiently effectiv

    Loans, logins and lasting the course: Academic library use and student retention

    Activities and services that improve student engagement and retention in the higher education sector are important not only to individual student’s success but also to university planning and funding. This paper reports on a quantitative study that was carried out to explore whether use of the library by new university students is associated with continued enrolment. Students’ socioeconomic background and age were also examined in relation to library use. Limited to commencing students in March 2010 at Curtin University, the study drew on demographic data from the University’s enrolment system and instances of library use from the Library’s management system. Results of the statistical analyses indicate that library use is associated with retention, and importantly, library use in the early weeks of a student’s first semester is associated with retention. ‘Mature aged’ (21 years and over) students displayed different library use patterns than their younger colleagues and there was some variation in library use between students from different socioeconomic backgrounds. Findings from this study suggest that academic libraries can contribute to the retention of students and that carefully targeted programs and services may improve library use by some groups of students

    ‘Special agents’ trigger social waves in giant honeybees (Apis dorsata)

    Giant honeybees (Apis dorsata) nest in the open and have therefore evolved a variety of defence strategies. Against predatory wasps, they produce highly coordinated Mexican wavelike cascades termed ‘shimmering’, whereby hundreds of bees flip their abdomens upwards. Although it is well known that shimmering commences at distinct spots on the nest surface, it is still unclear how shimmering is generated. In this study, colonies were exposed to living tethered wasps that were moved in front of the experimental nest. Temporal and spatial patterns of shimmering were investigated in and after the presence of the wasp. The numbers and locations of bees that participated in the shimmering were assessed, and those bees that triggered the waves were identified. The findings reveal that the position of identified trigger cohorts did not reflect the experimental path of the tethered wasp. Instead, the trigger centres were primarily arranged in the close periphery of the mouth zone of the nest, around those parts where the main locomotory activity occurs. This favours the ‘special-agents’ hypothesis that suggest that groups of specialized bees initiate the shimmering
