    The translation of articles from the United Nations Convention on the Rights of the Child into education legislation:the narrowing of Article 12 as a consequence of translation

    This paper is concerned with the inclusion, exclusion and reshaping of articles within the United Nations Convention on the Rights of the Child (CRC) as they are translated into English education legislation. The CRC comprises 54 articles aimed at outlining rights and freedoms for children and was ratified by the United Kingdom (UK) government in 1991. The paper builds on a previous publication by the authors which highlighted how the mobilisation of articles within the CRC into professional practice undergoes multiple translations. This paper takes an in‐depth and critical look at the first stage of the translation process in which articles are mobilised from the CRC into national legislation. Specifically, the paper presents findings from a documentary analysis which explored the translation of principles pertaining to Article 12 of the CRC into English Education Regulations, Acts and Statutory Guidance for schools. Findings demonstrate that the reshaping of the article within education legislation strongly reflects the government's priorities and agendas. The study raises new insights into the need to establish processes to ensure the full mobilisation of Article 12 and questions whether specific principles pertaining to the article could or should be incorporated into national legislative systems.Output Status: Forthcoming/Available Onlin

    Streptococcus pyogenes is an important global pathogen, causing considerable morbidity and mortality, especially in low and middle income countries where rheumatic heart disease and invasive infections are common. There is a number of promising vaccine candidates, most notably those based on the M protein, the key virulence factor for the bacterium. Vaccines against Streptococcus pyogenes are considered as impeded vaccines because of a number of crucial barriers to development. Considerable effort is needed by key players to bring current vaccine candidates through phase III clinical trials and there is a clear need to develop a roadmap for future development of current and new candidates

    Labeling Preschoolers as Learning Disabled: A Cautionary Position

    The purpose of this article is to explore the issues concerning the adaptation of school-based service delivery concepts for use in early childhood special education programs. The use of categorical labels for determining eligibility for preschool children is not required by law—and may be detrimental. The following concerns are discussed: (a) definitional issues in learning disabilities versus low achievement, (b) the dangers of labeling and low expectation sets, (c) repeated failure to demonstrate movement through a continuum of services (particularly to least restrictive environments), and (d) the efficacy of early intervention and school-based special services for those with mild or suspected developmental disabilities. Research is reviewed concerning definitional and assessment issues utilizing learning disabilities as a construct.     Geosynchronous Imaging Fourier Transform Spectrometer (GIFTS) Engineering Demonstation Unit (EDU) Overview and Performance Summary

    The Geosynchronous Imaging Fourier Transform Spectrometer (GIFTS), developed for the NASA New Millennium Program (NMP) Earth Observing-3 (EO-3) mission, has recently completed a series of uplooking atmospheric measurements. The GIFTS development demonstrates a series of new sensor and data processing technologies that can significantly expand geostationary meteorological observational capability. The resulting increase in forecasting accuracy and atmospheric model development utilizing this hyperspectral data is demonstrated by the uplooking data. The GIFTS sensor is an imaging FTS with programmable spectral resolution and spatial scene selection, allowing spectral resolution and area coverage to be traded in near-real time. Due to funding limitations, the GIFTS sensor module was completed as an engineering demonstration unit that can be upgraded to flight quality. This paper reviews the GIFTS system design considerations and the technology utilized to enable a nearly two order performance increase over the existing GOES sounder and shows its capability. While not designed as an operational sensor, GIFTS EDU provides a flexible and accurate testbed for the new products the hyperspectral era will bring.
