    This study examines the Open Education Faculty Quality Ambassadors case as a crowdsources example in the context of the Quality Ambassadors Project. In the context of the study, qualitative case research method was adopted; Data were collected through interview and observation. According to the research findings obtained through interviews, being a Quality Ambassador is associated with the themes of success, belonging and contribution. One of the main reasons that triggers being a Quality Ambassador is to share students' own experiences with the Open Education System and other students and to enrich their learning processes in this way. Students who are Quality Ambassadors have generally been more successful academically due to the responsibilities and activities they have undertaken, and they have developed skills such as an investigative approach and critical perspective. There are opinions that the activities carried out as the Quality Ambassador improve the existing contents and increase the Quality of the Open Education System. The findings obtained from the observation notes show that Quality Ambassadors are more involved in the system and their institutional affiliation as a student has increased

    06.03.2018 tarihli ve 30352 sayılı Resmi Gazetede yayımlanan “Yükseköğretim Kanunu İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılması Hakkında Kanun” ile 18.06.2018 tarihli “Lisansüstü Tezlerin Elektronik Ortamda Toplanması, Düzenlenmesi ve Erişime Açılmasına İlişkin Yönerge” gereğince tam metin erişime açılmıştır.Bu çalışmanın amacı, kamu örgütleri içinde önemli bir toplumsal rol üstlenen belediyelerde kullanılan farklı performans değerleme yaklaşımlarının kurumsal performanslarını ölçme ve geliştirmedeki etkisini ve rolünü araştırmaktır. Bu genel amaç çerçevesinde cevabı aranan temel soru, ?Performans değerlemede kullanılan temel iki yaklaşım olan klasik faaliyet raporu ve son yıllarda ortaya çıkan kurumsal başarı karnesi karşılaştırıldığında örgütlerin kurumsal başarı düzeylerini belirleme ve geleceğe ilişkin stratejik perspektifler üretmede hangisi daha etkin olmaktadır?? şeklinde ifade edilebilir. İki farklı performans değerleme yaklaşımı olan faaliyet raporunun ve kurumsal başarı karnesinin kamu örgütlerinde stratejik performansı ölçme kapasiteleri ve güçleri karşılaştırıldığında kurumsal başarı karnesi uygulaması ile ölçümlenen performansın faaliyet çıktıları ile hesaplanan performanstan daha düşük olduğu gözlenmektedir ki, bu da daha gerçekçi ve sağlıklı bir ölçümü ifade eder. Kurumsal başarı karnesi belediyelerde stratejik amaçların geçmişe dönük gerçekleşme düzeylerini ölçmede ve ileriye dönük gerçekleşmelerine katkı sunmada faaliyet raporlarına kıyasla daha güçlü bir rol oynamaktadır. Kurumsal başarı karnesi yaklaşımı özel sektörde olduğu gibi stratejik performansı ölçme kapasitesini kamu örgütlerine de taşıyabilmektedir. Ayrıca araştırma kapsamında sağlıklı bir performans yönetim sistemi kurulabilmesi için strateji odaklılığa vurgu yapılarak, geleneksel performans yönetim sistemlerinin eksiklikleri ve sınırlılıkları ortaya konmuştur. Araştırma, kamu örgütleri için geliştirilmiş ölçütlerle birlikte geçerli, güvenilir ve dengeli bir performans ölçü seti oluşturmak için strateji haritaları kullanılarak kamu örgütlerinin hizmet kapasitelerini iyileştirmek, hesap verebilirliğini arttırmak, bütçe ve faaliyetleri arasında bağ kurmak için etkin ve verimli kaynak kullanımına yardımcı olmaya yönelik performans bilgisi üretebilecek bir uygulama önerisi sunmaktadır. Büyükşehirlerde yer alan ilçe belediyeleri için önerilen kurumsal başarı karnesi uygulamasında dört boyut belirlenmiştir. Bu boyutlar: Müşteri boyutu, kentsel gelişim boyutu, finansal boyut, içsel süreçler-öğrenme boyutlarıdır. Araştırma belediyeler için maddi bir varlığa sahip olmayan ve ölçümlemesi göreceli olarak zor olan alanlarda da ölçümlemeler yaparak performans bilgi sisteminin kapsamını zenginleştirmenin yollarını tartışmaktadır.The aim of this study is to investigate the role and effect of the measurement and development of the public organizations? performance from the viewpoint of different performance evaluation approaches used for municipalities, which undertake an important social role among the social organizations. The main question set to answer within the frame of this aim can be stated as, ?When the two main approaches used in performance evaluation, namely, the Classical Activity Report and recently emerging Balance Scorecard, are compared, which one is more effective in producing strategic perspectives related to the future and determining degree of success at institutional level?. When the strategic performance evaluation capacities and robustness of the two different performance evaluation approaches are compared for public organizations, it is observed that the the level of performance determined through the Balance Scorecard is less than the performance estimated through the Classical Activity Report, which indicates a more realistic and healty measurement. The the Balance Scorecard plays a more powerful role in contributing to prospective realization, and in evaluating the retrospective realization of strategic objectives in municipalities, compared to the Activity Reports. The Balance Scorecard approach seems to be useful for public organizations? strategic performance evaluation as is for the private sector organizations?. Moreover, in the study the insufficiencies and limits of the traditional performance management approaches are discussed, and in order for establishing a robust performance management system sugessions are made with an emphasis on strategic focus. In order for public organizations to develop a reliably, valid and balanced set of measurements together with the criteria developed for public organizations, to ameliorate the service capacities of public organizations by using strategic roadmaps, to improve accountability, and to set a link between the budget and activities, the study proposes a way of application that might well produce performance information for supporting effective and efficient resource management. Four dimensions determined and suggested for the application of the Balance Scorecard to district municipalities in metropolitan territories. These are: Customer Dimension, Urban Transformation Dimension, Financial Dimension, and Internal Process - Learning Dimension. The study also discusses the ways how to enrich the scope of performance by trying to make measurements in the fields of intangiable assets, whose evaluations are relatively difficult for the municipalities

    How e-learning engagement time affects academic achievement in e-learning environments. A large-scale study of open and distance learners

    The literature is considerably rich about engagement and academic achievement in the context of open and distance learning. However, there is limited research that investigates these variables with large scale participants. In this regard, the aim of this research was to investigate causal correlations between e-learning engagement time and academic achievement of open and distance learners according to course subject, dropout, and bounce rate variables. The participants of this study were 323,264 open and distance learners from Anadolu University, Turkey. Throughout this research, open and distance learners’ engagement time levels and their academic achievements are compared. Academic achievement was found to increase significantly when learners engaged more with e-learning materials
