Risk Assessment of Cyclist Falls in Snowy and lcy Conditions
Experience and key data suggest that snow and ice lead to increased numbers of cyclist falls during the winter months. Reliable in-depth data concering the extent and characteristics of this issue are currently not available in most countries. In Germany, this is due to the high level of under-reporting in official statistics, particularly for incidents involving only one bicyclist. In combination with the lack of knowledge on exposure this causes difficulties to quantify risks for cyclist falls. This study addresses these gaps. lt aims at quantifying the risk of single bicycle accidents in inclement weather conditions. This study focusses on icy and snowy conditions as these are of relevance for the risk to fall. Cyclists are particularly affected by slippery icy and snowy road conditions; these might exist in clear, cloudy, or foggy weather, in situations with high or low humidity and with higher or lower wind speed. Variables from official weather data are purposefully combined in this study to identify time periods with snow or ice on the roads and to allow for the comparison of those with all other time periods ('other weather'').
We address the above-mentioned problems of exposure and underreporting by using multiple data sources for quantifying the risk of falls. This approach allows to compute clear risk ratios for icy/snowy and the other weather conditions and thus contributes to the scarce and fragmented literature that has generated such values so far. Unfallkommissionsarbeit â UnterstĂŒtzung durch einen webbasierten MaĂnahmenkatalog zur Beseitigung von UnfallhĂ€ufungen
Im Ergebnis des vorangegangenen Forschungsprojekts zur âWeiterentwicklung der Verfahren zur Entwicklung von MaĂnahmen gegen UnfallhĂ€ufungsstellenâ (MAIER et al. 2017) lag der webbasierte MaĂnahmenkatalog gegen UnfallhĂ€ufungen (MaKaU) als Prototyp vor. Dieses Tool stellt ein die Unfallkommissionen (Uko) in ihrer Arbeit unterstĂŒtzendes Element zur Unfallanalyse, MaĂnahmenfindung und Wirksamkeitskontrolle dar. Die Verbreitung des Web-Tools in der FlĂ€che sowie dessen Optimierung bezĂŒglich seiner Bedienbarkeit sind die beiden maĂgebenden Ziele des FE 03.0535/2015/FRB. Die Optimierung des MaKaU sollte in enger Zusammenarbeit mit ausgewĂ€hlten Uko als Testanwender erfolgen. Sowohl die zielgerichtete Anpassung des MaKaU an die WĂŒnsche der Nutzer als auch die Einrichtung einer hierarchischen Instanzenebene zur GewĂ€hrleistung der Anforderungen an den Datenschutz sowie der unterschiedlichen Landesstrukturen stellen die maĂgebenden Resultate des Forschungsprojektes dar. Zum einen wurde das Feedback der neun Uko Pilotanwender dokumentiert, kategorisiert und priorisiert. In Absprache mit dem forschungsbegleitenden Ausschuss erfolgten Modifikationen wie die dynamische Gestaltung der UntersuchungszeitrĂ€ume, ein flexibler Umgang mit MaĂnahmenpaketen sowie eine Erweiterung des Upload-Bereichs. Zum anderen entstand eine Anpassung der Nutzerstruktur. Grundlage bilden u. a. die Bestimmungen des Datenschutzes. In der erarbeiteten Lösung betreuen sowohl der Bund als auch die BundeslĂ€nder einen eigenen Server. In den HĂ€nden der BundeslĂ€nder liegen die Unfalldatenpflege, die Registrierung von Uko und die Zuweisung von Nutzern. Kennwerte zur Wirksamkeit umgesetzter MaĂnahmen werden automatisch und anonymisiert an den Bundesserver ĂŒbermittelt. Der Bund ist fĂŒr die Bereitstellung des MaĂnahmenkatalogs und aktueller Erfahrungswerte verantwortlich. Zur Verbreitung des Programms in der FlĂ€che erfolgten VortrĂ€ge auf Tagungen und Schulungen fĂŒr interessierte BundeslĂ€nder und Uko. AuĂerdem wurden eine InformationsbroschĂŒre und ein ausfĂŒhrliches Video-Tutorial erstellt.As a result of the previous research project âImprovement of processes to derive prevention measures against accident black spotsâ (MAIER et al., 2017) the web-based catalogue of countermeasures against Black Spots (MaKaU) was available as a prototype. This tool represents a supporting element for accident analysis, determining countermeasures and effectiveness control. The dissemination of the web tool as well as its optimization regarding to its operability are the two main goals of FE 03.0535 / 2015 / FRB. The optimization of the MaKaU should be realized in close cooperation with selected Black Spot Management Teams as test users. Both the targeted adaptation of MaKaU to the wishes of the users and the establishment of a hierarchical instance system to ensure the requirements of data protection and the different structures of the federal states represent the decisive results of the research project. On the one hand, the feedback of the nine pilot teams was documented, categorized and prioritized. In coordination with the research-accompanying committee, modifications were made such as the dynamic design of the investigation periods, a flexible handling of packages of countermeasures and an extension of the upload area. On the other hand, amongst other things because of data protection, the user structure was adjusted. Now, both the federal republic and the federal states maintain their own servers. The maintenance of accident data, the registration of Black Spot Management teams and the assignment of users are in the responsibility of the federal states. Parameters of the effectiveness of implemented countermeasures are automatically and anonymously transmitted to the federal republic server. The federal republic is responsible for providing the catalogue of countermeasures and current empirical values. For the dissemination of MaKaU there were given lectures on conferences and training courses for interested states and Black Spot Management Teams. MaĂnahmen zur Vermeidung von AbkommensunfĂ€llen auf BAB
Die Einsatzkriterien von RĂŒckhaltesystemen nach den Richtlinien fĂŒr passiven Schutz an StraĂen durch Fahrzeug- RĂŒckhaltesysteme (RPS 2009) beruhen u. a. auf einer EinschĂ€tzung der Abkommenswahrscheinlichkeit. Bislang existieren jedoch keine konkreten Kriterien zur Bewertung der Abkommenswahrscheinlichkeit. Ziel dieses Forschungsvorhabens war es, den Einfluss bestimmter Infrastruktur- und Betriebscharakteristika auf das Abkommensunfallgeschehen an Autobahnen zu untersuchen.
Die aus der Literatur bekannten sowie weitere mutmaĂliche EinflussgröĂen bildeten die Grundlage fĂŒr die Zusammenstellung eines knapp 2.000 km langen Streckenkollektivs. AnschlieĂend wurden die Streckenmerkmale ĂŒber eigene Befahrungen erhoben und mit Daten aus den StraĂeninformationsbanken, der Zustandserfassung und -bewertung (ZEB) auf BundesfernstraĂen sowie den Unfalldaten zusammengefĂŒhrt.
Der Einfluss der aufbereiteten Infrastruktur- und Betriebscharakteristika auf die HĂ€ufigkeit potenzieller AbkommensunfĂ€lle wurde mithilfe multivariater Regressionsmodelle identifiziert und quantifiziert, die auch nichtlineare EinflĂŒsse auf das Unfallgeschehen abbilden können. In deskriptiven Analysen wurde zudem der Anteil potenzieller AbkommensunfĂ€lle am Gesamtunfallgeschehen auf Autobahnen eingeordnet und die Unfallschwere analysiert.
Als Ergebnis sollte aus dem Forschungsvorhaben ein mit dem Betreuerkreis abgestimmtes, unabhĂ€ngig getestetes und mit einzelnen StraĂenbauverwaltungen diskutiertes Verfahren zur Identifikation von Streckenabschnitten mit erhöhter Abkommenswahrscheinlichkeit hervorgehen. In Form eines proaktiven Ansatzes sollte das Verfahren auch angewendet werden können, ohne dass auf dem Abschnitt erst AbkommensunfĂ€lle abgewartet werden mĂŒssen. Bei der testweisen Anwendung zeigte sich, dass das entwickelte Verfahren nur eingeschrĂ€nkt zur Vorhersage von UnfallhĂ€ufungsstellen mit einem relevanten Anteil an AbkommensunfĂ€llen geeignet ist. Es wird angenommen, dass das Abkommens- Unfallgeschehen zu stark von nicht infrastrukturellen Faktoren (Fahrzeug, Mensch) abhĂ€ngt. Analysen auf Basis der polizeilichen Unfalldaten werden fĂŒr dieses Unfallkollektiv als zielfĂŒhrender eingeschĂ€tzt
Bewertung des Sturzrisikos und des Verhaltens von FuĂgĂ€ngern und Radfahrern bei winterlichen Bedingungen
Erfahrungswerte und Kennzahlen deuten darauf hin, dass Schnee- und EisglĂ€tte in nahezu jedem Winter zu erhöhten Sturzzahlen von FuĂgĂ€ngern und Radfahrern fĂŒhren. Bisher existieren fĂŒr Deutschland u. a. aufgrund der hohen Dunkelziffer von Radfahrer-AlleinunfĂ€llen und der Nichterfassung von FuĂgĂ€ngerstĂŒrzen in der amtlichen Verkehrsunfallstatistik kaum vertiefte Erkenntnisse bezĂŒglich dieser Problematik. Im Rahmen des Forschungsvorhabens konnten mithilfe von Befragungen, Daten von Versicherern und Informationen aus einer frĂŒheren Krankenhausstudie der Bundesanstalt fĂŒr StraĂenwesen folgende Erkenntnisse gewonnen werden:
â Der Winterdienst auf Gehwegen wurde von der HĂ€lfte der Befragten, der Winterdienst auf Radwegen dagegen nur von jedem zehnten Befragten als gut eingeschĂ€tzt.
â HĂ€ufig wurde das Fehlen eines durchgĂ€ngig winterdienstlich betreuten Hauptroutennetzes fĂŒr Radfahrer kritisiert.
â WĂ€hrend das FuĂgĂ€ngeraufkommen bei Schnee-/EisglĂ€tte in etwa konstant blieb, ging das Radverkehrsaufkommen in den untersuchten Bereichen um 50 bis 70 % zurĂŒck.
â Die Befragungsergebnisse lassen vermuten, dass dieser RĂŒckgang durch verbesserten Winterdienst bestenfalls halbiert werden kann.
â Radfahrer weichen bei ausbleibendem Winterdienst auf Radwegen entgegen der bisherigen Rechtsprechung vornehmlich auf Gehwege aus. Es ist zu prĂŒfen, welche Konsequenzen sich ergeben, falls das Ausweichen der Radfahrer auf die Fahrbahn bei hohen Kfz-VerkehrsstĂ€rken/-geschwindigkeiten als unzumutbar angesehen wird.
â Das Risiko fĂŒr FuĂgĂ€nger- und RadfahrerstĂŒrze steigt bei Schnee-/EisglĂ€tte deutlich. Das Risiko fĂŒr FuĂgĂ€ngerstĂŒrze steigt dabei stĂ€rker und liegt bei Schnee-/EisglĂ€tte ĂŒber dem fĂŒr RadfahrerstĂŒrze. Insgesamt sind die Folgen der StĂŒrze bei Schnee-/EisglĂ€tte jedoch geringer.
â Das Risiko fĂŒr StĂŒrze von FuĂgĂ€ngern und Radfahrern ist bei EisglĂ€tte deutlich höher als bei Schnee.
â Die hohe Dunkelziffer (ĂŒber 90 %) von RadfahreralleinunfĂ€llen wurde bestĂ€tigt.
Im Abschluss des Forschungsvorhabens wurden Handlungsempfehlungen fĂŒr die Praxis abgeleitet.Experience and key data suggest that snow and ice lead to increased numbers of pedestrian and cyclist accidents in the form of falling, slipping, or stumbling during the winter months. Reliable in-depth data concerning the extent and characteristics of this issue are currently not available for Germany. This is due to the high level of under-reporting in official statistics, particularly for incidents involving only one bicyclist, and also because of the systematic non-recording of pedestrian falls to the official statistics on traffic accidents. Based on surveys, data from insurers, and an existing study on hospital treatments on behalf of the Federal Highway Research Institute, this research project generated the following insights:
â Winter maintenance on sidewalks was assessed as âgoodâ by half of the survey respondents, while winter maintenance on cycle paths was assessed as âgoodâ by only ten percent of the respondents.
â Many survey respondents criticised the lack of reliably cleaned cycle routes in winter weather conditions.
â Pedestrian volumes remained fairly stable in snowy/icy conditions, but cycling volumes dropped by 50 to 70 percent
â Survey results indicate that this reduction in the volume of cyclists could be halved through improved winter maintenance.
â In the case of deficient winter services on cycle paths, cyclists use the sidewalks even though they are obliged by law to cycle on the roadway if cycle paths are not usable. Cyclists seem to perceive the alternative of cycling on the roadway as unacceptable. It is necessary to examine what consequences arise if the evasion of the cyclists on the road at high vehicle traffic volumes or speeds of motorised vehicles is evaluated as unconscionable.
â The risk for pedestrian and cyclist substantially increases during snowy/icy conditions. This increase is higher for pedestrians. Overall, the consequences of these falls are, however, less severe compared to normal weather conditions.
â The risk of falling for pedestrians and bicyclists is substantially higher in icy conditions than in that of snow
