Is CalPERS a Sovereign Wealth Fund?
Sovereign Wealth Funds (SWFs) are the subject of intense debate. While these funds are hard to define in precise terms, all agree they are government-sponsored pools of financial assets. With roughly 10 trillion in under a decade, many wonder what role these public investment funds will play in private markets. Due to SWFsí government sponsorship, some fear that they will be used illegitimately to advance political, instead of commercial, agendas. This geopolitical concern is compounded by a general lack of transparency and a perception among Western analysts of weak accountability and poor governance practices...
The when and where of an emerging crime type: the example of metal theft from the railway network of Great Britain
Metal theft has become an increasingly common crime in recent years, but lack of data has limited research into it. The present study used police-recorded crime data to study the spatial and temporal concentration of metal theft from the railway network of Great Britain. Metal theft was found to exhibit only weak seasonality, to be concentrated at night and to cluster in a few locations close to – but not in – major cities. Repeat-victimisation risk continued for longer than has been found for other crime types. These and other features appear to point to metal theft being a planned, rather than opportunistic, offence and to the role of scrap-metal dealers as facilitators
Dewpoint temperature inversions analyzed
Dewpoint temperature inversion, with regard to other simultaneous meteorological conditions, was examined to establish the influence of meteorological variables on the variation of dewpoint temperature with height. This report covers instrumentation and available data, all the climatological features of dewpoint inversions, and specific special cases
Sovereign Wealth Funds: Form and Function in the 21st Century
As representatives of nation-states in global financial markets, sovereign wealth funds (SWFs) share a common form and many functions. Arguably their form and functions owe as much to a shared (global) moment of institutional formation as they owe their form and functions to the hegemony of Anglo-American finance over the late 20th and early 21st centuries. We distinguish between the immediate future for SWFs in the aftermath of the global financial crisis, and two possible long-term scenarios; one of which sees SWFs becoming financial goliaths dominating global markets, while the other sees SWFs morphing into nation-state development institutions that intermediate between financial markets and the long-term commitments of the nation-state sponsors. If the former scenario dominates, global financial integration will accelerate with attendant costs and benefits. If the latter scenario dominates, SWFs are likely to differentiate and evolve, returning, perhaps, to their national traditions and their respective places in a world of contested power and influence. Here, we clarify the assumptions underpinning the conception and formation of sovereign wealth funds over the past twenty years or so in the face of the ‘new’ realities of global finance.Sovereign Wealth Funds, Crisis, Market Performance, Long-term Investment
Technical pre-analytical effects on the clinical biochemistry of Atlantic salmon (Salmo salar L.)
Clinical biochemistry has long been utilized in human and veterinary medicine as a vital diagnostic tool, but despite occasional studies showing its usefulness in monitoring health status in Atlantic salmon (Salmo salar L.), it has not yet been widely utilized within the aquaculture industry. This is due, in part, to a lack of an agreed protocol for collection and processing of blood prior to analysis. Moreover, while the analytical phase of clinical biochemistry is well controlled, there is a growing understanding that technical pre-analytical variables can influence analyte concentrations or activities. In addition, post-analytical interpretation of treatment effects is variable in the literature, thus making the true effect of sample treatment hard to evaluate. Therefore, a number of pre-analytical treatments have been investigated to examine their effect on analyte concentrations and activities. In addition, reference ranges for salmon plasma biochemical analytes have been established to inform veterinary practitioners and the aquaculture industry of the importance of clinical biochemistry in health and disease monitoring. Furthermore, a standardized protocol for blood collection has been proposed
Reclaiming human machine nature
Extending and modifying his domain of life by artifact production is one of
the main characteristics of humankind. From the first hominid, who used a wood
stick or a stone for extending his upper limbs and augmenting his gesture
strength, to current systems engineers who used technologies for augmenting
human cognition, perception and action, extending human body capabilities
remains a big issue. From more than fifty years cybernetics, computer and
cognitive sciences have imposed only one reductionist model of human machine
systems: cognitive systems. Inspired by philosophy, behaviorist psychology and
the information treatment metaphor, the cognitive system paradigm requires a
function view and a functional analysis in human systems design process.
According that design approach, human have been reduced to his metaphysical and
functional properties in a new dualism. Human body requirements have been left
to physical ergonomics or "physiology". With multidisciplinary convergence, the
issues of "human-machine" systems and "human artifacts" evolve. The loss of
biological and social boundaries between human organisms and interactive and
informational physical artifact questions the current engineering methods and
ergonomic design of cognitive systems. New developpment of human machine
systems for intensive care, human space activities or bio-engineering sytems
requires grounding human systems design on a renewed epistemological framework
for future human systems model and evidence based "bio-engineering". In that
context, reclaiming human factors, augmented human and human machine nature is
a necessityComment: Published in HCI International 2014, Heraklion : Greece (2014

Immaterial Boys? A Large-Scale Exploration of Gender-Based Differences in Child Sexual Exploitation Service Users.
Child sexual exploitation is increasingly recognized nationally and internationally as a pressing child protection, crime prevention, and public health issue. In the United Kingdom, for example, a recent series of high-profile cases has fueled pressure on policy makers and practitioners to improve responses. Yet, prevailing discourse, research, and interventions around child sexual exploitation have focused overwhelmingly on female victims. This study was designed to help redress fundamental knowledge gaps around boys affected by sexual exploitation. This was achieved through rigorous quantitative analysis of individual-level data for 9,042 users of child sexual exploitation services in the United Kingdom. One third of the sample were boys, and gender was associated with statistically significant differences on many variables. The results of this exploratory study highlight the need for further targeted research and more nuanced and inclusive counter-strategies
