    Drug-induced Parkinson's disease modulates protein kinase A and Olfactory Marker Protein in the mouse olfactory bulb

    Background Olfaction is often affected in parkinsonian patients, but dopaminergic cells in the olfactory bulb are not affected by some Parkinson-inducing drugs. We investigated whether the drug MPTP produces the olfactory deficits typical of Parkinson and affects the olfactory bulb in mice. Findings Lesioned and control mice were tested for olfactory search, for motor and exploratory behavior. Brains and olfactory mucosa were investigated via immunohistochemistry for thyrosine hydroxylase, Olfactory Marker Protein and cyclic AMP-dependent protein kinase as an intracellular pathway involved in dopaminergic neurotransmission. MPTP induced motor impairment, but no deficit in olfactory search. Thyrosine hydroxylase did not differ in olfactory bulb, while a strong decrease was detected in substantia nigra and tegmentum of MPTP mice. Olfactory Marker Protein decreased in the olfactory bulb of MPTP mice, while a cyclic AMP-dependent protein kinase increased in the inner granular layer of MPTP mice. Conclusions MPTP mice do not present behavioural deficits in olfactory search, yet immunoreactivity reveals modifications in the olfactory bulb, and suggests changes in intracellular signal processing, possibly linked to neuron survival after MPTP

    The internet and public bureaucracies: towards balancing competing values

    Innovation in public administration is one of the central aspects of public sector reforms. Given the procedural nature of government tasks, the adoption of the Internet and related information and communication technologies (ICT) has become critical for government organisations. The aim of this paper is to discuss the implications of the diffusion Internet led innovations in the public sector on balancing public values. Rather than diminishing their benefits, we aim at highlighting challenges and dilemmas that can emerge from ICT implementation in the public sector. The paper starts by reviewing the main trends of e-government research and show a dominant view towards managerial and private sector values embedded in the literature. To propose an alternative approach, we then draw on an empirical example from Mexico, that of the Federal Transparency and Access to Government Information Law. Using Mexico’s available statistics and secondary data, the case explores how a quicker ICT-mediated interaction between citizens and government can result in social and political dilemmas. We propose to bring into play the public value paradigm to highlight these issues. Conclusions follow

    Public sector reforms and the notion of 'public value': implications for egovernment deployment

    Governments are increasingly investing in information and communication technologies (ICT) as tool to foster the rationalization of public administration. This paper discusses e-government within the context of governmental reforms heavily influenced by the New Public Management (NPM), which suggests that the use of ICT within the public sector will enhance efficiency, effectiveness and accountability. Based on the concept of ‘public value’ developed by Moore (1995), we propose to question the overall impact e-government initiatives may have on governments’ ability to deliver social and economic outcomes that correspond to citizens’ expectations. Our central argument is presented as follows: while ICT can help to achieve the main NPM values, e-government initiatives do not guarantee to have a positive effect on broader public values. Even when this argument is not new, in this paper we aim to strengthen the need for a deeper discussion of the implications of e-government programs in the context of public values. To do so, we propose a framework that distinguishes between clusters of public values: those that are related to managerial practices and those related to democratic values. We draw on descriptive examples to illustrate our main arguments

    An Assessment of Telecommunications Regulation Performance in the European Union

    We assess the performance of National Regulatory Authorities across 16 EU countries regarding economic regulation in telecommunications sector, by constructing a so-called Composite Regulatory Performance Indicator for regulatory aspects such as effectiveness of the national regulatory system, effectiveness of the dispute settlement body, general market access conditions and application of remedies in markets for narrowband voice, mobile, broadband and business services. This composite indicator is the output measure used in the DEA non-parametric approach.     Protein kinase a distribution differentiates human glioblastoma from brain tissue

    Brain tumor glioblastoma has no clear molecular signature and there is no effective therapy. In rodents, the intracellular distribution of the cyclic AMP (cAMP)-dependent protein kinase (Protein kinase A, PKA) R2Alpha subunit was previously shown to differentiate tumor cells from healthy brain cells. Now, we aim to validate this observation in human tumors. The distribution of regulatory (R1 and R2) and catalytic subunits of PKA was examined via immunohistochemistry and Western blot in primary cell cultures and biopsies from 11 glioblastoma patients. Data were compared with information obtained from 17 other different tumor samples. The R1 subunit was clearly detectable only in some samples. The catalytic subunit was variably distributed in the different tumors. Similar to rodent tumors, all human glioblastoma specimens showed perinuclear R2 distribution in the Golgi area, while it was undetectable outside the tumor. To test the effect of targeting PKA as a therapeutic strategy, the intracellular cyclic AMP concentration was modulated with different agents in four human glioblastoma cell lines. A significant increase in cell death was detected after increasing cAMP levels or modulating PKA activity. These data raise the possibility of targeting the PKA intracellular pathway for the development of diagnostic and/or therapeutic tools for human glioblastoma

When m=2m=2, various restrictions are discussed showing that in several instances the possibilities for such a YY reduce to the single case of the Segre product P2×P1\mathbb P^2 \times \mathbb P^1. This happens, in particular, if YY is a Fano threefold as well as if the base surface XX is P2\mathbb P^2

    Effects of a Motivational Climate on Psychological Needs Satisfaction, Motivation and Commitment in Teen Handball Players

    The aim of this study was to examine the effects of the motivational climate created by the coach and perceived by a group of young high-performance handball players on their sport motivation, self-determination, sport psychological needs and sport commitment. The study participants were 479 young handball players. The age range was 16–17 years old. Players were administered a battery composed of a Perceived Motivational Climate in Sport Questionnaire, Sport Motivation Scale, the Basic Psychological Needs in Exercise Scale and Sport Commitment Questionnaire to measure the above-mentioned theoretical constructs. Results showed that the handball players showed high levels of a task-involving climate, of basic psychological needs satisfaction and of self-determined motivation and commitment. Higher levels of basic psychological needs such as autonomy and competence were associated with a higher task-involving climate, self-determined index and sport commitment (task-involving climate–basic psychological needs (ÎČ = 0.55; 95% IC 0.387/0.682; p = 0.001); Ego-involving climate–basic psychological needs (ÎČ = 0.06; 95% IC −0.069/0.181; p = 0.387); Basic psychological needs–self-determined index (ÎČ = 0.48; 95% IC 0.376/0.571; p = 0.001); Self-determined index–commitment (ÎČ = 0.58; 95% IC 0.488/0.663; p = 0.001). The obtained model showed that basic psychological needs mediated the association between a task-involving climate and self-determination, and self-determination mediated the association between basic psychological needs satisfaction and commitment
