8-Bromo-4H-[1,2,4]oxadiazolo[3,4-c][1,4]benzoxazin-1-one 1 (NS2028) reacts with [2-chloro-5-(trifluoromethyl)phenyl]boronic acid 2 (2 equiv), Pd(OAc)2 (10 mol%) and KOAc (4 equiv) in acetonitrile heated to ca. 110 °C (sealed tube) for 12 hours to give 8-[2-chloro-5-(trifluoromethyl)phenyl]-4H-[1,2,4]oxadiazolo[3,4-c][1,4]benzoxazin-1-one 4 in 64% yield

Efficiency Assessment of Public-Private Partnership (PPP) Projects: The Case of Russia
The most recent international experience shows that public-private partnership (PPP) is a public procurement that improves the management of public and municipal property in the construction sector. This article proposes a method for ranking countries by the probability of being successful in implementing a PPP. The new methodology is based on a system of indicators to assess the quality of the institutional environment, the experience of project implementation, the state readiness, private organizations, and the society for the effective implementation of PPP projects. We develop a new method to gauge challenging Russia’s new legislation that, although having been introduced in 2015, has already boosted a tumultuous number of new PPP projects and it is expected to enhance PPP opportunities in the country further

Anti-cancer activity of phenyl and pyrid-2-yl 1,3-substituted benzo[1,2,4]triazin-7-ones and stable free radical precursors
Cell viability studies for benzo[1,2,4]triazin-7-ones and 1,2,4-benzotriazinyl (Blatter-type) radical precursors are described with comparisons made with 2,2,6,6-tetramethyl-1-piperidinyloxy (TEMPO). All of the stable free radicals were several orders of magnitude less cytotoxic than
the benzo[1,2,4] triazin-7-ones. The synthesis and evaluation of two new pyrid-2-yl benzo[1,2,4] triazin-7-ones are described, where altering the 1,3-substitution from phenyl to pyrid-2-yl increased cytotoxicity against most cancer cell lines, as indicated using National Cancer Institute (NCI) one-dose testing. New functionally-enhanced soy proteins as food ingredients with anti-viral activity
Respiratory viruses are a major public health problem because of their prevalence and high morbidity rate leading to considerable social and economic implications. Cranberry has therapeutic potential attributed to a comprehensive list of phytochemicals including anthocyanins, flavonols, and unique A-type proanthocyanidins. Soy flavonoids, including isoflavones, have demonstrated anti-viral effects in vitro and in vivo. Recently, it was demonstrated that edible proteins can efficiently sorb and concentrate cranberry polyphenols, including anthocyanins and proanthocyanins, providing greatly stabilized matrices suitable for food products. The combination of cranberry and soy phytoactives may be an effective dietary anti-viral resource. Anti-viral properties of both cranberry juice-enriched and cranberry pomace polyphenol-enriched soy protein isolate (CB-SPI and CBP-SPI) were tested against influenza viruses (H7N1, H5N3, H3N2), Newcastle disease virus and Sendai virus in vitro and in ovo. In our experiments, preincubation with CB-SPI or CBP-SPI resulted in inhibition of virus adsorption to chicken red blood cells and reduction in virus nucleic acid content up to 16-fold, however, CB-SPI and CBP-SPI did not affect hemagglutination. Additionally, CB-SPI and CBP-SPI inhibited viral replication and infectivity more effectively than the commercially available anti-viral drug Amizon. Results suggest CB-SPI and CBP-SPI may have preventative and therapeutic potential against viral infections that cause diseases of the respiratory and gastro-intestinal tract

Prospects for Energy Transition to Hydrogen Fuel: Analysis of World Experience and Russian Practice
A significant depletion of natural energy reserves and a sharp rise in its cost of production amidst a civilizational energy crisis, greenhouse gas issue, and increasing energy consumption have called for an urgent and radical change in the global energy agenda. An idea to promote hydrogen as an alternative energy emerges from the global energy transition agenda. In this article, our aim is to assess the prospect of hydrogen, as a potential, environmentally friendly, yet expensive and technological-demanding resource, to be developed globally. The scientific novelty of the research consists in systematizing the world experience and Russian practice of implementing energy efficiency projects within the framework of public-private partnership (PPP), substantiating, and forecasting the prospects for the use of this resource in order to decarbonize the economy and solve environmental problems, as well as determining the main directions of the national energy strategy in Russia. We have developed recommendations to eliminate the identified problems that impede the increase in the energy efficiency of industrial production and operation of facilities. It is concluded that the use of “green” hydrogen obtained with the help of renewable energy sources is promising in solving environmental problems and building a climate-neutral economy characterized by zero greenhouse gas emissions. The results of the work can be useful in well-supporting hydrogen ecosystem
Tailored synthesis of N-substituted peri-Xanthenoxanthene Diimide (PXXDI) and Monoimide (PXXMI) Scaffolds
The tailored synthesis of homo (A2) and hetero (AB) N-substituted peri-xanthenoxanthene diimides (PXXDIs) and peri-functionalized PXX monoimides (PXXMIs) from 3-hydroxy naphthalic anhydride is described. As A2-type PXXDIs could be synthesized in one step, AB-type PXXDIs and PXXMIs were prepared through a modular approach capitalizing on sequential Suzuki coupling, imidation, and Pummerer reactions with very high yields. In view of their potential applications as organic semiconductors, self-organization studies were performed through liquid deposition on surfaces, depicting the formation of islands, needles, and rods
