    Starting Sick Leave on Part-Time as a Treatment Method?

    This paper analyzes the effects of starting the sick leave on part-time compared to fulltime on the probability to recover (i.e., return to work with full recovery of lost work capacity). Using a discrete choice one-factor model, we estimate mean treatment parameters and distributional treatment parameters from a common set of structural parameters. Our results indicate that part-time sick leave is not an intensive treatment and should not to be used for all from the very beginning of a case. However, when the output is analyzed for time spans longer than three months, the average probability to recover is higher for those who started on part time sick leave. Besides, the share of individuals who are positive indifferent between the two states is large (above 50%), which suggests that there is potential for increasing the sharepart-time sick leave; selection; unobserved heterogeneity; treatment effects

    Income effects from labor market training programs in Sweden during the 80's and 90's

    Swedish labor market programs appear large from an international perspective, yet their consequences are not fully investigated and understood. In this paper we estimate a switching regression model with training effect modeled as a random coefficient, partitioned in an observed and unobserved component. We investigate labor market training for three cohorts during the 80s and the beginning of the 90s on its effect on earnings. We separate the analysis between Swedish-born and foreign-born individuals to identify differences in their responses to training. The results indicate that there is positive sorting into training. We find that the proportion of trainees having positive rewards from training was not very different from the proportion having negative rewards. This means that the results do not support the view that from efficiency considerations, too few persons were enrolled in labor market training during this period. Differences in results across cohorts can be interpreted as being caused by rapid changes in the labor market. Further, consistent with results from several previous studies we find that being young often means no positive pay-off from training, and the same is found for persons with only primary education. In conflict with what earlier studies have shown, we found that males have a better pay-off from training than females.     The impact of altered management on long-term agricultural soil carbon stocks

    Land use in general and particularly agricultural practices can significantly influence soil carbon storage. In this paper, we investigate the long-term effects of management changes on soil carbon stock dynamics on a Swedish farm where C concentrations were measured in 1956 at 124 points in a regular grid. The soil was re-sampled at 65 points in 1984 and at all grid points in 2001. Before 1956 most of the fodder for dairy cattle was produced on the farm and crop rotations were dominated by perennial grass leys and spring cereals with manure addition. In 1956 all animals were sold, crop rotations were thereafter dominated by wheat, barley and rapeseed. Spatial variation in topsoil C concentration decreased significantly between 1956 and 2001. C stocks declined in fields with initially large C stocks but did not change significantly in fields with moderate C stocks. In the latter fields, soil C concentrations declined from 1956 to 1984, but increased slightly thereafter according to both measurements and simulations. Thus, the decline in C input due to the altered management in 1956 was partly compensated for by increasing crop yields and management changes, resulting in increased C input during the last 20 years. A soil carbon balance model (ICBM) was used to describe carbon dynamics during 45 years. Yield records were transformed to soil carbon input using allometric functions. Topsoil C concentrations ranging between 1.8 and 2.4% (depending on individual field properties) seemed to be in dynamic equilibrium with C input under recent farming and climatic conditions. Subsoil C concentrations seemed to be unaffected by the management changes

    Evaluating XMPP Communication in IEC 61499-based Distributed Energy Applications

    The IEC 61499 reference model provides an international standard developed specifically for supporting the creation of distributed event-based automation systems. Functionality is abstracted into function blocks which can be coded graphically as well as via a text-based method. As one of the design goals was the ability to support distributed control applications, communication plays a central role in the IEC 61499 specification. In order to enable the deployment of functionality to distributed platforms, these platforms need to exchange data in a variety of protocols. IEC 61499 realizes the support of these protocols via "Service Interface Function Blocks" (SIFBs). In the context of smart grids and energy applications, IEC 61499 could play an important role, as these applications require coordinating several distributed control logics. Yet, the support of grid-related protocols is a pre-condition for a wide-spread utilization of IEC 61499. The eXtensible Messaging and Presence Protocol (XMPP) on the other hand is a well-established protocol for messaging, which has recently been adopted for smart grid communication. Thus, SIFBs for XMPP facilitate distributed control applications, which use XMPP for exchanging all control relevant data, being realized with the help of IEC 61499.     Towards a Systematic Approach for Smart Grid Hazard Analysis and Experiment Specification

    The transition to the smart grid introduces complexity to the design and operation of electric power systems. This complexity has the potential to result in safety-related losses that are caused, for example, by unforeseen interactions between systems and cyber-attacks. Consequently, it is important to identify potential losses and their root causes, ideally during system design. This is non-trivial and requires a systematic approach. Furthermore, due to complexity, it may not possible to reason about the circumstances that could lead to a loss; in this case, experiments are required. In this work, we present how two complementary deductive approaches can be usefully integrated to address these concerns: Systems Theoretic Process Analysis (STPA) is a systems approach to identifying safety-related hazard scenarios; and the ERIGrid Holistic Test Description (HTD) provides a structured approach to refine and document experiments. The intention of combining these approaches is to enable a systematic approach to hazard analysis whose findings can be experimentally tested.     Baltic Sea Coastal Eutrophication in a Thousand Year Perspective

    Sediment cores from three sites along the east-coast of Sweden, north-western Baltic Proper, have been studied with respect to lithologies, geochemistry and diatom assemblages to trace and date early human impact with emphasis on nutrient discharge. The three sites Bråviken, Himmerfjärden and Ådfjärden, have been impacted to various degree during the last millennia by multiple stressors like excessive nutrient discharge and hazardous substances, leading to coastal hypoxia, eutrophication and pollution. These stressors are mainly caused by drivers in the drainage area as increased human population, changed land use and point sources as industries and a sewage treatment plant. Even though their detailed history differs, the results show similar general patterns for all three sites. We find no evidence in our data from the coastal zone supporting the hypothesis that the extensive areal distribution of hypoxia in the open Baltic Sea during the Medieval Climate Anomaly was caused by human impact. Timing of the onset of man-made eutrophication, as identified from d15N and changes in diatom composition, differs between the three sites, reflecting the site specific geography and local environmental histories of these areas. The onset of eutrophication dates to 1800 CE in Bråviken and Himmerfjärden areas, and to 1900 CE in the less urban area of Ådfjärden. We conclude that the recorded environmental changes during the last centuries are unique in a thousand year perspective

    ERIGrid Holistic Test Description for Validating Cyber-Physical Energy Systems

    Smart energy solutions aim to modify and optimise the operation of existing energy infrastructure. Such cyber-physical technology must be mature before deployment to the actual infrastructure, and competitive solutions will have to be compliant to standards still under development. Achieving this technology readiness and harmonisation requires reproducible experiments and appropriately realistic testing environments. Such testbeds for multi-domain cyber-physical experiments are complex in and of themselves. This work addresses a method for the scoping and design of experiments where both testbed and solution each require detailed expertise. This empirical work first revisited present test description approaches, developed a newdescription method for cyber-physical energy systems testing, and matured it by means of user involvement. The new Holistic Test Description (HTD) method facilitates the conception, deconstruction and reproduction of complex experimental designs in the domains of cyber-physical energy systems.
