Towards a Theory of Software Development Expertise
Software development includes diverse tasks such as implementing new
features, analyzing requirements, and fixing bugs. Being an expert in those
tasks requires a certain set of skills, knowledge, and experience. Several
studies investigated individual aspects of software development expertise, but
what is missing is a comprehensive theory. We present a first conceptual theory
of software development expertise that is grounded in data from a mixed-methods
survey with 335 software developers and in literature on expertise and expert
performance. Our theory currently focuses on programming, but already provides
valuable insights for researchers, developers, and employers. The theory
describes important properties of software development expertise and which
factors foster or hinder its formation, including how developers' performance
may decline over time. Moreover, our quantitative results show that developers'
expertise self-assessments are context-dependent and that experience is not

Research data sharing: developing a stakeholder-driven model for journal policies
The conclusions of research articles generally depend on bodies of data that cannot be included in the articles themselves. The sharing of this data is important for reasons of both transparency and possible reuse. Science, Technology and Medicine journals have an obvious role in facilitating sharing, but how they might do that is not yet clear. The Journal Research Data (JoRD) Project was a JISC (Joint Information Systems Committee) funded feasibility study on the possible shape of a central service on journal research data policies. The objectives of the study included, amongst other considerations: to identify the current state of journal data sharing policies and to investigate the views and practices of stakeholders to data sharing. The project confirmed that a large percentage of journals do not have a policy on data sharing, and that there are inconsistencies between the traceable journal data sharing policies. Such a state leaves authors unsure of whether they should deposit data relating to articles and where and how to share that data. In the absence of a consolidated infrastructure for the easy sharing of data, a journal data sharing model policy was developed. The model policy was developed from comparing the quantitative information gathered from analysing existing journal data policies with qualitative data collected from the stakeholders concerned. This article summarises the information gathered, outlines the process by which the model was developed and presents the model journal data sharing policy in full
MM-122: High speed civil transport
The rapidly expanding Pacific Rim market along with other growing markets indicates that the future market potential for a high speed civil transport is great indeed. The MM-122 is the answer to the international market desire for a state of the art, long range, high speed civil transport. It will carry 250 passengers a distance of 5200 nm at over twice the speed of sound. The MM-122 is designed to incorporate the latest technologies in the areas of control systems, propulsions, aerodynamics, and materials. The MM-122 will accomplish these goals using the following design parameters. First, a double delta wing planform with highly swept canards and an appropriately area ruled fuselage will be incorporated to accomplish desired aerodynamic characteristics. Propulsion will be provided by four low bypass variable cycle turbofan engines. A quad-redundant fly-by-wire flight control system will be incorporated to provide appropriate static stability and level 1 handling qualities. Finally, the latest in conventional metallic and modern composite materials will be used to provide desired weight and performance characteristics. The MM-122 incorporates the latest in technology and cost minimization techniques to provide a viable solution to this future market potential
Grounding Description-Driven Dialogue State Trackers with Knowledge-Seeking Turns
Schema-guided dialogue state trackers can generalise to new domains without
further training, yet they are sensitive to the writing style of the schemata.
Augmenting the training set with human or synthetic schema paraphrases improves
the model robustness to these variations but can be either costly or difficult
to control. We propose to circumvent these issues by grounding the state
tracking model in knowledge-seeking turns collected from the dialogue corpus as
well as the schema. Including these turns in prompts during finetuning and
inference leads to marked improvements in model robustness, as demonstrated by
large average joint goal accuracy and schema sensitivity improvements on SGD

“Our Relationship? It’s the Odd Mucky Weekend, Not a One Night Stand”: Journalists and aid agencies in the UK, and the current challenges to sourcing in humanitarian disasters
In humanitarian crises, the sources that journalists employ have always helped determine which stories achieve a high media profile, as well as play a part in framing the story. In particular, aid agencies acted as powerful gatekeepers to disaster zones, providing flights, transport, fixers and translators to journalists–and more recently, text, images and resources for the social web. Questions have been raised around transparency and objectivity in such reporting as a result. This paper draws on 40 semi-structured qualitative interviews with UK national journalists (broadcast, print and online) and aid agencies belonging to the UK's Disasters Emergency Committee. As a result, this paper builds on journalism studies looking at boundary (re)negotiations in journalism and the source-media relationship to show the current patterns in what has been described as a “mutually exploitative” relationship. It compares and contrasts what assistance journalists say they accept from aid agencies and what aid agencies report. It examines how both sides are often unwilling to acknowledge the close association. It will also look at how the increasing professionalisation of NGO operations including the employment of former journalists and producing their own content may be affecting the power dynamics. Finally, it asks whether the slow emergence of scandals means this relationship has not only affected stories that are covered but those that are not
