    The linkages between agriculture and malaria: Issues for policy, research, and capacity strengthening

    "Malaria afflicts many people in the developing world, and due to its direct and indirect costs it has widespread impacts on growth and development. The global impact of malaria on human health, productivity, and general well-being is profound. Human activity, including agriculture, has been recognized as one of the reasons for the increased intensity of malaria around the world, because it supports the breeding of mosquitoes that carry the malaria parasite. Malaria can cause illness (morbidity), disability, or death; and all three effects have direct and indirect costs that can affect productivity. Since agriculture is the main activity of rural people in many endemic areas, it has been suggested that effective malaria control measures can be devised if attention was paid to the two-way effects of agriculture and malaria. There is the need to compute the direct costs of malaria treatment and control and the impacts of those costs on the ability of farm households to adopt new agricultural technology and improved practices, and keep farm and household assets. It is equally important to know the indirect costs of seeking health care and taking care of children and others who are afflicted by malaria and the relationship of the indirect costs to the farm labor supply and productivity. On the other hand, many agricultural activities like irrigation projects, water-harvesting and storage, land and soil management techniques, and farm work sequencing can lead to increase in mosquito populations and therefore increase the incidence of malaria in agricultural regions. This paper has raised issues on the two-way effects of agriculture and malaria and recommended areas that require policy actions and further research.     Interactions between health and farm-labor productivity:

    In the 21st century, agriculture remains fundamental to economic growth, poverty alleviation, improvement in rural livelihood, and environmental sustainability (World Bank 2007). Three-quarters of the world's poor live in rural areas, particularly in Asia and Africa (Ravallion, Chen, and Sangraula 2007), and depend on agriculture as their primary source of livelihood. This report provides an overview of current knowledge of the impact of health issues on farm-level productivity and decisionmaking, and the impact of agriculture on health. Findings are based on a review of the relevant studies of agricultural regions throughout the developing world. Two conceptual frameworks are used to frame this research: (1) Examining the two-way linkages between agriculture and health (2) Tracking the pathway from a disease condition to its effects, including impacts on household decisionmaking and ultimate impacts on livelihood. Agriculture underpins the health of rural households. It provides income that makes households resilient to health shocks; it provides food to meet their nutrient and energy needs; and it provides medicinal plants for treating ailments. But agricultural systems can also have negative effects on health. Agricultural development may lead to environmental change with adverse health impacts: for example, irrigation dams that create suitable conditions for mosquitoes may lead to increased incidence of malaria locally. The use of agricultural inputs such as pesticides by untrained farm personnel often causes illness. Improper food harvesting and storage practices allow mycotoxins to flourish. Lack of diet diversity can lead to malnutrition. Certain animal diseases also can infect humans. Labor migration (including agricultural labor migration) can contribute to high incidence of HIV infection. The effects of ill health on farm households include three broad impacts: absenteeism from work due to morbidity (and eventual death); family time diverted to caring for the sick; and loss of savings and assets in dealing with disease and its consequences. The long-term impacts of ill health include loss of farming knowledge, reduction of land under cultivation, planting of less labor-intensive crops, reduction of variety of crops planted, and reduction of livestock. The ultimate impact of ill health is a decline in household income and possible food insecurity—that is, a severe deterioration in household livelihood. The research found that the household's ability to cope with a shock reflected both its asset portfolio—including human, physical, and financial assets—and its intangible social resources. Good health must be seen as both an investment and consumption asset, like agricultural production, in that it has compounding returns. Health problems, conversely, may trigger a cycle of lowered agricultural productivity and poor health. At the household level, the investment in health can improve resilience and enhance the ability to cope with emergencies, including ill health. But an investment in health in turn requires an adequate livelihood. Access to appropriate inputs (knowledge, land, tools, fertilizer, and seeds) and remunerative markets is necessary to improve the productivity, health, and resilience of farm households.health, Labor, productivity,

    COVID-19-Induced Disruptions of School Feeding Services Exacerbate Food Insecurity in Nigeria

    BACKGROUND: The coronavirus disease 2019 (COVID-19) pandemic and associated lockdown measures have disrupted educational and nutrition services globally. Understanding the overall and differential impacts of disruption of nutritional (school feeding) services is critical for designing effective post-COVID-19 recovery policies. OBJECTIVES: The aim of this study was to examine the impact of COVID-19-induced disruption of school feeding services on household food security in Nigeria. METHODS: We combined household-level, pre-COVID-19 in-person survey data with postpandemic phone survey data, along with local government area (LGA)–level information on access to school feeding services. We used a difference-in-difference approach and examined temporal trends in the food security of households with and without access to school feeding services. Of the sampled households, 83% live in LGAs with school feeding services. RESULTS: Households experienced an increase in food insecurity in the post-COVID-19 survey round. The share of households skipping a meal increased by 47 percentage points (95% CI: 44–50 percentage points). COVID-19-induced disruptions of school feeding services increased households' experiences of food insecurity, increasing the probability of skipping a meal by 9 percentage points (95% CI: 3–17 percentage points) and the likelihood of going without eating for a whole day by 3 percentage points (95% CI: 2–11 percentage points). Disruption of school feeding services is associated with a 0.2 SD (95% CI: 0.04–0.41 SD) increase in the food insecurity index. Households residing in states experiencing strict lockdown measures reported further deterioration in food insecurity. Single mothers and poorer households experienced relatively larger deteriorations in food security due to disruption of school feeding services. CONCLUSIONS: Our findings show that COVID-19-induced disruptions in educational and nutritional services have exacerbated households’ food insecurity in Nigeria. These findings can inform the designs of immediate and medium-term policy responses, including the designs of social protection policies and alternative programs to substitute nutritional services affected by the pandemic

    Nigeria: Impacts of the Ukraine and global crises on poverty and food security

    Global food, fuel, and fertilizer prices have risen rapidly in recent months, driven in large part by the fallout from the ongoing war in Ukraine and the sanctions imposed on Russia. Other factors, such as export bans, have also contributed to rising prices. Palm oil and wheat prices increased by 56 and 100 percent in real terms, respectively, between June 2021 and April 2022, with most of the in-crease occurring since February (Figure 1). Wide variation exists across products, with real maize prices increasing by only 11 percent and rice prices declining by 13 percent. The price of crude oil and natural gas has also risen substantially, while the weighted average price of fertilizer has dou-bled. With these changes in global prices, many developing countries and their development part-ners are concerned about the implications for economic stability, food security, and poverty

    Nigeria’s agrifood system structure and drivers of transformation

    Nigeria experienced a rise and fall in economic growth over the past two decades. The economy experienced strong growth, averaging 7 percent per year, from 2000 to 2014. Then falling world oil prices caused an abrupt decline in Nigeria’s GDP in 2015 and 2016 and the country entered its first recession in nearly 20 years. Since then, the economic growth rate has remained below the population growth rate, complicating efforts to reduce poverty in a country with the world’s second-largest number of poor people (80 million) (World Bank 2022a). Various other factors contributed to sluggish economic growth, including the spread of insecurity and conflict across almost all areas of the country; policies related to COVID-19 in 2020 and 2021 (Andam et al. 2020); the effects of the Russia-Ukraine war (Diao and Thurlow 2023); and general macroeconomic instability (World Bank 2022b). Nigeria’s GDP growth is projected to remain low at 2.9 percent in 2023 and 2024, barely exceeding the population growth rate (World Bank 2022c). First quarter growth in 2023 was only 2.3 percent, reflecting the impact of cash restrictions imposed by monetary authorities during the election campaign period (NBS 2023)

    Implications of the Russia-Ukraine war on agrifood systems in Ghana and policy responses for building a resilient food system

    This policy brief discusses the immediate impact of the Russia-Ukraine war on the economy of Ghana with a specific focus on the agricultural and oil sectors. The study employs content analysis of various sources, including articles, published papers, and reports, and utilizes data from AfricaFertilizer.org, Ghana's Ministry of Food and Agriculture, and the World Food Programme (WFP) to explore these impacts and policy measures. The study finds that despite being a net crude oil exporter, Ghana's reliance on imports of petrol and diesel makes it susceptible to international price fluctuations, leading to rising pump prices and inflation. The war has also impacted Ghana's agricultural sector, particularly with regard to the import of chemical fertilizers for agricultural production. Furthermore, the study highlights the influence of the conflict on wheat exports and its consequences on Ghana's domestic wheat demand. Escalating palm oil, wheat, and fertilizer prices have further compounded the situation, with international price shocks affecting local food markets and contributing to high food inflation in Ghana. The document's scope extends to examining the policy responses implemented by the country's government to address the challenges posed by the conflict.     Anticipatory cash transfers for climate resilience: Findings from a randomized experiment in northeast Nigeria

    This paper presents the findings from an experimental study designed to assess the impacts of one-time large lump sum cash transfers on welfare and coping strategies of smallholders in climate-risk and conflict-affected communities in northeast Nigeria. This pilot intervention was supported by Google.org and implemented by the International Rescue Committee (IRC). The central hypothesis of the intervention is that when climate vulnerable communities have timely access to information and the financial and social resources to act upon that information, they will avoid negative coping strategies and build more diversified and climate resilient livelihoods. The project transferred a lump sum of cash to a treatment group of randomly sampled households when triggered by the climate data risk thresholds. An equal number of comparable households in a control group received the same amount of cash post flooding shock. The main purpose of the study was to assess the impacts of anticipatory cash against the traditional humanitarian post-shocks supporting mechanism. We collected baseline and endline data from a sample of 1450 experimental households (725 ‘treatment’ and 725 ‘control’) and analyzed the data using econometric models. Several outcome indicators including food security, climate adaptive and resilience actions, and wellbeing measures were used to assess the intervention. The results indicate that anticipatory cash has significant impacts on reducing negative coping strategies, increasing the number of pre-emptive climate adaptive actions, and increasing investment in productive assets that could enhance future resilience. On other hand, anticipatory cash transfers do not seem to have significant impacts on short-term food and non-food consumption expenditures compared to post-shock cash transfers. Our findings indicate that one-time large sum anticipatory transfer could lead households to build their climate resilience capacity, and hence a promising intervention to reduce the vulnerability of households to future climate shocks. Based on the findings we have two key recommendations: (1) Given the generally positive findings on household’s welfare and climate resilience capacity, we suggest humanitarian agencies and governments to consider anticipatory interventions (such as pre-shock cash transfers) as a mechanism for both meeting basic needs and improving climate resilience of households provided that quality data and analytics exist to predict a high probability of climate shocks. (2) As climate shocks continue to worsen and humanitarian funding needs remain unmet for both emergencies and early recovery, anticipatory approach may be critical to meeting the short- and long-term needs of climate and conflict-affected households

    Seed certification and maize, rice and cowpea productivity in Nigeria: An insight based on nationally representative farm household data and seed company location data

    Despite the potential importance of seed quality to agricultural productivity growth, many governments in sub-Saharan Africa lack the capacity to expand quality assurance systems even where there is expressed interest. This study aims to evidence the value of quality assurance systems with an analysis of efforts to produce and distribute certified seed in Nigeria. We assess the associations between quantities of certified seeds produced and spatial variations in production locations proxied by headquarter locations of seed companies producing certified seeds, on the one hand, with spatial variations in the use of certified seed, yields, and output at the farm level, on the other hand. Our analysis covers three crops that are important to food security in Nigeria: maize, rice, and cowpea. Our analysis integrates information on seed quantities produced and locations of seed companies with nationally representative panel data from a survey of farm households and spatially explicit rainfall and temperature data. We find a positive relationship between certified seed production in proximity to farm households and farm-level use of certified seeds, yields, and output, although this effect is diminishing at the margin. These diminishing marginal effects may be partly due to two factors. First, the yield gains from certified seeds tend to vary considerably within each state, suggesting that either quality issues persist in the seed supply chain or farmers are not using complementary inputs or appropriate management techniques when using quality seed. Second, it may be that as certified seed becomes more available to farmers, its use spreads from higher-return farms to lower-return farms, thereby diminishing the gains on the extensive margin. Although more rigorous assessments of causal effects and cost-effectiveness are needed to validate these findings, these results are consistent with the hypothesis that there are diminishing returns to seed quality assurance. Policymakers, regulators, and seed providers may benefit from identifying optimal, crop-specific target quantities or rates for certified seed production rather than aiming for certification of all seed produced in a market

    Selected country experiences during the pandemic: Policy responses and CGIAR support

    With the onset of the COVID-19 pandemic, CGIAR pivoted its research planning to better support countries as they responded to the crisis. Despite the unprecedented, highly disruptive nature of the pandemic, CGIAR’s collaborative country work has enhanced engagement across the agrifood sector, leveraged existing capacities, and improved awareness of vulnerabilities within value chains. The insights gained from this experience may ultimately prove useful in addressing other longstanding challenges as well. In this chapter, we recount selected country experiences during the pandemic and the response of the international agricultural research system to support these countries. In the section on country experiences, we draw from IFPRI’s COVID-19 Policy Response Portal (CPR) to focus on lockdown policies in Bangladesh, Kenya, and Nigeria.
