There is a particular emphasis on the summer low flow period, because it is during this time that streams can be sensitive to changes in the aquifer system; however, in principle the methodology can be used to assess stream vulnerability year round

    The importance of broadband for socio-economic development: a perspective from rural Australia

    Advanced connectivity offers rural communities prospects for socio-economic development. Despite Australia’s national broadband infrastructure plans, inferior availability and quality of rural Internet connections remain persistent issues. This article examines the impact of limited connectivity on rural socio-economic opportunities, drawing from the views of twelve citizens from the Boorowa local government area in New South Wales. The available fixed wireless and satellite connections in Boorowa are slow and unreliable, and remote regions in the municipality are still without any Internet access. Participants identified four key areas in their everyday lives that are impacted by insufficient connectivity: business development, education, emergency communication, and health. Rural citizens often already face challenges in these areas, and infrastructure advancements in urban spaces can exacerbate rural-urban disparities. Participants’ comments demonstrated apprehension that failure to improve connectivity would result in adverse long-term consequences for the municipality. This article suggests that current broadband policy frameworks require strategic adaptations to account for the socio-economic and geographic contexts of rural communities. In order to narrow Australia’s rural-urban digital divide, infrastructure developments should be prioritised in the most underserved regions

    The evaluation of Education Maintenance Allowance Pilots: three years' evidence: a quantitative evaluation

    This is the third report of the longitudinal quantitative evaluation of Education Maintenance Allowance (EMA) pilots and the first since the government announced that EMA is to be rolled out nationally from 2004. The evaluation was commissioned in 1999, by the Department for Education and Skills (DfES) from a consortium of research organisations, led by the Centre for Research in Social Policy (CRSP) and including the National Centre for Social Research, the Institute for Fiscal Studies (IFS) and the National Institute for Careers Education and Counselling (NICEC). The statistical evaluation design is a longitudinal cohort study involving large random sample surveys of young people (and their parents) in 10 EMA pilot areas and eleven control areas. Two cohorts of young people were selected from Child Benefit records. The first cohort of young people left compulsory schooling in the summer of 1999 and they, and their parents, were interviewed between October 1999 and April 2000 (Year 12 interview). A second interview was carried out with these young people between October 2000 and April 2001 (Year 13 interview). The second cohort left compulsory education the following summer of 2000 and young people, and their parents, were first interviewed between October 2000 and April 2001. The report uses both propensity score matching (PSM) and descriptive techniques, each of which brings their own particular strengths to the analysis

    The occupational role of the lay health trainer in England: a review of practice

    Health Trainers constitute an emergent occupational group in the Public Health system in England with the key purpose to reduce health inequalities by helping or ‘nudging’ people in local communities to adopt healthier lifestyles. Whilst primarily supplying health-related information and support regarding smoking cessation, diet, alcohol, physical activity and mental wellbeing issues, the role also requires awareness of, and sensitivity toward the specific needs of local communities. This literature review charts current research on the occupational context of the Health Trainer role since its implementation in the English Public Health system. It provides a critical examination of current literature whilst highlighting the theoretical basis of Health Trainers’ roles, the potential boundary-crossing nature of their work, along with professional development issues

    Evidence for a Peierls phase-transition in a three-dimensional multiple charge-density waves solid

    The effect of dimensionality on materials properties has become strikingly evident with the recent discovery of graphene. Charge ordering phenomena can be induced in one dimension by periodic distortions of a material's crystal structure, termed Peierls ordering transition. Charge-density waves can also be induced in solids by strong Coulomb repulsion between carriers, and at the extreme limit, Wigner predicted that crystallization itself can be induced in an electrons gas in free space close to the absolute zero of temperature. Similar phenomena are observed also in higher dimensions, but the microscopic description of the corresponding phase transition is often controversial, and remains an open field of research for fundamental physics. Here, we photoinduce the melting of the charge ordering in a complex three-dimensional solid and monitor the consequent charge redistribution by probing the optical response over a broad spectral range with ultrashort laser pulses. Although the photoinduced electronic temperature far exceeds the critical value, the charge-density wave is preserved until the lattice is sufficiently distorted to induce the phase transition. Combining this result with it ab initio} electronic structure calculations, we identified the Peierls origin of multiple charge-density waves in a three-dimensional system for the first time.Comment: Accepted for publication in Proc.     Supercooled Lennard-Jones Liquids and Glasses: a Kinetic Monte Carlo Approach

    A kinetic Monte Carlo (KMC) method is used to study the structural properties and dynamics of a supercooled binary Lennard-Jones liquid around the glass transition temperature. This technique permits us to explore the potential energy surface and barrier distributions without suffering the exponential slowing down at low temperature that affects molecular dynamics simulations. In agreement with previous studies we observe a distinct change in behaviour around T=0.45T=0.45, close to the dynamical transition temperature TcT_c of mode coupling theory (MCT). Below this temperature the number of different local minima visited by the system for the same number of KMC steps decreases by more than an order of magnitude. The mean number of atoms involved in each jump between local minima and the average distance they move also decreases significantly, and new features appear in the partial structure factor. Above T 0.45T~0.45 the probability distribution for the magnitude of the atomic displacement per KMC step exhibits an exponential decay, which is only weakly temperature dependent.Comment: Accepted for J.     Driven Interface Depinning in a Disordered Medium

    The dynamics of a driven interface in a medium with random pinning forces is analyzed. The interface undergoes a depinning transition where the order parameter is the interface velocity vv, which increases as v∼(F−Fc)θv \sim (F-F_c)^\theta for driving forces FF close to its threshold value FcF_c. We consider a Langevin-type equation which is expected to be valid close to the depinning transition of an interface in a statistically isotropic medium. By a functional renormalization group scheme the critical exponents characterizing the depinning transition are obtained to the first order in ϵ=4−D>0\epsilon=4-D>0, where DD is the interface dimension. The main results were published earlier [T. Nattermann et al., J. Phys. II France {\bf 2} (1992) 1483]. Here, we present details of the perturbative calculation and of the derivation of the functional flow equation for the random-force correlator. The fixed point function of the correlator has a cusp singularity which is related to a finite value of the threshold FcF_c, similar to the mean field theory. We also present extensive numerical simulations and compare them with our analytical results for the critical exponents. For ϵ=1\epsilon =1 the numerical and analytical results deviate from each other by only a few percent. The deviations in lower dimensions ϵ=2,3\epsilon = 2,3 are larger and suggest that the roughness exponent is somewhat larger than the value ζ=ϵ/3\zeta = \epsilon / 3 of an interface in thermal equilibrium.Comment: 32 pages, 14 figures, REVTeX, to be published in Annalen der Physi

    The state of the art in clinical knowledge management: An inventory of tools and techniques

    Purpose To explore the need for, and use of, high-quality, collaborative, clinical knowledge management (CKM) tools and techniques to manage clinical decision support (CDS) content. Methods In order to better understand the current state of the art in CKM, we developed a survey of potential CKM tools and techniques. We conducted an exploratory study by querying a convenience sample of respondents about their use of specific practices in CKM. Results The following tools and techniques should be priorities in organizations interested in developing successful computer-based provider order entry (CPOE) and CDS implementations: (1) a multidisciplinary team responsible for creating and maintaining the clinical content; (2) an external organizational repository of clinical content with web-based viewer that allows anyone in the organization to review it; (3) an online, collaborative, interactive, Internet-based tool to facilitate content development; (4) an enterprise-wide tool to maintain the controlled clinical terminology concepts. Even organizations that have been successfully using computer-based provider order entry with advanced clinical decision support features for well over 15 years are not using all of the CKM tools or practices that we identified. Conclusions If we are to further stimulate progress in the area of clinical decision support, we must continue to develop and refine our understanding and use of advanced CKM capabilities
