    StarLink disrupted the U.S. corn market during the marketing year of 2000/01 as a result of inadvertent commingling. The potential volume of marketed StarLink-commingled corn from the 2000 crop located in areas near wet and dry millers prior to October 1, 2000, is estimated at 124 million bushels. Price differentials between StarLink-free and StarLink-commingled corn existed during the early stage of the incident, but eroded quickly. While StarLink has had a negative impact on U.S. corn exports, most of the reduction in exports to Japan and South Korea during November 2000 and March 2002 is due to Japan's increased purchases from South Africa, China's decision to continue to subsidize exports, increased competition from the large back-to-back crops in Argentina, and a record Brazilian crop.Crop Production/Industries, Research and Development/Tech Change/Emerging Technologies,

    An Optimal Control Framework to Address the Relationship between Water Resource Management and Water-Borne Health Impacts: Focus on the Texas Lower Rio Grande Valley

    The objective of this study is develop a theoretical model that can evaluate two types of public health expenditures on water-borne health risks: water-related municipal services, an ex ante preventative measure against water-borne contamination, and medical treatment, an ex post treatment of the water-borne pollutant’s harmful effects on human health. The modeled community can allocate resources in either centralized-municipal water-services, point-of-use water-services, or medical intervention, with expenditures subject to a budget constraint. The movement of a water-borne illness through the community is modeled with a susceptible-infected-susceptible (SIS) disease framework. An optimization framework is developed, including a statement of the problem’s Hamiltonian and first-order-conditions. The first-order-conditions are discussed.     A Study of Effects of Viscosity on Flow over Slender Inclined Bodies of Revolution

    The observed flow field about slender inclined bodies of revolution is compared with the calculated characteristics based upon potential theory. The comparison is instructive in indicating the manner in which the effects of viscosity are manifest. Based on this and other studies, a method is developed to allow for viscous effects on the force and moment characteristics of bodies. The calculated force and moment characteristics of two bodies of high fineness ratio are shown to be in good agreement, for most engineering purposes, with experiment. (author
