Trends in Russian research output indexed in Scopus and Web of Science

Trends are analysed in the annual number of documents published by Russian institutions and indexed in Scopus and Web of Science, giving special attention to the time period starting in the year 2013 in which the Project 5-100 was launched by the Russian Government. Numbers are broken down by document type, publication language, type of source, research discipline, country and source. It is concluded that Russian publication counts strongly depend upon the database used, and upon changes in database coverage, and that one should be cautious when using indicators derived from WoS, and especially from Scopus, as tools in the measurement of research performance and international orientation of the Russian science system.Comment: Author copy of a manuscript accepted for publication in the journal Scientometrics, May 201

В главе рассматриваются возможности и ограничения наукометрии в процессах принятия решений об эффективности выделения ресурсов для поддержки научной работы. Описаны подходы к построению экспертных оценок количественных и качественных показателей научной продуктивности. Рассмотрены причины роста интереса и востребованности методов наукометрии со стороны администрации научных заведений и государственных органов управления. Рассмотрена также роль специалистов по наукометрии в научной организации. Показана связь между научным и технологическим процессами и представлен жизненный цикл научной и технологической продукции. Рассмотрен вопрос учета численности научного персонала и ресурсного обеспечения научной деятельности для оценки эффективности научного и технологического процессов, а также вопрос численности ученых и вариантов измерения научной продуктивности. Представлена картина взаимосвязей и задержки времени появления измеримых артефактов научной и технологической продукции.This chapter examines the opportunities and limitations of scientometrics as a tool for R&D resource allocation. The author describes various approaches of using the quantitative and qualitative indicators of research productivity. Universities, research and government organizations demonstrate a growing demand for scientometric resources and tools. The reasons for this demand are considered and the role of scientometric specialists in research organizations is examined. The link between the research and technological processes is demonstrated and the life cycle of research and technological innovations is explored. The author considers various aspects of resource allocation for research and development, and applications of scientometric methods for assessment of resource allocation effectiveness. Lastly, the author considers the time lag between resource allocation and production of measurable output in research and development

В данной главе рассматриваются вопросы визуализации взаимосвязей документов в тематическом, семантическом, хронологическом и географическом представлениях на примерах публикаций из различных указателей цитирования и патентных баз. Описаны методы проведения анализа набора документов с использованием такой визуализации. В главе рассмотрены вопросы ограничений в прогнозировании научно-технического развития и аспекты повышения качества существующих научных направлений и развития новых направлений в организации.The chapter explores visualization of research documents relationships through subject, semantic, chronological and geographical mapping. Examples from different citation indexes and patent databases are used. Methods of analyzing a selection of documents using such vizualizations are demonstrated. Possibilities and limitations of R&D forecasting are examined. The author highlights the ways to improve research productivity, and indentify new promising directions for research

В докладе рассмотрены вопросы использования систем управления библиографической информацией при проведении научных исследований. Приведены сравнительные характеристики известных систем.
