Determinantes dos diferenciais das taxas de crescimento sub-regionais do Rio Grande do Sul nos anos 90

This paper analyses the determining factors of differences in economic growth between the North, South and Northeast regions in Rio Grande do Sul departing from homogeneous geographical data for 333 municipalities between 1990 and 1999. The results show that the municipalities tended to converge to the long run per capita income of their region. The municipalities in the Northeast have a long run per capita income 25% greater than the ones in the North region and 48% greater than the ones in the South region. The municipal economic growth is influenced positively by accumulation of physical and human capital, specialization in industrial and agricultural sectors, population growth and it is negatively influenced by the initial per capita income and concentration in land property.Este artigo analisa os fatores determinantes dos diferenciais de crescimento de longo prazo das Regiões Norte, Sul e Nordeste do Rio Grande do Sul, a partir de informações geograficamente homogêneas para 333 municípios entre 1990 e 1999. Os resultados indicam que os municípios tenderam a convergir para a renda “per capita” de longo prazo de sua região. Os municípios da Região Nordeste possuem uma renda “per capita” de longo prazo 25% maior do que a dos municípios da Região Norte e 48% maior do que a dos da Região Sul. O crescimento dos municípios é influenciado positivamente pela acumulação de capital físico e humano, pela especialização no setor industrial e no setor agropecuário e pelo crescimento populacional. Por contraste, há uma correlação negativa com o nível de renda inicial do município e a concentração da propriedade fundiária. Evidência empírica sobre formação e comportamento dos preços industriais: uma análise das equações de preços

This paper intends first to identify which are the main streams of thought present in debate about industrial policies. In the second place, there are reviewed here theoretical frameworks that take account of the relation between investment and technological change, where investment is seen as the crucial element for the development of the capilists economies. Finally, it is intended to show here that technological changes are seen by the great majority as the main goal to be pursued by industrial police makers. However, several differences concerning the kinds of political tools to be used still exist. At this point it is emphasized here that there must be a comprehensive understanding of the innovation process. Este artigo apresenta um modelo neo-estruturalista unisetorial de equilíbrio geral para investigar os efeitos de choques em variáveis econômicas sobre o desempenho da economia brasileira. A matriz de contabilidade social para 2006 foi construída empregando os dados do Sistema de Contas Nacionais (SCN). Três experimentos são analisados: uma desvalorização cambial; uma transferência de renda aos trabalhadores; e a combinação da desvalorização cambial com transferências de renda aos trabalhadores. Os resultados indicam efeitos positivos da política que combina a desvalorização cambial e a transferência de renda governamental na economia brasileira

DESEMPREGO E PARTICIPAÇÃO NA FORÇA DE TRABALHO NAS REGIÕES METROPOLITANAS DE PORTO ALEGRE E DE SALVADOR // UNEMPLOYMENT AND LABOR FORCE PARTICIPATION IN THE METROPOLITAN AREAS OF PORTO ALEGRE AND SALVADOR

RESUMO: O artigo tem como objetivo investigar as relações de longo prazo entre o desemprego e a participação na força de trabalho nas Regiões Metropolitanas de Porto Alegre e de Salvador no período de 1997 a 2014, valendo-se da metodologia de cointegração de Johansen. Os dados utilizados no estudo são da Pesquisa de Emprego e Desemprego, a única existente no país que permite trabalhar com séries temporais trimestrais para essas duas regiões metropolitanas em todo o período analisado. O trabalho revela relações de longo prazo entre a taxa de desemprego e a taxa de participação na força de trabalho na Região Metropolitana de Salvador, tanto para os dados agregados quanto para os segmentados por sexo; na Região Metropolitana de Porto Alegre, os resultados indicaram esse tipo de relação para o segmento feminino. As estimativas dos vetores de cointegração evidenciaram uma relação direta entre o desemprego e a participação na força de trabalho em ambas as regiões metropolitanas, demonstrando o efeito do trabalhador adicional.==============ABSTRACT: This article aims to investigate the long-term associations between unemployment and labor force participation in the metropolitan areas of Porto Alegre and Salvador from 1997 to 2014, using Johansen’s cointegration methodology. The research was conducted with data from the Employment and Unemployment Survey – the only in the country that allows working with quarterly time series for these two metropolitan areas throughout the study period. In the metropolitan area of Salvador, both aggregated and gender-segmented data showed long-term relationships between unemployment and labor force participation rate; whereas in the metropolitan area of Porto Alegre, such a relationship was found only for the female segment. Estimates of the cointegration vectors showed a direct relationship between unemployment and labor force participation in both metropolitan areas, denoting the occurrence of the added worker effect
