    Regionalisation and Civil Society in a Time of Austerity: The Cases of Manchester and Sheffield

    Within the UK and as well as further afield, the spatial delineation of the ’city region’ has seen a renaissance as the de-facto spatial political unit of governance for economic development (Clarke & Cochrane, 2013).  This spatial realignment has been central to the construction of state projects such as the Northern Powerhouse, charged with taking forward the combined agendas of devolution, localism and austerity. The chapter deploys case study research from two city regions (Manchester and Sheffield) to look at the ways in which the city region is being constructed and the different ways in which ‘civil society’ is negotiating its way through this changing governance landscape. It is in this context that the chapter considers how city regions are being built and the ways in which this process is being limited or undermined through austerity

    The knowledge on the genetic background of refractive error and myopia has expanded dramatically in the past few years. This white paper aims to provide a concise summary of current genetic findings and defines the direction where development is needed. We performed an extensive literature search and conducted informal discussions with key stakeholders. Specific topics reviewed included common refractive error, any and high myopia, and myopia related to syndromes. To date, almost 200 genetic loci have been identified for refractive error and myopia, and risk variants mostly carry low risk but are highly prevalent in the general population. Several genes for secondary syndromic myopia overlap with those for common myopia. Polygenic risk scores show overrepresentation of high myopia in the higher deciles of risk. Annotated genes have a wide variety of functions, and all retinal layers appear to be sites of expression. The current genetic findings offer a world of new molecules involved in myopiagenesis. As the missing heritability is still large, further genetic advances are needed. This Committee recommends expanding large-scale, in-depth genetic studies using complementary big data analytics, consideration of gene-environment effects by thorough measurement of environmental exposures, and focus on subgroups with extreme phenotypes and high familial occurrence. Functional characterization of associated variants is simultaneously needed to bridge the knowledge gap between sequence variance and consequence for eye growth

    В статье определяется состав населения Ивангородской крепости в конце XV в. Особое внимание уделяется внешнеполитическим мероприятиям Руси на северо-западном направлении. Отмечается, что для постройки и охраны Ивангорода привлекалось население из различных регионов и городов Руси. Примечательно, что некоторые казаки, охранявшие границу, имели прибалтийско-финские антропонимы и этнические прозвища. Проживание и различные работы в Ивангороде могли выступать в качестве повинности местного населения. Столь масштабные мероприятия, связанные с привлечением населения различных этносов и русских земель для строительства и боевых действий, были новшеством для Северо-Западного региона. Есть основания считать, что Ивангород, оборонительный и торговый центр, был полиэтничным поселение

    Reconstructing scale: towards a new scalar politics

    In recent years, the dominant political-economic approach to scale has been subject to critique from poststructuralist perspectives. In this paper, I argue that the charge of ‘reification’ has been accepted too readily, masking areas of conceptual overlap between political-economic and poststructural approaches, particularly in terms of their shared concern with the construction of scale. On this basis, I propose to replace the established concept of ‘the politics of scale’ with ‘scalar politics’, arguing that it is often not scale per se that is the prime object of contention, but rather specific processes and institutionalized practices that are themselves differentially scaled
