On the Planetary acceleration and the Rotation of the Earth
We have developed a model for the Earth rotation that gives a good account
(data) of the Earth astronomical parameters. These data can be compared with
the ones obtained using space-base telescopes. The expansion of the universe
has an impact on the rotation of planets, and in particular, the Earth. The
expansion of the universe causes an acceleration that is exhibited by all

Superfluid states with moving condensate in nuclear matter
Superfluid states of symmetric nuclear matter with finite total momentum of
Cooper pairs (nuclear LOFF phase) are studied with the use of Fermi-liquid
theory in the model with Skyrme effective forces. It is considered the case of
four-fold splitting of the excitation spectrum due to finite superfluid
momentum and coupling of T=0 and T=1 pairing channels. It has been shown that
at zero temperature the energy gap in triplet-singlet (TS) pairing channel (in
spin and isospin spaces) for the SkM force demonstrates double-valued
behavior as a function of superfluid momentum. As a consequence, the phase
transition at the critical superfluid momentum from the LOFF phase to the
normal state will be of a first order. Behavior of the energy gap as a function
of density for TS pairing channel under increase of superfluid momentum changes
from one-valued to universal two-valued. It is shown that two-gap solutions,
describing superposition of states with singlet-triplet (ST) and TS pairing of
nucleons appear as a result of branching from one-gap ST solution. Comparison
of the free energies shows that the state with TS pairing of nucleons is

Simulating the use of macro-actions through action reordering
The use of macro-actions in planning introduces a trade-off.. Macro-actions can offer search guidance by suggesting sequences of actions; but can potentially make search more expensive by increasing the branching factor. In this paper we present a technique for simulating the use of macro actions by altering the order in which actions are considered for application during enforced hill-climbing search. Actions are ordered based on the number of times they have occurred, in past solution plans, following the last action added to the plan. We demonstrate that the action-reordering technique used can offer improved search performance without the negative performance impacts often observed when using macro-actions
A Seven-level defined selective harmonic elimination PWM strategy
Selective harmonic elimination pulse-width modulation (SHE-PWM) techniques offer an optimized control approach for a given converter and are therefore suitable for the low switching frequency high-power applications. Optimization techniques can be successfully used to obtain the solutions of the equations defining the SHE-PWM waveform. In this paper, a seven-level multilevel strategy (MSHE-PWM) defined on the line-to-neutral basis and based on a ratio of a variable number of angles distributed over three levels to be able to calculate the transition points is reported. The technique provides eighteen switching transitions for every quarter period in the standard modulation index range. In the overmodulation region, this can be changed in order to increase the gain of the modulator which in turn results in a compromised bandwidth. The switching angles as a function of the modulation index are reported for the standard as well as the overmodulation range. Selected simulation results are presented to verify the effectiveness and feasibility of the proposed method
On evaluation of two-loop self-energy diagram with three propogator
Small momentum expansion of the "sunset" diagram with three different masses
is obtained. Coefficients at powers of are evaluated explicitly in terms
of dilogarithms and elementary functions. Also some power expansions of

The innovative capacity of a territory in behavioral assessments of its population
The paper provides a rationale for substantive and formalized definition of a territory’s capacity, outlines its innovative component in the unity of «subject/process/object-oriented» approach to its substantive content and performance assessment. It elaborates a system of mechanisms and institutions to build the innovative capacity of regions and territories, outlines the most effective areas of its use for spatial socioeconomic development. The paper also defines priority problems that require solutions and can ensure the increasing performance of a territory. These problems and variants of their solutions featured in the discussions held at the Gaidar International Economic Forum in Moscow (2015) and the 12th Krasnoyarsk Economic Forum, as demonstrated in this paper by the analysis of some presentations made at the forums. The paper shows the change in priorities of global innovative development in the second half of the 20th and early 21st century. It examines and provides the summary of research and practices in the area of using the innovative solutions for developing individual teams and territories, making a spatial arrangement of regions and the Russian Federation as a whole. The development of a territory and its capacity depends on many factors; however, elevating the role of knowledge, intellectual resources and involving the population in the governance process by developing and implementing various programs and projects play an increasing role in the current environment. The paper analyzes positive aspects of using the business projects as the primary mechanism for implementing the programs and plans involving the market institutions and public-private partnership (PPP). The formation of planetary disks and winds: an ultraviolet view
Planetary systems are angular momentum reservoirs generated during star
formation. This accretion process produces very powerful engines able to drive
the optical jets and the molecular outflows. A fraction of the engine energy is
released into heating thus the temperature of the engine ranges from the 3000K
of the inner disk material to the 10MK in the areas where magnetic reconnection
occurs. There are important unsolved problems concerning the nature of the
engine, its evolution and the impact of the engine in the chemical evolution of
the inner disk. Of special relevance is the understanding of the shear layer
between the stellar photosphere and the disk; this layer controls a significant
fraction of the magnetic field building up and the subsequent dissipative
processes ougth to be studied in the UV.
This contribution focus on describing the connections between 1 Myr old suns
and the Sun and the requirements for new UV instrumentation to address their
evolution during this period. Two types of observations are shown to be needed:
monitoring programmes and high resolution imaging down to, at least,

Harmonisation, decentralisation and local governance: Enhancing aid effectiveness
During the last decades, international development assistance was often marked by overlaps, duplication of efforts and rivalry between multitudes of donor organisations. In order to translate the principles of the Paris Declaration into practice in the field of Local Governance and Decentralisation (LGD), different donor organisations have joined forces on headquarter level and formed a working group, the Development Partners Working Group for Local Governance and Decentralisation (DPWG-LGD), which is operating since 2006. InWEnt is hosting the secretariat of the group since 2008 and assigned Wageningen International to organise two lead donor workshops. The workshop drew a cross section of delegates who comprised development partners, consultants, academicians, members of parliament and local governance practitioners. The partner countries included Rwanda, Ghana, Tanzania and Uganda whose experiences were mutually re-enforcing and beneficial
