A Market in Career? Evidence and Issues
This paper, originally prepared for the Department for education and Skills (DfES) Engaging Adults in Learning Unit,
examines the potential application of market principles to the delivery of career guidance in the UK. In particular, it
explores the extent to which this could be an effective means of meeting the public interest in expanding provision without making excessive demands on the public purse. The paper includes a review of the international context, a historical review of relevant policy in the UK, and the results of an initial mapping of the current UK market in career guidance provision. The paper was discussed at an invitational consultation event held in March 2005: a summary of
the main points from the discussions at this event are included in an annex
Intellectual functioning in clinically confirmed fetal valproate syndrome
Background: An increased risk of impaired intelligence (IQ) has been documented in valproate-exposed children, but investigations have not previously focused on those with a clinical diagnosis of Fetal Valproate Syndrome (FVS). Methods: This cross sectional observational study recruited individuals with a diagnosis of FVS and completed standardized assessments of intellectual abilities making comparisons to a normative comparison group. Both mean difference (MD) and prevalence of scores below the lower average range were analyzed. Results: The mean full-scale IQ in 31 individuals with FVS (mean age 14.97; range 6–27 years) was 19 points lower (19.55, 95% CI −24.94 to 14.15), and IQ scores <70 were present in 26%. The mean differences for verbal comprehension (21.07, 95% CI −25.84 to −16.29), working memory (19.77, 95% CI −25.00 to −14.55) and processing speed (16.87, 95% CI −22.24 to −11.50) performances were poorer than expected with the mean differences over one standard deviation from the comparison group. Sixty one percent of cases demonstrated disproportionately lower verbal comprehension ability. There were no significant group differences for IQ in high vs. moderate dose valproate or mono vs. polytherapy. There were no differences in IQ between those with and those without a major congenital malformation. The requirement for educational intervention was high at 74%. Conclusion: Intellectual difficulties are a central feature of FVS and are more severe in their presentation in individuals with a diagnosis of valproate embryopathy. Individuals with FVS who present with the characteristic facial presentation should be considered at high risk of cognitive difficulties regardless of the dose of valproate exposure or the presence of a major congenital malformation
Opportunities for geological modelling and integrated modelling within the ODA Resilience of Asian Cities project
This report describes the scoping of potential work associated with the BGS ODA Asian Cities and improving their resilience programme. It is aimed at understanding how geological and integrated modelling can address problems identified to improve the resilience of Asian Cities, particularly in India, Malaysia and Vietnam. A series of activities are proposed over a three-year period. These include developing the BGS Groundhog to be applicable to Asian Cities, creating an Asian City Environmental Observatory and applying tools and techniques which can quantify resource flows around cities. Use of integrated modelling to understand the interactions and feedbacks between natural events and the built environment are also proposed. These activities all have to be undertaken with the appropriate stakeholders and seek their approval
Probing Dark Energy with Supernovae : Bias from the time evolution of the equation of state
Observation of thousands of type Ia supernovae should offer the most direct
approach to probe the dark energy content of the universe. This will be
undertaken by future large ground-based surveys followed by a space mission
(SNAP/JDEM). We address the problem of extracting the cosmological parameters
from the future data in a model independent approach, with minimal assumptions
on the prior knowledge of some parameters. We concentrate on the comparison
between a fiducial model and the fitting function and adress in particular the
effect of neglecting (or not) the time evolution of the equation of state. We
present a quantitative analysis of the bias which can be introduced by the
fitting procedure. Such bias cannot be ignored as soon as the statistical

Updating Outdated Predictive Accident Models
Reliable predictive accident models (PAMs) (also referred to as safety performance functions (SPFs)) are essential to design and maintain safe road networks however, ongoing changes in road and vehicle design coupled with road safety initiatives, mean that these models can quickly become dated. Unfortunately, because the fitting of sophisticated PAMs including a wide range of explanatory variables is not a trivial task, available models tend to be based on data collected many years ago and seem unlikely to give reliable estimates of current accidents. Large, expensive studies to produce new models are likely to be, at best, only a temporary solution. This paper thus seeks to develop a practical and efficient methodology to allow currently available PAMs to be updated to give unbiased estimates of accident frequencies at any point in time. Two principal issues are examined: the extent to which the temporal transferability of predictive accident models varies with model complexity; and the practicality and efficiency of two alternative updating strategies. The models used to illustrate these issues are the suites of models developed for rural dual and single carriageway roads in the UK. These are widely used in several software packages in spite of being based on data collected during the 1980s and early 1990s. It was found that increased model complexity by no means ensures better temporal transferability and that calibration of the models using a scale factor can be a practical alternative to fitting new models
Interacting Agegraphic Dark Energy
A new dark energy model, named "agegraphic dark energy", has been proposed
recently, based on the so-called K\'{a}rolyh\'{a}zy uncertainty relation, which
arises from quantum mechanics together with general relativity. In this note,
we extend the original agegraphic dark energy model by including the
interaction between agegraphic dark energy and pressureless (dark) matter. In
the interacting agegraphic dark energy model, there are many interesting
features different from the original agegraphic dark energy model and
holographic dark energy model. The similarity and difference between agegraphic

Early medieval place-names and riverine flood histories: a new approach and new chronostratigraphic records for three English rivers
Environmental information from place-names has largely been overlooked by geoarchaeologists and fluvial geomorphologists in analyses of the depositional histories of rivers and floodplains. Here, new flood chronologies for the rivers Teme, Severn, and Wye are presented, modelled from stable river sections excavated at Broadwas, Buildwas, and Rotherwas. These are connected by the Old English term *wæsse, interpreted as ‘land by a meandering river which floods and drains quickly’. The results reveal that, in all three places, flooding during the early medieval period occurred more frequently between AD 350–700 than between AD 700–1100, but that over time each river's flooding regime became more complex including high magnitude single events. In the sampled locations, the fluvial dynamics of localized flood events had much in common, and almost certainly differed in nature from other sections of their rivers, refining our understanding of the precise nature of flooding which their names sought to communicate. This study shows how the toponymic record can be helpful in the long-term reconstruction of historic river activity and for our understanding of past human perceptions of riverine environments
Displaying the Heterogeneity of the SN 2002cx-like Subclass of Type Ia Supernovae with Observations of the Pan-STARRS-1 Discovered SN2009ku
SN2009ku, discovered by Pan-STARRS-1, is a Type Ia supernova (SNIa), and a
member of the distinct SN2002cx-like class of SNeIa. Its light curves are
similar to the prototypical SN2002cx, but are slightly broader and have a later
rise to maximum in g. SN2009ku is brighter (~0.6 mag) than other SN2002cx-like
objects, peaking at M_V = -18.4 mag - which is still significantly fainter than
typical SNeIa. SN2009ku, which had an ejecta velocity of ~2000 kms^-1 at 18
days after maximum brightness is spectroscopically most similar to SN2008ha,
which also had extremely low-velocity ejecta. However, SN2008ha had an
exceedingly low luminosity, peaking at M_V = -14.2 mag, ~4 mag fainter than
SN2009ku. The contrast of high luminosity and low ejecta velocity for SN2009ku
is contrary to an emerging trend seen for the SN2002cx class. SN2009ku is a
counter-example of a previously held belief that the class was more homogeneous
than typical SNeIa, indicating that the class has a diverse progenitor
population and/or complicated explosion physics. As the first example of a
member of this class of objects from the new generation of transient surveys,
SN2009ku is an indication of the potential for these surveys to find rare and

A -essence scalar field model having (non canonical) Lagrangian of the

distance-redshift data observed for type Ia Supernova. For constant ,

the differential equation the time dependence of the field is found to

have been determined. The time dependence is similar to that of the
quintessence scalar field (having canonical kinetic energy) responsible for
homogeneous inflation. Furthermore, the scaling relation and the obtained time
dependence of the field is used to determine the -dependence of the

Disease-specific, neurosphere-derived cells as models for brain disorders
There is a pressing need for patient-derived cell models of brain diseases that are relevant and robust enough to produce the large quantities of cells required for molecular and functional analyses. We describe here a new cell model based on patient-derived cells from the human olfactory mucosa, the organ of smell, which regenerates throughout life from neural stem cells. Olfactory mucosa biopsies were obtained from healthy controls and patients with either schizophrenia, a neurodevelopmental psychiatric disorder, or Parkinson's disease, a neurodegenerative disease. Biopsies were dissociated and grown as neurospheres in defined medium. Neurosphere-derived cell lines were grown in serum-containing medium as adherent monolayers and stored frozen. By comparing 42 patient and control cell lines we demonstrated significant disease-specific alterations in gene expression, protein expression and cell function, including dysregulated neurodevelopmental pathways in schizophrenia and dysregulated mitochondrial function, oxidative stress and xenobiotic metabolism in Parkinson's disease. The study has identified new candidate genes and cell pathways for future investigation. Fibroblasts from schizophrenia patients did not show these differences. Olfactory neurosphere-derived cells have many advantages over embryonic stem cells and induced pluripotent stem cells as models for brain diseases. They do not require genetic reprogramming and they can be obtained from adults with complex genetic diseases. They will be useful for understanding disease aetiology, for diagnostics and for drug discovery
