Modified Braid Equations for SO_q (3) and noncommutative spaces
General solutions of the equation with a maximal number of free
parameters in the specrtal decomposition of vector
matrices are implemented to construct modified braid equations (MBE). These
matrices conserve the given, standard, group relations of the nine elements of
T, but are not constrained to satisfy the standard braid equation (BE). Apart
from q and a normalisation factor our contains two free parameters,
instead of only one such parameter for deformed unitary algebras studied in a
previous paper [1] where the nonzero right hand side of the had a linear
term proprotional to . In the present case
the r.h.s. is, in general, nonliear. Several particular solutions are given
(Sec.2) and the general structure is analysed (App.A). Our formulation of the
problem in terms of projectors yield also two new solutions of standard
(nonmodified) braid equation (Sec.2) which are further discussed (App.B). The
noncommutative 3-spaces obtained by implementing such generalized
matrices are studied (Sec.3). The role of coboundary matrices (not
satisfying the standard BE) is explored. The MBE and Baxterization are
presented as complementary facets of the same basic construction, namely, the
general solution of equation (Sec.4). A new solution is presented
in this context. As a simple but remarkable particular case a nontrivial
solution of BE is obtained (App.B) for q=1. This solution has no free parameter
and is not obtainable by twisting the identity matrix. In the concluding
remarks (Sec.5), among other points, generalisation of our results to

Generalized Density Matrix Revisited: Microscopic Approach to Collective Dynamics in Soft Spherical Nuclei
The generalized density matrix (GDM) method is used to calculate
microscopically the parameters of the collective Hamiltonian. Higher order
anharmonicities are obtained consistently with the lowest order results, the
mean field [Hartree-Fock-Bogoliubov (HFB) equation] and the harmonic potential
[quasiparticle random phase approximation (QRPA)]. The method is applied to
soft spherical nuclei, where the anharmonicities are essential for restoring
the stability of the system, as the harmonic potential becomes small or
negative. The approach is tested in three models of increasing complexity: the
Lipkin model, model with factorizable forces, and the quadrupole plus pairing

Spectroscopic studies of fractal aggregates of silver nanospheres undergoing local restructuring
We present an experimental spectroscopic study of large random colloidal
aggregates of silver nanoparticles undergoing local restructuring. We argue
that such well-known phenomena as strong fluctuation of local electromagnetic
fields, appearance of "hot spots" and enhancement of nonlinear optical
responses depend on the local structure on the scales of several nanosphere

Os crimes que afetam o mundo animal e vegetal: os problemas da penalização
The article analyzes the group of criminal law norms contained in Chapter 26 of the Criminal Code of the Russian Federation, providing for responsibility for crimes encroaching upon the animal and plant world, in the context of determining whether their sanctions correspond to the nature and degree of public danger of the acts. The paper emphasizes that the effectiveness of the application of criminal law in general, and the rules governing the crimes committed in the field of animal and plant life in particular, depends on many factors, including the problems of lawmaking. In this regard, the issues of legislative construction of sanctions of the relevant criminal law are considered. As a result of the analysis, it is concluded that most of the sanctions of the norms in question do not correspond to the nature and degree of public danger of prohibited acts, the principle of the systematic nature of their construction has been violated. As a result, it is stated that today the penalties imposed for crimes that infringe on the animal and plant world cannot be considered to be efficient.El artículo analiza el grupo de normas de derecho penal contenidas en el Capítulo 26 del Código Penal de la Federación Rusa, que establece la responsabilidad por los delitos que afectan al mundo animal y vegetal, en el contexto de determinar si sus sanciones corresponden a la naturaleza y grado de Peligro público de los actos. El documento enfatiza que la efectividad de la aplicación del derecho penal en general, y las reglas que rigen los delitos cometidos en el campo de la vida animal y vegetal en particular, dependen de muchos factores, incluyendo los problemas de la legislación. En este sentido, se consideran los temas de construcción legislativa de sanciones de la ley penal pertinente. Como resultado del análisis, se concluye que la mayoría de las sanciones de las normas en cuestión no se corresponden con la naturaleza y el grado de peligro público de los actos prohibidos, se ha violado el principio de la naturaleza sistemática de su construcción. Bulk-boundary correspondence in three dimensional topological insulators
We discuss the relation between bulk topological invariants and the spectrum
of surface states in three dimensional non-interacting topological insulators.
By studying particular models, and considering general boundary conditions for
the electron wavefunction on the crystal surface, we demonstrate that using
experimental techniques that probe surface states, only strong topological and
trivial insulating phases can be distinguished; the latter state being
equivalent to a weak topological insulator. In a strong topological insulator,
only the {\it parity} of the number of surface states, but not the number
itself, is robust against time-reversal invariant boundary perturbations. Our
results suggest a \z definition of the bulk-boundary correspondence,

On the Strategy for the Development of the Information Society of the Russian Federation for 2017-2030
The article defines the concept of the information society, considers the strategy of the development of the information society in the Russian Federation. In the main part, the state of the development of the information society in the Russian Federation was studied using international indices: the ICT development index, the network readiness index (NRI), the e-government development index (EGDI), the knowledge economy index. A cluster analysis of the state of the information society as a whole was also conducted. The conclusions give recommendations on the improvement of the system of indicators, the mechanism of working with it, and documents clarifying the Strategy for the Development of the Information Society in the Russian Federation for 2017-2030. This will allow increasing the values of individual ratings, as well as the common place of Russia in a single information space

Assessment of extreme hydrological conditions in the Bothnian Bay, Baltic Sea, and the impact of the nuclear power plant “Hanhikivi-1” on the local thermal regime
The results of the study aimed to assess the influence of future nuclear power plant “Hanhikivi-1”
upon the local thermal conditions in the Bothnian Bay in the Baltic Sea are presented. A number of experiments
with different numerical models were also carried out in order to estimate the extreme hydro-meteorological conditions in the area of the construction. The numerical experiments were fulfilled both with analytically specified external forcing and with real external forcing for 2 years: a cold year (2010) and a warm year (2014). The study has shown that the extreme values of sea level and water temperature and the characteristics of wind waves and sea ice in the vicinity of the future nuclear power plant can be significant and sometimes catastrophic. Permanent release of heat into the marine environment from an operating nuclear power plant will lead to a strong increase in temperature and the disappearance of ice cover within a 2 km vicinity of the station. These effects should be taken into account when assessing local climate changes in the future
