Un homme averti en vaut-il toujours deux ? Efficacité de l'information préventive relative aux risques

National audienceNatural hazards prevention is a major stake, and is particularly based on information for general public. But how can we evaluate and improve the effectiveness of a preventive communication on hazards? This question about preventive information effectiveness is a current subject of reflection. Methods exist to evaluate a communication effectiveness but they generally are not used because of their high cost. Furthermore, numerous human factors occur in a communication process and it is crucial to take them into account. It would permit a better evaluation of this process and allow the proposal of feedbacks. The purpose of those works is to propose an analytic methodology at the interface between Engineering Sciences and Human and Social Sciences to evaluate failures of a preventive communication on natural hazards. A first application is conducted for the case of the DICRIM (document of municipal information on major hazards) proposed by the mayor for citizens. This work wish to provide elective representatives a tool for effective documents for preventive information on natural hazards; the final aim is to facilitate their decision-making.La prévention des risques naturels constitue un enjeu majeur, elle passe notamment par l'information mise à disposition du Grand Public. Mais comment peut-on évaluer et améliorer l'efficacité d'une communication préventive sur les risques ? Des méthodes existent pour évaluer l'efficacité d'une communication mais elles ne sont généralement pas mises en oeuvre du fait de leur coût élevé, elles s'appliquent à des cas particuliers et ne sont pas forcément génériques. Par ailleurs, un nombre important de facteurs humains interviennent dans un processus de communication et il est nécessaire d'en tenir compte afin d'évaluer au mieux ce processus et de pouvoir proposer des rétroactions pour l'améliorer. Ces travaux ont pour objectif de proposer une méthodologie analytique à l'interface entre Sciences Pour l'Ingénieur et Sciences Humaines et Sociales permettant d'évaluer les défaillances d'une communication préventive sur les risques naturels. Une première application de cette méthodologie est mise en oeuvre pour le cas du DICRIM (Document d'Information Communale sur les Risques Majeurs) que le Maire est tenu d'élaborer pour les citoyens. Ce travail est réalisé dans le but de fournir aux élus un outil pouvant faciliter leurs prises de décision concernant la réalisation de documents efficaces d'information préventive sur les risques naturels

Analysing debate on infrastructures using abstract argumentation

Infrastructure projects induce various impacts on stakeholders, which can lead to a strong opposition to the project. In order to support urban planning, we propose a method called AFORI (Argumentation for Formalizing and analysing Opinions on Infrastructure project) based on the AIPA abstract argumentation model, to collect, formalize and analyse the views of the different stakeholders on the project. AFORI permits to collect data from various sources (newspaper, social media…), to formalize the pros and cons of argumentation relating to an infrastructure project and to provide an easier understanding of the debate. The structured formalization of the argumentation facilitates the understanding of the different points of view and their interdependence. AFORI was applied to a real case study in order to illustrate its functioning and interest

The study is applied to 3 risks: flood, forest fire and marine submersion. An evaluation of 4 measurements (dry basin, multifunctional basin, mechanical brushing, brushing by grazing) is carried out.Différentes mesures structurelles permettent de gérer les risques.
