QUANTUM TECHNOLOGIES: SIMULATION OF INFORMATION COMMUNICATION

The paper discusses the importance of information resources requiring reliable methods of unauthorized access protection in the modern information-oriented society. The article describes the structure and basic principles of the quantum cryptography technology based on properties of quantum systems. Quantum information is a physical quantity characterizing changes occurring in the system during interaction between the information flow and the external environment. It offers a method for improving data security and confidential information protection using quantum teleportation within infrared laser communication channels. The theoretical development was implemented experimentally by the authors using the unit for laser communications

The Triple Helix Model for the Conceptual Mechanism of Cooperation between Higher Education and Business: The Regional Aspect

Целью данного исследования являются разработка механизма взаимодействия высшего образования и бизнеса на основе модели тройной спирали в депрессивных монопромышленных регионах и ее апробация на примере Республики Казахстан. Выбор цели обусловливается необходимостью преодоления депрессивного характера экономики регионов с монопромышленной специализацией, присущей всем промышленно развитым странам мира, возможно, на основе придания новых форм взаимодействию основных участников этого процесса: бизнеса, государства, образования и науки. Исследование базируется на использовании методологических принципов логического, статистического анализа и синтеза. Новизна идеи состоит в том, что для усиления влияния университета на экономический рост страны предлагается механизм взаимодействия на основе модели тройной спирали. Данная модель адаптирована под специфику монопромышленных регионов и модифицирована для условий депрессивного региона, где главенствующая роль отдана региональному университету как источнику инноваций и центру синергии инноваций в условиях взаимодействия партнеров в рассматриваемой модели. При этом социально-экономическое развитие территорий получает качественное ускорение, чему способствует разработка новых форм взаимодействия высшего образования и бизнеса. Механизм функционирования предложенной модели тройной спирали направлен на стимулирование всех участников к генерации инноваций, качественному предоставлению образовательных услуг, проведению исследований и выполнению заказов бизнеса. Результаты и выводы исследования могут быть использованы территориальными и государственными органами управления экономикой при разработке программ развития регионов.Single-industry regions, common to all industrially developed countries, need to overcome the economic crises. We assume that it is possible to achieve this goal based on new forms of cooperation between the main participants: business, state, education, and science. Based on the triple helix model, the study develops a mechanism for cooperation between higher education and business in depressed single-industry regions. The model was tested on the example of the Republic of Kazakhstan. We use the methodological principles of logical, statistical analysis and synthesis. To increase the impact of universities on the national economic growth, we propose a cooperation mechanism based on the Triple Helix model. This model is adapted to the specificity of single-industry and depressed regions, where regional universities play a dominant role as a source of innovation and innovative synergy for the cooperation of partners involved. Simultaneously, the creation of new forms of cooperation between higher education and business leads to the acceleration of social and economic development of regions. The mechanism of the proposed triple helix model aims to encourage all participants to generate innovations, provide high-quality educational services, conduct research and fill business orders. Local and state authorities in the field of economic management can use the results and conclusions of the survey for creating regional development programmes

Chiral nanoparticles in singular light fields

The studying of how twisted light interacts with chiral matter on the nanoscale is paramount for tackling the challenging task of optomechanical separation of nanoparticle enantiomers, whose solution can revolutionize the entire pharmaceutical industry. Here we calculate optical forces and torques exerted on chiral nanoparticles by Laguerre–Gaussian beams carrying a topological charge. We show that regardless of the beam polarization, the nanoparticles are exposed to both chiral and achiral forces with nonzero reactive and dissipative components. Longitudinally polarized beams are found to produce chirality densities that can be 10(9) times higher than those of transversely polarized beams and that are comparable to the chirality densities of beams polarized circularly. Our results and analytical expressions prove useful in designing new strategies for mechanical separation of chiral nanoobjects with the help of highly focussed beams
