    Privatization and State Capacity in Postcommunist Society

    Economists have used cross-national regression analysis to argue that postcommunist economic failure is the result of inadequate adherence liberal economic policies. Sociologists have relied on case study data to show that postcommunist economic failure is the outcome of too close adherence to liberal policy recommendations, which has led to an erosion of state effectiveness, and thus produced poor economic performance. The present paper advances a version of this statist theory based on a quantitative analysis of mass privatization programs in the postcommunist world. We argue that rapid large-scale privatization creates severe supply and demand shocks for enterprises, thereby inducing firm failure. The resulting erosion of tax revenues leads to a fiscal crisis for the state, and severely weakens its capacity and bureaucratic character. This, in turn, reacts back on the enterprise sector, as the state can no longer support the institutions necessary for the effective functioning of a modern economy, thus resulting in deindustrialization. Using cross-national regression techniques we find that the implementation of mass privatization programs negatively impacts measures of economic growth, state capacity and the security of property rights.http://deepblue.lib.umich.edu/bitstream/2027.42/40192/3/wp806.pd

    Lambda production in central Pb+Pb collisions at CERN-SPS energies

    In this paper we present recent results from the NA49 experiment for Λ\Lambda and Λˉ\bar{\Lambda} hyperons produced in central Pb+Pb collisions at 40, 80 and 158 A\cdotGeV. Transverse mass spectra and rapidity distributions for Λ\Lambda are shown for all three energies. The shape of the rapidity distribution becomes flatter with increasing beam energy. The multiplicities at mid-rapidity as well as the total yields are studied as a function of collision energy including AGS measurements. The ratio Λ/π\Lambda/\pi at mid-rapidity and in 4π\pi has a maximum around 40 A\cdotGeV. In addition, Λˉ\bar{\Lambda} rapidity distributions have been measured at 40 and 80 A\cdotGeV, which allows to study the Λˉ\bar{\Lambda}/Λ\Lambda ratio.Comment: SQM proceedings. J. Phys. G: Nucl.     Pulsational and evolutionary analysis of the double-mode RR Lyrae star BS Com

    We derive the basic physical parameters of the field double-mode RR Lyrae star BS Com from its observed periods and the requirement of consistency between the pulsational and evolutionary constraints. By using the current solar-scaled horizontal branch evolutionary models of Pietrinferni et al. (2004) and our linear non-adiabatic purely radiative pulsational models, we get M/M(Sun) = 0.698 +/- 0.004, log(L/L(Sun)) = 1.712 +/- 0.005, T(eff) = 6840 +/- 14 K, [Fe/H] = -1.67 +/- 0.01, where the errors are standard deviations assuming uniform age distribution along the full range of uncertainty in age. The last two parameters are in a good agreement with the ones derived from the observed BVIc colours and the updated ATLAS9 stellar atmosphere models. We get T(eff) = 6842 +/- 10 K, [Fe/H] = -1.58 +/- 0.11, where the errors are purely statistical ones. It is remarkable that the derived parameters are nearly independent of stellar age at early evolutionary stages. Later stages, corresponding to the evolution toward the asymptotic giant branch are most probably excluded because the required high temperatures are less likely to satisfy the constraints posed by the colours. We also show that our conclusions are only weakly sensitive to nonlinear period shifts predicted by current hydrodynamical models.Comment: Accepted for publication by MNRAS on 2008 February 01.     Quantifying the effects of climate change and water abstraction on a population of barramundi (Lates calcarifer), a diadromous estuarine finfish

    Many aquatic species are linked to environmental drivers such as temperature and salinity through processes such as spawning, recruitment and growth. Information is needed on how fished species may respond to altered environmental drivers under climate change so that adaptive management strategies can be developed. Barramundi (Lates calcarifer) is a highly prized species of the Indo-West Pacific, whose recruitment and growth is driven by river discharge. We developed a monthly age- and length-structured population model for barramundi. Monte Carlo Markov Chain simulations were used to explore the population's response to altered river discharges under modelled total licenced water abstraction and projected climate change, derived and downscaled from Global Climate Model A1FI. Mean values of exploitable biomass, annual catch, maximum sustainable yield and spawning stock size were significantly reduced under scenarios where river discharge was reduced; despite including uncertainty. These results suggest that the upstream use of water resources and climate change have potential to significantly reduce downstream barramundi stock sizes and harvests and may undermine the inherent resilience of estuarine-dependent fisheries. © 2012 CSIRO
