He is represented in the form of an integrated system of the main technical and economic indicators of the economic efficiency estimation of investments and costs in industrial and innovation production of innovation active enterprises. The algorithms of calculation of these indicators and models address the critical management problems aimed at reducing levels of capital intensity and input intensities units shipped to customers industrial (including innovative) products. In this paper we present the relevance of the mission and its main scientific objectives, describe the scientific payload, ballistic scenario and orbits of the spacecraft. Possibilities of scientific cooperation with other solar and heliospheric space missions are also mentioned
