    Dialectics of Efficient Change Management in the Regional Social Systems

    The research has placed emphasis on the role of the social infrastructure sectors, providing social services, which facilitate human potential development in a modern state. Theoretical positions of the scientist considering the nature of social benefits and necessity of the government support for the social sphere has been summarized in the article. The state of the Russian social infrastructure sectors has been considered and the analysis of their performance compared to these of the social infrastructure sectors in other countries has been conducted in the research work. Taking into consideration the performance ratings of the effectiveness of the national education systems, the countries around the world concerning the effectiveness of the health system, the countries around the world concerning the social development level in 2014, the authors have proposed the conceptual approach that makes it possible to consider the correlation and interrelation of the level of the government financing of the social sphere and the dynamics of the contribution of social infrastructure sectors in the development of the human capital, ensuring the gross domestic product increase. The necessity of making innovative changes in the socio-economic systems of the social infrastructure sectors, to improve their performance, taking into account the results obtained, in the first place, in health care, has been wellgrounded and theoretical approaches to the changes management in the socio-economic systems has been studied in the article. The theoretical approaches to the changes management in the socio-economic systems have been studied by the authors. Based on the conducted studies and the formed theoretical basis for improving the level of changes management in open socio-economic systems, for the purpose of development of the theoretical and methodological approaches to changes management as applied to health care sphere, optimization model of management of health care organizations by way of ranking of manageable and unmanageable changes has been proposed. The possibility of using management optimization by way of ranking of manageable and unmanageable changes in the health care management at different levels has been confirmed with high-performance indicators at the micro-, meso- and macro levels in the sector, by the example of implementation of the national project “Health” and innovative organizational changes facilitating the return to work of patients of the working age, which are involved in the gross domestic product formation in the city of Yekaterinburg.The article has been prepared with the support of the Russian Science Foundation grant No. 14-18-00456 “Support of geoecosocioeconomic approach to development of strategic nature resources capacity of the low-studied northern territories within the investment project “Arctic — Central Asia”

    On the relationship between the phases of 27-day total ozone and solar activity indices in different latitudinal zones

    The dynamics of 27 day total ozone variations during and 11 year solar activity cycle at high and low latitudes was analyzed. The calculations were made using a specially worked out program permitting, besides the determination of the amplitudes and phases, the observation of the coherence of phases in any time interval. To characterize solar activity, solar radio-flux at 10.7 cm was used. The results of the calculation of total ozone phases difference and those of the index F(sub 10.7), as well as the amplitudes of the 27 day variations of these parameters are presented

    The aftereffects of spaceflight on the higher nervous activity of rats were studied. A five lane maze with a feeding terminal was used to check such factors as transfer of experience, the habit and speed of reaching the goal in the maze, long term memory, and the dynamics of errors. During the 3rd-7th postflight week, functional disturbances in the rat HNA were manifested in the deterioration of the capacity for the transfer of experience and for locating the feeding compartment in the maze, thus indicating a general decrease of work capacity. The increased number of errors and failures pointed to exhaustion of higher nervous processes and to the weakened functional activity of the brain

    Limitations of the classical phase-locked loop analysis

    Nonlinear analysis of the classical phase-locked loop (PLL) is a challenging task. In classical engineering literature simplified mathematical models and simulation are widely used for its study. In this work the limitations of classical engineering phase-locked loop analysis are demonstrated, e.g., hidden oscillations, which can not be found by simulation, are discussed. It is shown that the use of simplified dynamical models and the application of simulation may lead to wrong conclusions concerning the operability of PLL-based circuits

    Cold air outbreaks and their signature in the ozonometric data at the mountain station near Kislovodsk, Russia

    International audienceTwo cases of cold air outbreak in November 2001 are analyzed on the basis of ozone concentration measurements and weather data at the mountain station (43°44' N, 42°43 E, 2070 m a.s.l.) near Kislovodsk, North Caucasus, Russia. Two cold fronts, with fast clearing up in the rear of the cloud zone, passed the station in the morning of 12 and 16 November. In both cases, the ozone concentration drops down to 7?8 ppb within the frontal cloud zones, under 100% relative humidity, RH, and then sharply increases to 43?45 ppb in dry (RH about 50%), cold air during several hours. After a warm front passage (12 November) or RH growth in the cold post-frontal airmass (16 November), the ozone concentration decreases again to its average values near 30 ppb. Neither diurnal cycle nor photochemical generation could produce in the ozonometric data this specific "drop-and-peak'' signature which is considered to be caused by cold outbreak with post-frontal flow of "dry air stream'' type. Synoptic situation and tropopause topography are analyzed using the objective analysis data and METEOSAT images in the water vapor radiation band. It is concluded that the ozone growth in the rear of the cold fronts is associated with sinking of substratospheric or stratospherically influenced air from the areas of tropopause folding. Motion of cold surges with their frontal zones, jet streams, and tropopause folds is analyzed, including development of wave disturbances at the streamers and formation of substratospheric air "tongues'' underflowing the high tropopause and representing "aged'' intrusions
