    Pork Barrel Politics in Postwar Italy, 1953-1994

    This paper analyzes the political determinants of the distribution of infrastructure expenditures by the Italian government to the country’s 92 provinces between 1953 and 1994. Extending implications of theories of legislative behavior to the context of open-list proportional representation, we examine whether individually powerful legislators and ruling parties direct spending to core or marginal electoral districts, and whether opposition parties share resources via a norm of universalism. We show that when districts elect politically more powerful deputies from the governing parties, they receive more investments. We interpret this as indicating that legislators with political resources reward their core voters by investing in public works in their districts. The governing parties, by contrast, are not able to discipline their own members of parliament sufficiently to target the parties’ areas of core electoral strength. Finally, we find no evidence that a norm of universalism operates to steer resources to areas when the main opposition party gains more votes

    SSI and Postsecondary Education Support for Students with Disabilities

    Young adults with disabilities who receive Supplementary Security Income (SSI) may think that postsecondary education is beyond their financial reach because their SSI benefits do not provide them with enough income for living and medical expenses after the costs of education have been met. Employment in addition to schooling may not seem a viable option because earned income can result in a decrease in, or disqualification from, the receipt of SSI and related medical benefits. However, there are ways that students with disabilities can finance postsecondary education and retain all or some of their SSI benefits. The option of retaining benefits while financing postsecondary education is especially important for students with disabilities given findings that only approximately 27% of these students go on to postsecondary education as compared to 68% of students without disabilities (Blackorby and Wagner, 1996; Wittenburg, Fishman, Golden & Allen, 2000). Further, data shows that youth who participate in and complete postsecondary education or vocational training are more likely to secure employment than are those who do not (Benz, Doren and Yvanoff, 1998; Blackorby & Wagner, 1996; National Organization on Disabilities, 1998).     Surface salinity fields in the Arctic Ocean and statistical approaches to predicting anomalies and patterns

    Significant salinity anomalies have been observed in the Arctic Ocean surface layer during the last decade. Using gridded data of winter salinity in the upper 50 m layer of the Arctic Ocean for the period 1950-1993 and 2007-2012, we investigated the inter-annual variability of the salinity fields, attempted to identify patterns and anomalies, and developed a statistical model for the prediction of surface layer salinity. The statistical model is based on linear regression equations linking the principal components with environmental factors, such as atmospheric circulation, river runoff, ice processes, and water exchange with neighboring oceans. Using this model, we obtained prognostic fields of the surface layer salinity for the winter period 2013-2014. The prognostic fields demonstrated the same tendencies of surface layer freshening that were observed previously. A phase portrait analysis involving the first two principal components exhibits a dramatic shift in behavior of the 2007-2012 data in comparison to earlier observations

    Web-based Tools for the Analysis of DNA Microarrays

    End of project reportDNA microarrays are widely used for gene expression profiling. Raw data resulting from microarray experiments, however, tends to be very noisy and there are many sources of technical variation and bias. This raw data needs to be quality assessed and interactively preprocessed to minimise variation before statistical analysis in order to achieve meaningful result. Therefore microarray analysis requires a combination of visualisation and statistical tools, which vary depending on what microarray platform or experimental design is used.Bioconductor is an existing open source software project that attempts to facilitate analysis of genomic data. It is a collection of packages for the statistical programming language R. Bioconductor is particularly useful in analyzing microarray experiments. The problem is that the R programming language’s command line interface is intimidating to many users who do not have a strong background in computing. This often leads to a situation where biologists will resort to using commercial software which often uses antiquated and much less effective statistical techniques, as well as being expensively priced. This project aims to bridge this gap by providing a user friendly web-based interface to the cutting edge statistical techniques of Bioconductor
