    Acne vulgaris is a common and chronic skin disease, and is a frequent source of morbidity for affected patients. Treatment of acne vulgaris is often difficult due to the multifactorial nature of this disease. Combination therapy, such as that containing clindamycin and benzoyl peroxide, has become the standard of care. Several fixed formulations of clindamycin 1% and benzoyl peroxide of varying concentrations are available and have been used with considerable success. The major limitation is irritation and dryness from higher concentrations of benzoyl peroxide, and a combination providing optimal efficacy and tolerability has yet to be determined. Recently, a clindamycin and benzoyl peroxide 3.75% fixed combination formulation was developed. Studies have suggested that this formulation may be a safe and effective treatment regimen for patients with acne vulgaris. Here, we provide a brief review of acne pathogenesis, benzoyl peroxide and clindamycin, and profile a new Clindamycin-BP 3.75% fixed combination gel for the treatment of moderate-to-severe acne vulgaris

    Is There a Disc in the Superluminal Quasars?

    We present a new evidence of the accretion disc in active galactic nuclei, by examining the properties of the Ha emission line versus viewing angle, in a sample of superluminal (SL) quasars. Both line velocity width (FWHM) and rest equivalent width (EW) correlate with viewing angle. These correlations are quantitatively consistent with a disc geometry for both the line and the underlying continuum source.Comment: 18 pages with 6 figures, accepted for publication in MNRA

    Do Deferred Wages Dominate Involuntary Unemployment as a Worker Discipline Device?

    In the most widely analyzed type of efficiency wage model of involuntary unemployment, firms pay wages in excess of market clearing to give workers an incentive not to shirk. Such payments in excess of market clearing and the resultant equilibrium unemployment act as a worker discipline device. This paper concerns what is usually considered the most important theoretical criticism of such models: the so-called bonding argument. The essence of the bonding critique is that contracts whereby workers pay a bond to the firm upon taking a job (or pay an employment fee to gain employment) can eliminate involuntary unemployment. Explicit upfront bonds are only quite rarely observed. A more subtle form of the bonding critique argues that implicit bonding through upward sloping wage profiles and other deferred payment schemes can perfectly substitute for upfront bonds in providing incentives not to shirk and thereby allow the labor market to clear. This paper shows that upward sloping wage profiles do not act as a perfect substitute for explicit bonds in a natural extension of the shirking model in which workers are finite lived, the monitoring of worker behaviors on the job is costly, and firms have reputations for honesty as employers. In the absence of direct upfront bonding, optimal payment schedules will be in excess of market clearing. The reason why upward sloping wage profiles that are market clearing will not generally be the optimal labor contract is simple: delayed payment may provide sufficient incentive to prevent shirking late in the life of the contract, but in the beginning of the contract it does not prevent shirking. And it turns out in a variety of stylized cases, it is cheaper for the firm to pay a wage premium rather than to accept worker shirking early in the contract. The implications of potential worker malfeasance in the absence of explicit bonds for compensation schedules, job assignments, and firm monitoring strategies over the course of a worker's career are also analyzed.

    Workers' Trust Funds and the Logic of Wage Profiles

    This paper defines a concept, a worker's trust fund, which is useful in analyzing optimal age-earnings profiles. The trust fund represents what a worker loses if dismissed from a job for shirking. In considering whether to work or shirk, a worker weighs the potential loss due to forfeiture of the trust fund if caught shirking against the benefits from reduced effort. This concept is used to show that the implicit bonding in upward sloping age-earnings profiles is not a perfect substitute for an explicit upfront performance bond (or employment fee). It is also shown that the second-best optimal earnings profile in the absence of an upfront employment fee pays total compensation in excess of market clearing in a variety of stylized cases.

    This report reviews 24 out of 202 Bank projects that involved nongovernmental organizations (NGOs) in order to identify ways to improve Bank-NGO collaboration. It identifies five functional categories of NGO interaction with the Bank along a public-private continuum, based on the varying degrees to which they represent social goals on the public end of the continuum and economic goals on the private end. Discussion focuses on the benefits and difficulties arising from the involvement of NGOs in each category in Bank-supported projects. It recommends involving NGOs before implementation, developing creative financing mechanisms to support them, and learning what they have to teach Bank staff about motivation, education and organization. The challenge for the Bank is to forge institutional links between governments and NGOs that extend and complement government capabilities.     The egalitarian effect of search engines

    Search engines have become key media for our scientific, economic, and social activities by enabling people to access information on the Web in spite of its size and complexity. On the down side, search engines bias the traffic of users according to their page-ranking strategies, and some have argued that they create a vicious cycle that amplifies the dominance of established and already popular sites. We show that, contrary to these prior claims and our own intuition, the use of search engines actually has an egalitarian effect. We reconcile theoretical arguments with empirical evidence showing that the combination of retrieval by search engines and search behavior by users mitigates the attraction of popular pages, directing more traffic toward less popular sites, even in comparison to what would be expected from users randomly surfing the Web.Comment: 9 pages, 8 figures, 2 appendices.     Enabling Data-Driven Transportation Safety Improvements in Rural Alaska

    Safety improvements require funding. A clear need must be demonstrated to secure funding. For transportation safety, data, especially data about past crashes, is the usual method of demonstrating need. However, in rural locations, such data is often not available, or is not in a form amenable to use in funding applications. This research aids rural entities, often federally recognized tribes and small villages acquire data needed for funding applications. Two aspects of work product are the development of a traffic counting application for an iPad or similar device, and a review of the data requirements of the major transportation funding agencies. The traffic-counting app, UAF Traffic, demonstrated its ability to count traffic and turning movements for cars and trucks, as well as ATVs, snow machines, pedestrians, bicycles, and dog sleds. The review of the major agencies demonstrated that all the likely funders would accept qualitative data and Road Safety Audits. However, quantitative data, if it was available, was helpful

    Contrasting the beam interaction characteristics of selected lasers with a partially stabilised zirconia (PSZ) bio-ceramic

    Differences in the beam interaction characteristics of a CO2 laser, a Nd:YAG laser, a high power diode laser (HPDL) and an excimer laser with a partially stabilised zirconia (PSZ) bio-ceramic have been studied. A derivative of Beer-Lambert’s law was applied and the laser beam absorption lengths of the four lasers were calculated as 33.55 x 10-3 cm for the CO2 laser, 18.22 x 10-3 cm for the Nd:YAG laser, 17.17 x 10-3 cm for the HPDL and 8.41 x 10-6 cm for the excimer laser. It was determined graphically that the fluence threshold values at which significant material removal was effected by the CO2 laser, the Nd:YAG laser, the HPDL and the excimer laser were 52 J/cm2, 97 J/cm2, 115 J/cm2 and 0.48 J/cm2 respectively. The thermal loading value for the CO2 laser, the Nd:YAG laser, the HPDL and the excimer laser were calculated as being 1.55 kJ/cm3, 5.32 kJ/cm3, 6.69 kJ/cm3 and 57.04 kJ/cm3 respectively

    Thermal-distortion analysis of a spacecraft box truss in geostationary orbit

    The Mission to Planet Earth enlists the use of a geostationary platform to support Earth science monitoring instruments. The strongback for a proposed geostationary platform is a deployable box truss that supports two large diameter passive microwave radiometer (PMR) and several other science instruments. A study was performed to estimate the north-south and east-west pointing errors at the mounting locations of the two PMRs due to on-orbit thermal distortions of the main truss. The baseline configuration indicated that the east-west pointing error greatly exceeded the required limits. Primary origins of the pointing errors were identified, and methods for their reduction were discussed. Thermal performance enhancements to the truss structure were modeled and analyzed, including state-of-the-art surface coatings and insulation techniques. Comparisons of the thermal enhancements to the baseline were performed. Results demonstrated that using a thermal enclosure insulating technique reduced external heat fluxes, and distributed those heat fluxes more evenly throughout the structure, sufficiently reducing the pointing error to satisfy pointing accuracy requirements for the PMR's
