Voting 'against all' in postcommunist Russia
Since the early 1990s voters in Russia (and most of the other post-Soviet republics) have been offered
the opportunity to vote âagainst allâ parties and candidates. Increasing numbers have done so. The
evidence of two post-election surveys indicates that âagainst allâ voters are younger than other voters,
more urban and more highly educated. They do not reject liberal democracy, but are critical of the
contemporary practice of Russian politics and find no parties that adequately reflect their views. With
the ending of the âagainst allâ facility in 2006 and other changes in the Russian electoral system under
the Putin presidency, levels of turnout are likely to fall further and the protest vote will seek other
outlets within or outside the parliamentary system
Global Self-Organization of the Cellular Metabolic Structure
Background: Over many years, it has been assumed that enzymes work either in an isolated way, or organized in small catalytic groups. Several studies performed using "metabolic networks models'' are helping to understand the degree of functional complexity that characterizes enzymatic dynamic systems. In a previous work, we used "dissipative metabolic networks'' (DMNs) to show that enzymes can present a self-organized global functional structure, in which several sets of enzymes are always in an active state, whereas the rest of molecular catalytic sets exhibit dynamics of on-off changing states. We suggested that this kind of global metabolic dynamics might be a genuine and universal functional configuration of the cellular metabolic structure, common to all living cells. Later, a different group has shown experimentally that this kind of functional structure does, indeed, exist in several microorganisms.
Methodology/Principal Findings: Here we have analyzed around 2.500.000 different DMNs in order to investigate the underlying mechanism of this dynamic global configuration. The numerical analyses that we have performed show that this global configuration is an emergent property inherent to the cellular metabolic dynamics. Concretely, we have found that the existence of a high number of enzymatic subsystems belonging to the DMNs is the fundamental element for the spontaneous emergence of a functional reactive structure characterized by a metabolic core formed by several sets of enzymes always in an active state.
Conclusions/Significance: This self-organized dynamic structure seems to be an intrinsic characteristic of metabolism, common to all living cellular organisms. Problems of Systematization of the International Election Standards
The problems of systematization and classification of the international election standards are discussed. Classifications of the international election standards proposed in four documents (âCode of Good Practice in Electoral Mattersâ by European Commission for Democracy Through Law; the report by the group of experts OSCE/ODIHR âExisting Commitments for Democratic Elections in OSCE Participating Statesâ; draft European convention on election standards, electoral rights and freedoms; the analytical report of Independent Institute of Elections âRussian Elections in the Context of the International Election Standardsâ) are compared. Some problems of the content of the international election standards are also discussed, namely, the problem of exceptions to the rules and a declarative character of many standards

Integrated Performance of Next Generation High Data Rate Receiver and AR4JA LDPC Codec for Space Communications
Low-density parity-check (LDPC) codes are the state-of-the-art in forward error correction (FEC) technology that exhibits capacity approaching performance. The Jet Propulsion Laboratory (JPL) has designed a family of LDPC codes that are similar in structure and therefore, leads to a single decoder implementation. The Accumulate-Repeat-by-4-Jagged- Accumulate (AR4JA) code design offers a family of codes with rates 1/2, 2/3, 4/5 and lengths 1024, 4096, 16384 information bits. Performance is less than one dB from capacity for all combinations.Integrating a stand-alone LDPC decoder with a commercial-off-the-shelf (COTS) receiver faces additional challenges than building a single receiver-decoder unit from scratch. In this work, we outline the issues and show that these additional challenges can be over-come by simple solutions. To demonstrate that an LDPC decoder can be made to work seamlessly with a COTS receiver, we interface an AR4JA LDPC decoder developed on a field-programmable gate array (FPGA) with a modern high data rate receiver and mea- sure the combined receiver-decoder performance. Through optimizations that include an improved frame synchronizer and different soft-symbol scaling algorithms, we show that a combined implementation loss of less than one dB is possible and therefore, most of the coding gain evidence in theory can also be obtained in practice. Our techniques can benefit any modem that utilizes an advanced FEC code
