Perilaku Harga Produk Peternakan pada Hari Besar Keagamaan Nasional
Livestock products such as beef, broiler meat, and eggs are commodities deal with increased prices during national religious holidays (HBKN), especially during Idul Fitri. The objective of this research was to study the dynamic changes and price behavior during HBKN to anticipate food price fluctuation in the future. The research was conducted in three consecutive years, i.e. from 2012 to 2014, and carried out in 8 provinces representing centers of producers and consumers. Data were analyzed using a general linear model procedure to find out the inflection point of the highest price of livestock products during HBKN. Results showed that average price of beef rose by 10–20%, whereas those of broiler meat and egg increased by 10–16% and 5–13%, respectively. Region and time period significantly affected price changes (P < 0.001). A sigmoid curve of dynamic changes of livestock price was shown in this study. The results indicated that the highest price changes of livestock products were one day before Idul Fitri. The government needs to assure consumers not to be panic due to significant changes in livestock product prices since this temporary adjustment would reach the price equilibrium such as those before Idul Fitri. Public panic could be exploited by speculators to increase profit
Strengthening Dairy Cooperative through National Development of Livestock Region
Establishment of dairy cattle development region needs to be conducted in accordance with the national dairy industry development plan. Dairy cattle regions have been designed and equipped with infrastructure supplies, supporting facilities, technologies, finance, processing, marketing, institutional and human resources. Dairy cooperative is one of the marketing channels of milk and milk products which have strategic roles to support the national dairy industry. Collaborations between dairy cooperatives and smallholder farmers within a district region have to be done based on agricultural ecosystems, agribusiness system, integrated farming and participatory approach. This may improve dairy cooperatives as an independent and competitive institution. Strengthening dairy cooperatives in national region dairy cattle was carried out through institutional inventory and dairy cooperatives performance; requirement of capital access, market and networks as well as education and managerial training; certification and accreditation feasibility analysis and information and technology utilization. Establishment of emerging dairy cooperatives towards small and micro enterprises is carried out by directing them to establish cooperatives which have legal certainty and business development opportunities. The impact of strengthening dairy cooperative may support dairy cattle development through increase population and milk production. Sustainable dairy cattle development needs to be supported by regional and national government policies. Key words: Dairy cooperatives, animal husbandry district development, dair

Productive and reproductive performances of young Ettawah-cross does
Productive and reproductive performances of 85 heads of Ettawah-cross (Peranakan Ettawah or PE) does at first breeding were studied at the Research Institute for Animal Production, Bogor . They were fed freshly-chopped King grass (Pennisetum put7xtreophoides) and corn-husk (2 :1) ad libitum and concentrate feed was given at a rate of 300 - 400 g/head/day . During the last month of the pregnancy and lactation period the amount of concentrate feed was increased to 500 - 700 g/head/day . Sixty-five does were in pre-pubertal stage and 86 .2% reached puberty at liveweights between 16 - 21 .8 kg (mean 18 .8 t 0 .4 kg) which is about 60% of mature liveweight . Oestrus without ovulation was found in 6% of the animals which has contributed on the relatively low conception rate (64 .7%) . A high pre-weaning mortality of kids born (37 .5 %) caused production inefficiency that suggests the challenge to improve management practices . Milk yield of PE does varied widely (0 .3 - 0 .8 kg/day), hence, there is a chance for improvement towards increasing milk production in Indonesia through well planned selection program
Technical Efficiency of Beef Cattle Breeding Business in East Java Province
The objectives of this research were to compare technical efficiency of beef cattle business operating in lowland and upland areas of East Java and to identify and analyze factors affecting the technical efficiency as well as inefficiency of that business. A survey was conducted to 89 farmers in the lowland area of Probolinggo District and 97 farmers in the upland areas of Malang Districts during the period of February-March 2013. Results of stochastic frontier production function with MLE method showed that the average technical efficiency in lowland area was higher (80%) compared to that in upland area (64%). The results indicated that beef cattle production was highly significant and positively influenced by total of grasses and forages, rice straw, feed supplements, stock of cattle, labor time allocation and service per conception. However, location of the business, whether in lowland and upland areas was a significant factor that could increase the efficiency. Some factors that could significantly reduce the technical inefficiency of beef cattle business were: labor force in family, education level, proportion of beef cattle income to total household income, age of cattle sold, cattle health examination, ownership status of the cattle, and gender. Therefore, (1) the existing farmers group should be improved their role to facilitate trading of cattle feed, and (2) the government should facilitate the farmers in the provision of funding tu buy beef cattle with a subsidized interest rate, so the farmers will be more enthusiast in taking care of their cattle, thus could improve their production efficiency
Weaning and Supplementation Increase Liveweight Gain of Bali (Bos javanicus) Cattle of Small-holder Farmers in Central Lombok, Indonesia
Abstract. One of the constraints for improving productivity of Bali cattle in west Nusa Tenggara Province is the low growth rate of weaned calves. Results of on-station experiments showed that Sesbania grandiflora (sesbania) supplementation can significantly increase live weight gain of weaned calves. The objective of this experiment was to investigate whether sesbania supplementation can increase live weight gain of weaned calves and improve farmer income. This experiment was carried out in Tandek, Labulia Village (treatment village) and in Kelebuh and Sukaraja villages (control villages) central Lombok District from April to October 2008. A total of 21 calves (9 males and 12 females) aged 237±7 days with initial live weight of 122.3±4.5 kg were monitored in Kelebuh and Sukaraja villages (control villages). During the same period, 25 calves (13 males and 12 females) aged 237±6 days with initial weight of 108.8±4.1 kg were monitored in Tandek Village (treatment village) and fed fresh sesbania at 1% dry matter of live weight. To ensure that sesbania was fed at the recommended level, regular weighing of sesbania offered by each farmer was conducted 2-3 times per week. All calves were weighed every month to determine live weight gain. Farmers from the control villages and other villages were invited to a field day conducted in the treatment village at the end of the experiment. The results showed that sesbania supplementation significantly increased live weight gain (0.36±0.01 kg/day for calves in the treatment village compared to 0.22±0.01 kg/day for those in the control villages), increased body condition and health of the calves and improved farmer income. Weaning management and supplementation with sesbania was very easy to implement so most of the farmers participated in this study stated that they were willing to continue this feeding management. Keywords: Bali calves, growth, early weaning, Sesbania grandiflora, LombokAbstrak.

The Impact of Policy Application on Milk Industry to The Social Welfare
An assessment to identify and qualify the impact of policy application on milk industry in Indonesia has been carried out to estimate the extent of profit and loss obtained by milk industry producers, including the government . The development of milk industry in Indonesia in the last decade has been very significant supported by the government. Application policy of BUSEP ratio since 1982 was very powerful in order to give protection to dairy farmers, this consider a non-tariff barrier policy. Nevertheless, since the Gol has signed the memorandum of understanding with IMF in January 1988 of the elimination for nontariff barrier policy, the application of BUSEP ratio has also denied. Through comparative static analysis, it could be shown that the application of BUSEP ratio decreased economic development due to decreasing consumer surplus, increasing producer surplus and decreasing net social welfare. Fiscal policy such as application of import tariff may also decrease the economic development, however it could decrease the import volume, with the assumption of unchanged export volume, it results trade surplus. The application of 5% import tariff of milk may decrease consumer surplus, increase producer surplus and government revenue from tax along with its dead weight loss. Application of import tariff from the government has resulted decreasing net social welfare. Key words: Policy analysis, milk industry, producer and consumer surplus, and social welfar
