It analyses on the example of the Central Urals the measures taken by local authori-ties in order to solve the mentioned above problem and its influence on the institutions` effective functioning.     Modeling of velocity distributions inside and above tall crops

The model crop consisted of flexible plastic strips fastened to the floor of a low speed wind tunnel. The experimental results indicated that at some distance xo downstream from the edge of the roughness cover the velocity profiles were similar inside and also above the cover. The length xo is discussed. The experimental results for the velocity distribution inside the plant cover were compared with field data obtained from different sources. A presentation of the velocity profiles inside the canopy in nondimensional form collapsed all field and laboratory data for a given crop type on one curve. The laboratory flow above the crop cover was analyzed using a power law form and using the logarithmic velocity distribution law. On the basis of the experimental results it is recommended that a two-tower arrangement of wind velocity measuring devices be used both for the evaluation of the surface shear stress and for checking the establishment of similarity profiles in the field

    Welcome to my blog where I attempt to document my experiences with food while trying out recipes old and new. I grew up surrounded by good food and the smells and tastes of my mother’s kitchen in our South Indian home. So, whipping up an Indian dinner comes easily. Living in Ireland for almost 5 years exposed me to an array of cuisines and foods which were otherwise foreign and unknown and kickstarted an exciting phase in my life. I set up this blog as a way of capturing some memorable kitchen and food experiences and try to keep it updated as often as I can. I should not forget to mention my lovely husband, Peter, who’s very supportive of my efforts no matter what new hobby or project I choose to dabble in. He’s always there during the entire process of tasting, testing, cleaning up, etc etc. Very recently, we went on a sabbatical from full time work using the free time to travel, spend more time with each other, family and friends, pursue interests we never got time for otherwise and generally having a ball. After going around the world, we’ve decided to live in the sunny state of California for the next few years where we’ll be looking for newer adventures and experiences. It is yet another exciting phase of our lives and I look forward to sharing my latest culinary discoveries here. I hope you enjoy your visit and return soon to see what’s cooking :

    Advances in Control of Onion Thrips (Thysanoptera: Thripidae) in Cabbage

    Onion thrips, Thrips tabaci Lindeman (Thysanoptera: Thripidae), feeding injury results in discoloration and a rough texture on cabbage, Brassica oleracea capitata (L.), leaves, and damage may occur deep inside the head. It has become a key pest of cabbage in the United States and many other countries. Previous studies have indicated poor control using insecticides. The present study identified imidacloprid drenches and sprays of acetamiprid, dimethoate, spinosad, and imidacloprid as insecticides that performed better than the industry standard, lambda-cyhalothrin. However, additional tests with foliar sprays of dimethoate and acetamiprid indicated there was not an ideal crop stage (precupping, cupping, or postcupping) at which either insecticide could be applied for reliable control of T. tabaci, possibly because of multiple flights of thrips into the crop or the asynchrony of flights and susceptible crop stages. In tests in a commercial field, a soil drench of imidacloprid 4 wk after transplanting reduced the number of damaged leaves in the head by 32%, whereas five sprays of acetamiprid reduced damage by 51%. Combining both insecticide regimes reduced damage by 85%, but resulted in a very costly management program. Cabbage varieties varied considerably in susceptibility with some having negligible thrips injury, regardless of being treated with an insecticide. Planting date affected susceptibility of cabbage to some degree, but not as much as other tactics.     “To Judge by the Letter of the Law”: Сases Filed to Peasant Crown Courts in the Central Urals, 1780s-90s

    The article is dedicated to the question of Justiznutzung or uses of justice at Russian provincial courts during the 1780-1790-ies. Catherine II`s judicial reform (1775–1785) introduced an estate-based court system. For the first time in Russian history, positive law was extended to part of the peasantry. In districts with a high percentage (at least 30 %) of personally free rural dwellers, courts of first instance, so called nizhnye raspravy were opened, thus giving this population group the possibility to seek justice in a crown court. In the Perm vicegerency (1781–97), however, this opportunity was seldom exploited: criminal and civil cases constituted less than a fifth of court business per year. This contribution will not focus the “classic” question of whether peasant courts were frequented or ignored. Its aim is to concentrate on those situations and constellations when customary law failed to satisfy the plaintiff´s needs, leading to them appealing to the norms positive law and its institutions to receive a just decision. Most of the time, proceedings at a crown court opened ex officio. But this was not exclusively the case: court records kept in the state archive of the Sverdlovsk region show that the peasant commune regarded a conflict within its social context and only then decided whether to turn to the norms of positive law to restore justice. Given this, the low court activity at the nizhnye raspravy cannot be explained by the dualism of law and legal nihilism among the peasantry. It is more appropriate to speak of legal pluralism, the juxtaposition of several valid legal forms to whose norms people were free to turn.     „Do they all perform their service dutifully, and can we rely on them in future?”: Methods and techniques of manpower recruitment in Russia in the 1780-1790-ies (by the example of the Central Urals)

    The article is dedicated to the question of filling secretary vacancies at provincial courts in the 1780-1790-ies. Eighteenth-century legislation had imposed high demands on candidates aspiring to such key positions. In spite of this in times of huge expansion in the civil service as during the implementation of the provincial reforms of Catherine II local administrators had to rely on less qualified clerks. The author shows by the example of the Perm vicegerency (1781-1797) the strategies of manpower recruitment chosen to staff secretary posts at district level courts. The article outlines, that nearly all secretary vacancies could be officially filled owing to such promotion methods as accelerated career advancement and frequent reshuffle. Due to the lack of staff cases of malpractice were rarely pursued, and most delinquents, continued exercising their functions without hindrance. The fact that C.F. Moderach, Pavel I's newly appointed representative in the Central Urals, decided in 1797 to cut a third of the staff in civil service can be regarded as a clear indication for the government's disapproval with the low professional standards in local state institutions. This, however, was not considered a strong enough reason to dismiss the mentioned above recruitment methods of and initiate fundamental changes.     This review deals with the chapter about modern Russian Studies in Germany in the collective monograph "Izuchenie Rossii sovremennymi istorikami Zapada i Vostoka", recently published under the editorship of N. V. Trubnikova. Its authors, the Tomsk historians V. V. Ageeva and M. A. Shtanko, have set a promising goal for their research: to approach the German rossievedenie in their overview covering the period from 1975 until 2014 with theoretical-methodological criteria instead of the more common in such cases political ones. In order to realize this project, they proposed to divide modern German historiography into three periods, with the latter one which covers the years 2005-2014 being a no less important innovation. However, it fell short of the reader's expectations. Unfortunately, the chapter "Sovremennoe nemetskoe rossievedenie: spetsifika diskursa, tematicheskie polia i protsess institucionalizacii" is a mere compilation of superficially adapted facts, conclusions and ideas mostly taken from other works. V. V. Ageeva and M. A. Shtanko do not seem to have paid attention to the fact that some of the data they draw on have already lost its actuality. Statistical material serves largely to confirm their own postulates, and most references to German historians and their studies are inaccurate and misspelled, which does not enhance comprehension. Overall, the reader gets the impression that the authors were due to finish their work under some time pressure. This probably would explain why they chose "to take the easy way out" - in the end, the welcoming innovative theses expressed at the beginning of the chapter are abandoned, whereas outdated clichés - confirmed. © 2020 Saint Petersburg State University.
