    The ambivalent shadow of the pre-Wilsonian rise of international law

    The generation of American international lawyers who founded the American Society of International Law in 1906 and nurtured the soil for what has been retrospectively called a “moralistic legalistic approach to international relations” remains little studied. A survey of the rise of international legal literature in the U.S. from the mid-19th century to the eve of the Great War serves as a backdrop to the examination of the boosting effect on international law of the Spanish American War in 1898. An examination of the Insular Cases before the US Supreme Court is then accompanied by the analysis of a number of influential factors behind the pre-war rise of international law in the U.S. The work concludes with an examination of the rise of natural law doctrines in international law during the interwar period and the critiques addressed.by the realist founders of the field of “international relations” to the “moralistic legalistic approach to international relation

    Sterile neutrino production via active-sterile oscillations: the quantum Zeno effect

    We study several aspects of the kinetic approach to sterile neutrino production via active-sterile mixing. We obtain the neutrino propagator in the medium including self-energy corrections up to O(GF2)\mathcal{O}(G^2_F), from which we extract the dispersion relations and damping rates of the propagating modes. The dispersion relations are the usual ones in terms of the index of refraction in the medium, and the damping rates are Γ1(k)=Γaa(k)cos2θm(k);Γ2(k)=Γaa(k)sin2θm(k)\Gamma_1(k) = \Gamma_{aa}(k) \cos^2\theta_m(k); \Gamma_2(k) = \Gamma_{aa}(k) \sin^2\theta_m(k) where Γaa(k)GF2kT4\Gamma_{aa}(k)\propto G^2_F k T^4 is the active neutrino scattering rate and θm(k)\theta_m(k) is the mixing angle in the medium. We provide a generalization of the transition probability in the \emph{medium from expectation values in the density matrix}: Pas(t)=sin22θm4[eΓ1t+eΓ2t2e1/2(Γ1+Γ2)tcos(ΔEt)] P_{a\to s}(t) = \frac{\sin^22\theta_m}{4}[e^{-\Gamma_1t} + e^{-\Gamma_2 t}-2e^{-{1/2}(\Gamma_1+\Gamma_2)t} \cos\big(\Delta E t\big)] and study the conditions for its quantum Zeno suppression directly in real time. We find the general conditions for quantum Zeno suppression, which for mskeVm_s\sim \textrm{keV} sterile neutrinos with sin2θ103\sin2\theta \lesssim 10^{-3} \emph{may only be} fulfilled near an MSW resonance. We discuss the implications for sterile neutrino production and argue that in the early Universe the wide separation of relaxation scales far away from MSW resonances suggests the breakdown of the current kinetic approach.Comment: version to appear in JHE

    Laser-Induced Electron Diffraction of the Ultrafast Umbrella Motion in Ammonia

    Visualizing molecular transformations in real-time requires a structural retrieval method with Ångström spatial and femtosecond temporal atomic resolution. Imaging of hydrogen-containing molecules additionally requires an imaging method sensitive to the atomic positions of hydrogen nuclei, with most methods possessing relatively low sensitivity to hydrogen scattering. Laser-induced electron diffraction (LIED) is a table-top technique that can image ultrafast structural changes of gas-phase polyatomic molecules with sub-Ångström and femtosecond spatiotemporal resolution together with relatively high sensitivity to hydrogen scattering. Here, we image the umbrella motion of an isolated ammonia molecule (NH3) following its strong-field ionization. Upon ionization of a neutral ammonia molecule, the ammonia cation (NH3+) undergoes an ultrafast geometrical transformation from a pyramidal (φHNH = 107 °) to planar (φHNH = 120 °) structure in approximately 8 femtoseconds. Using LIED, we retrieve a near-planar (φHNH = 117 ± 5 °) field-dressed NH3+ molecular structure 7.8 - 9.8 femtoseconds after ionization. Our measured field-dressed NH3+ structure is in excellent agreement with our calculated equilibrium field-dressed structure using quantum chemical ab initio calculations

    Use of automated change detection and VGI sources for identifying and validating urban land use change

Land use and land cover (LULC) mapping is often undertaken by national mapping agencies, where these LULC products are used for different types of monitoring and reporting applications. Updating of LULC databases is often done on a multi-year cycle due to the high costs involved, so changes are only detected when mapping exercises are repeated. Consequently, the information on LULC can quickly become outdated and hence may be incorrect in some areas. In the current era of big data and Earth observation, change detection algorithms can be used to identify changes in urban areas, which can then be used to automatically update LULC databases on a more continuous basis. However, the change detection algorithm must be validated before the changes can be committed to authoritative databases such as those produced by national mapping agencies. This paper outlines a change detection algorithm for identifying construction sites, which represent ongoing changes in LU, developed in the framework of the LandSense project. We then use volunteered geographic information (VGI) captured through the use of mapathons from a range of different groups of contributors to validate these changes. In total, 105 contributors were involved in the mapathons, producing a total of 2778 observations. The 105 contributors were grouped according to six different user-profiles and were analyzed to understand the impact of the experience of the users on the accuracy assessment. Overall, the results show that the change detection algorithm is able to identify changes in residential land use to an adequate level of accuracy (85%) but changes in infrastructure and industrial sites had lower accuracies (57% and 75 %, respectively), requiring further improvements. In terms of user profiles, the experts in LULC from local authorities, researchers in LULC at the French national mapping agency (IGN), and first-year students with a basic knowledge of geographic information systems had the highest overall accuracies (86.2%, 93.2%, and 85.2%, respectively). Differences in how the users approach the task also emerged, e.g., local authorities used knowledge and context to try to identify types of change while those with no knowledge of LULC (i.e., normal citizens) were quicker to choose 'Unknown' when the visual interpretation of a class was more difficult

    Dynamics of oscillating scalar field in thermal environment

    There often appear coherently oscillating scalar fields in particle physics motivated cosmological scenarios, which may have rich phenomenological consequences. Scalar fields should somehow interact with background thermal bath in order to decay into radiation at an appropriate epoch, but introducing some couplings to the scalar field makes the dynamics complicated. We investigate in detail the dynamics of a coherently oscillating scalar field, which has renormalizable couplings to another field interacting with thermal background. The scalar field dynamics and its resultant abundance are significantly modified by taking account of following effects : (1) thermal correction to the effective potential, (2) dissipation effect on the scalar field in thermal bath, (3) non-perturbative particle production events and (4) formation of non-topological solitons. There appear many time scales depending on the scalar mass, amplitude, couplings and the background temperature, which make the efficiencies of these effects non-trivial.Comment: 45 pages, 6 figures; v2: several typos corrected; v3: minor corrections and references added; v4: minor corrections to reflect the published version; v5: minor correction

    A Home-Based Telerehabilitation Program for Patients with Stroke

    Background. Although rehabilitation therapy is commonly provided after stroke, many patients do not derive maximal benefit because of access, cost, and compliance. A telerehabilitation-based program may overcome these barriers. We designed, then evaluated a home-based telerehabilitation system in patients with chronic hemiparetic stroke. Methods. Patients were 3 to 24 months poststroke with stable arm motor deficits. Each received 28 days of telerehabilitation using a system delivered to their home. Each day consisted of 1 structured hour focused on individualized exercises and games, stroke education, and an hour of free play. Results. Enrollees (n = 12) had baseline Fugl-Meyer (FM) scores of 39 ± 12 (mean ± SD). Compliance was excellent: participants engaged in therapy on 329/336 (97.9%) assigned days. Arm repetitions across the 28 days averaged 24,607 ± 9934 per participant. Arm motor status showed significant gains (FM change 4.8 ± 3.8 points, P = .0015), with half of the participants exceeding the minimal clinically important difference. Although scores on tests of computer literacy declined with age (r = −0.92; P \u3c .0001), neither the motor gains nor the amount of system use varied with computer literacy. Daily stroke education via the telerehabilitation system was associated with a 39% increase in stroke prevention knowledge (P = .0007). Depression scores obtained in person correlated with scores obtained via the telerehabilitation system 16 days later (r = 0.88; P = .0001). In-person blood pressure values closely matched those obtained via this system (r = 0.99; P \u3c .0001). Conclusions. This home-based system was effective in providing telerehabilitation, education, and secondary stroke prevention to participants. Use of a computer-based interface offers many opportunities to monitor and improve the health of patients after stroke

    Stress-Induced Reinstatement of Drug Seeking: 20 Years of Progress

    In human addicts, drug relapse and craving are often provoked by stress. Since 1995, this clinical scenario has been studied using a rat model of stress-induced reinstatement of drug seeking. Here, we first discuss the generality of stress-induced reinstatement to different drugs of abuse, different stressors, and different behavioral procedures. We also discuss neuropharmacological mechanisms, and brain areas and circuits controlling stress-induced reinstatement of drug seeking. We conclude by discussing results from translational human laboratory studies and clinical trials that were inspired by results from rat studies on stress-induced reinstatement. Our main conclusions are (1) The phenomenon of stress-induced reinstatement, first shown with an intermittent footshock stressor in rats trained to self-administer heroin, generalizes to other abused drugs, including cocaine, methamphetamine, nicotine, and alcohol, and is also observed in the conditioned place preference model in rats and mice. This phenomenon, however, is stressor specific and not all stressors induce reinstatement of drug seeking. (2) Neuropharmacological studies indicate the involvement of corticotropin-releasing factor (CRF), noradrenaline, dopamine, glutamate, kappa/dynorphin, and several other peptide and neurotransmitter systems in stress-induced reinstatement. Neuropharmacology and circuitry studies indicate the involvement of CRF and noradrenaline transmission in bed nucleus of stria terminalis and central amygdala, and dopamine, CRF, kappa/dynorphin, and glutamate transmission in other components of the mesocorticolimbic dopamine system (ventral tegmental area, medial prefrontal cortex, orbitofrontal cortex, and nucleus accumbens). (3) Translational human laboratory studies and a recent clinical trial study show the efficacy of alpha-2 adrenoceptor agonists in decreasing stress-induced drug craving and stress-induced initial heroin lapse
