ExpandED Schools National Demonstration: Lessons for Scale and Sustainability
Can schools and community organizations come together to provide children with critical enrichment activities that enhance knowledge and expand horizons beyond core academics during the school day? This report by Policy Studies Associates, Inc., highlights some ways in which they might.The report investigates schools' use of the ExpandED Schools model, which seeks to use partnerships between public schools, community organizations and intermediary organizations to increase enrichment opportunities for children. In the model, regular school staffers focus largely on core academics, while a community-based organization offers enrichment activities during expanded school hours. A third, intermediary organization often coordinates and supports the effort.Researchers studied the use of this model in 10 schools in three cities—New York City, Baltimore and New Orleans—over four years. In this report, they identify the parts of the model that were easiest for the schools to implement, parts that proved more challenging and strategies schools used to overcome hurdles along the way.It finds that the partnerships were generally most successful in adding new activities to an expanded school day and were able to coordinate efforts between school staff and community organizations. Biographical NoteHorace “Hoddy” Hildreth was born on December 17, 1931, in Cambridge, Massachusetts, to Katherine Cable Wing and Horace A. Hildreth, Sr. His father attended Bowdoin College and Harvard Law School, was Maine state senator, and later served as Maine’s governor from 1942 to 1946. His mother, Katherine Hildreth, was from the Midwest and attended Vassar College. Hoddy was graduated from Bowdoin College with a major in English and was a classmate of George Mitchell. He earned his law degree at Columbia and then returned to Maine to practice law at Pierce Atwood, where he did lobbying for paper companies. He was elected to the state Senate in 1966 and worked on creating environmental and conservation laws. He ran unsuccessfully for Congress in 1968, then started his own law practice and began an environmental lobby in Augusta. He practiced law until 1979, when he became executive director for his father’s company, Diversified Communications. Although mostly retired from the company, he continues an active involvement with conservation issues. At the time of this interview, he was on the boards for the Conservation Law Foundation and the Maine League of Conservation Voters.

Accomplishments of the NASA Johnson Space Center portion of the soil moisture project in fiscal year 1981
The NASA/JSC ground scatterometer system was used in a row structure and row direction effects experiment to understand these effects on radar remote sensing of soil moisture. Also, a modification of the scatterometer system was begun and is continuing, to allow cross-polarization experiments to be conducted in fiscal years 1982 and 1983. Preprocessing of the 1978 agricultural soil moisture experiment (ASME) data was completed. Preparations for analysis of the ASME data is fiscal year 1982 were completed. A radar image simulation procedure developed by the University of Kansas is being improved. Profile soil moisture model outputs were compared quantitatively for the same soil and climate conditions. A new model was developed and tested to predict the soil moisture characteristic (water tension versus volumetric soil moisture content) from particle-size distribution and bulk density data. Relationships between surface-zone soil moisture, surface flux, and subsurface moisture conditions are being studied as well as the ways in which measured soil moisture (as obtained from remote sensing) can be used for agricultural applications
