    Is the State still in International Relations Theorising?

    From 1945 to date, the state has been at the centre of debates in IR theorizing. While the anti-statist theorists had contested and are still contesting its centrality in IR theorizing, the unrepentant state-centric theorists even in the era of technological globalization still consider it, the fulcrum of IR. This paper in a discursive cum historical fashion, drawn mainly from secondary source, examined the nature of the debates in order to decipher its limit or limitlessness in comtemporary IR theorising. The paper, after a careful diagnosis of the concept of the state as well as undergoing the genealogical survey of state centrism in IR theorising, concludes that the state though is still the primary actor in IR but the empirical realities of the post WWII World have confirmed that it is no longer, what it used to be.     Electrocardiographic parameters in West African Dwarf and Red Sokoto (Maradi) goats

    The aim of this study was to establish normal electrocardiographic (ECG) values for standard lead II in West African Dwarf goats (WAD) and Red Sokoto Goats (RS). Electrocardiographic study of 11 healthy WAD and 11 RS goats 10 months to 2 years of age was carried out with EDAN 10 Veterinary Electrocardiographic equipment. Record from Lead II showed the heart rate varied from 87 to 175 beats/min with a mean of 149.55 ± 51.13 beats/min for RS goats; and 142-272 with a mean of 171.5 ± 39.7 for WAD goats. The difference was significant between the heart rate of the two goat breeds (P<0.05). The P wave appeared prolonged and of multifocal atria rhythm. The mean P wave was 0.11 ± 0.24 in WAD goats and 0.11 ± .059 in RS goats. The mean QRS complex was 0.065 ± 0.21 sec in WAD goats and 0.059 ± 0.35 in RS goats. The QT was prolonged in the breeds, with appearance of U wave in some. The prolonged QT interval suggested prolonged ventricular repolarization which may be as a result of the deeply penetrating Purkinje system in ruminants that gave rise to explosive spread of waves in many directions from ventricular endocardium to epicardium.Keywords: Electrocardiogram, Heart rate, Noninvasive, RS goats, WAD goat

    Jonathan’s Constitutional Conference in Nigeria: A reflection and a radical critique

    The process of bringing forth a constitution is as crucial and important as the constitution itself. However, while this ideal has been institutionalized in many liberal democracies, it is yet to be fully embraced in many illiberal countries. In Nigeria, the focus of this discourse, the process of constitution-making is as old as the country itself but such processes had always followed the same pattern: elite engineered, paternalistically-driven and above all, devoid of citizens’ imprints via a referendum. It is against this backdrop that this article, in a retrospective and analytical manner, examines and offers a democratic critique ofNigeria’s most recent attempt at Nigeria’s constitutional engineering, the Jonathan’s Constitutional Conference (JCC) of 2014. It observes that President Jonathan-initiated Constitutional Conference mimicked the paternalistic character of the previous attempts at constitution-making and as such the process is not markedly different from the old. It submits that as long as the state elites, acting on behalf of the hegemonic faction of the dominant class, continue to see constitution-making as their exclusive reserve and are always willing to defend even a bad constitution, the search for a people’s constitution would continue.Keywords: constitution, Nigerian state, referendum, hegemony, paternalism, Goodluck Jonatha

    Development of a support mechanism for the use of motorized oil palm fruit bunch cutter

    In this study a support mechanism (SP) for a palm fruit bunch harvester was designed, fabricated and tested on a plantation. This was with a view to adapting the cutter for harvesting tall oil palm trees in Nigeria. The design concept for the support mechanism was conceived as a mast pyramid which simulates an adjustable ladder pivoted on wheels comprising three segments, namely: the wheels which facilitate easy movement within the plantation; the lower segment, which comprises the stands and the upper segment which comprises the chamber (equipped with a platform) in which the operator (the climber) stands. The support mechanism was tested in comparison with the existing rope-and-knife (RK) method. The harvesting parameters used are time to climb up the palm (TU); time to cut (TC); time to come down from the palm (TD); number of bunches harvested (NB) and total time of harvest (T). A regression analysis was carried out on the data collected using Statistical Analysis Software (SAS) package. The result shows that using the support mechanism for the motorized bunch cutter was easier than rope and knife (RK). The average time of harvest T, TU, TD, and TC per tree, for the SP and RK are 190 s and 391 s; 21 s and 152 s; 21 s and 103 s; and 147 s and 134 s, respectively. The total time of harvest for RK is over 100% more than the time of harvest for SP. The time of harvest per hectare for SP and RK are approximately 9 h/ha and 20 h/ha, respectively. The comparison of SP and RK shows that there is a significant difference in TU, TD, NB, T, but there was no difference in TC, (p < 0.05). The study concluded that the support mechanism shows promise in enhancing the use of the motorized bunch cutter for tall palms and hence should be adopted

    Comparative evaluation of the performance of motorized and pole and Knife oil palm fruit bunch harvester

    In this study the performance of a motorized palm fruit bunch harvester (MBH) was evaluated in comparison with the bamboo-pole-and-knife harvester (BPK). The MBH was first tested on Nigerian plantations for the palm trees it could reach. The average time taken to harvest a bunch and the time taken per hectare of plantation were determined. The best orientation and the cutting angle for the harvester were also determined. The exact height which the harvester could reach was also determined on the plantations. The harvester was later used in comparison with (BPK) method on palms of moderate height and the average time of harvest per bunch, field capacity, as well as cost of operation was determined for the two methods. Time study (TS) of the two methods was also carried out.The result showed that MBH could harvest between the height of 2.5 m and 4.5 m of palm conveniently. The average time of harvest per tree and speed of harvest for MBH and BPK were 98.86 s and 66 bunches/h; and 166.93 s and 40 bunches/h, respectively. This shows that time of harvest for motorized harvester is over 60% lower, and the speed of harvest is over 50% higher than bamboo pole and knife. The time of harvest per hectare for both MBH and BPK are approximately 4 h/ha and 7 h/ha, respectively. The rate of fuel consumption was estimated to be 1.03 L/h. Moreover, the cost of operation for MBH and BPK was estimated to be ₩ 10,223.46 and ₩ 16,950 per hectare, respectively. The cost of operation using the BPK is over 60 per cent more than that of the MBH. Statistical analysis of the effect of time of harvest on methods indicated that the effect was significant (p < 0.05).     Diameter distribution of Nauclea diderrichii (D Wild) Merr. Plantations in a restricted tropical rainforest of Nigeria

    Distribution of tree diameter in a specific stand provides basic information for forest management. Little attention is given to the use of probability distribution functions in characterising the stem diameters of most Nigeria indigenous species. This study used Three-parameters lognormal and Weibull probability distribution functions in characterising the diameter of Nauclea diderrichii plantations within a restricted tropical rainforest of Nigeria for sustainable management. Thirty temporary sample plots of dimensions 20 m × 20 m were randomly laid in three age strata (42, 43 and 46 years). Stem diameters of all living Nauclea diderrichii trees with diameter at breast height ≄10.0 cm in all the sampled plots were enumerated. The performance and suitability result revealed that lognormal distribution gave superior description of the stem diameter for the Nauclea diderrichii species in the study area, with least values of Bias (0.00001), Mean absolute error (0.1214), Mean square error (0.7421), Kolmogorov-Smirnov (0.02781) and Anderson Darling (0.49562) statistics. Hence, three-parameter lognormal using maximum likelihood method was recommended for distributing stem diameter of Nauclea diderrichii in the study area.Keywords: Indigenous species; Lognormal; Maximum likelihood; Probability distribution function; Weibul

    The ameliorative effects of Moringa oleifera leaf extract on cardiovascular functions and osmotic fragility of wistar rats exposed to petrol vapour

    The present study was aimed at evaluating the ameliorating effects of Moringa oleifera extract compared to captopril and candesartan cilexetil on cardiovascular functions and osmotic fragility of rats exposed to petrol vapour. Twenty five adult male Wistar rats (130g-200g) were randomly grouped to five with five rats in a group. Group 1 (control) was not exposed to petrol fume. Groups 2 (petrol only), was exposed to petrol fume only. Groups 3, 4 and 5 were pretreated with Moringa oleifera extract (40mg/kg), captopril (25 mg/kg) and candesartan (16mg/kg), respectively before exposure to petrol vapour, 10 minutes every day for eight weeks. All groups were given feed and water ad-libitum. Petrol vapour was generated by using human compressor nebulizer adopted for rats and connected to fume chamber where the rats were kept. The pretreatment were administered by oral cannula. At the end of the exposure, 0.2ml of blood samples obtained from individual rat in each group were suspended in separate sets of Phosphate buffer saline (PBS) solution of decreasing concentrations. Erythrocyte osmotic fragility (EOF) was determined by spectrophotometer. Electrocardiography was done using EDAN 10. There was significant increase (p<0.05) in EOF of the rats exposed to petrol vapour only. However, Moringa oleifera, captopril and candesartan cilexetil significantly ameliorated this effect. There was no significant difference in the amelioration of Moringa oleifera and candesartan cilexetil. There was absence of p-wave and significant increase in heart rate observed in the electrocardiogram of petrol only group, this was significantly restored in the Moringa oleifera, captopril and the candesartan cilexetil group. The results showed that exposure to petrol vapour elevated EOF, resulted in atria arrhythmia and increased heart rate. These effects were ameliorated by pretreatment with Moringa oleifera, captopril and candesartan cilexetil. The amelioration in Moringa oleifera was comparable with that of candesartan cilexetil suggesting that Moringa oleifera may be an Angiotensin II receptor blocker.Keywords: Candesartan cilexetil, Captopril, Moringa oleifera, Osmotic fragility, Petrol vapou

    This article, adopting descriptive, historical and analytical methods of inquiry and using the post-authoritarian Nigeria as research backdrop, examines the contours and terrains of democratization processes, in Africa, under condition of pervasive corruption. It observes that democratic institutions, in Nigeria since the termination of the authoritarian order in 1999, have performed abysmally in checking the incidences of corruption contrary to the expectations in the donor community, based on the experiences of the advanced democracies, that democracy and its appurtenances once launched, could reduced the incidence of corruption. It notes and argues that this state of affairs is not unconnected to a non-autonomous and a prebendal state, which offers almost limitless opportunities for official corruption to thrive.   Este artigo, adotando mĂ©todos descritivos, histĂłricos e analĂ­ticos de investigação e utilizando a NigĂ©ria pĂłs-autoritĂĄria como pano de fundo da investigação, examina os contornos e terrenos dos processos de democratização na África, sob condiçÔes de corrupção generalizada. Observa-se que as instituiçÔes democrĂĄticas na NigĂ©ria, desde a cessação da ordem autoritĂĄria em 1999, tĂȘm tido um desempenho abismal na verificação dos casos de corrupção, contrariamente Ă s expectativas da comunidade de doadores, com base nas experiĂȘncias das democracias avançadas, de que a democracia e os seus apetrechos, uma vez lançados, poderiam reduzir a incidĂȘncia da corrupção.
