Lidar measurements of slant visual range

When converting the lidar equation relative to the extinction coefficient and, correspondingly, the visual range, the instability of the solution at the increase of the optical density of the sounding path is encountered. The search for a stable solution has resulted in the appearance of a set of inversion algorithms differing mainly in the manner of assigning the a priori information on the profile sought. A stable algorithm of inversion is suggested and a comparative analysis and experimental verification of some methods of processing the signals at sounding the optically dense atmospheric formations are given

What fundamental indicators should be used to measure the change in the historic urban landscape approach?

Historic Urban Landscape (HUL) identifies an urban area due to its cultural and natural values and the qualities of its historical plane. Within this context, this article aims to determine and categorize these values used in the HUL approach as indicators. The research question focuses on finding specific indicators used in the HUL approach to measuring change beyond considering natural and cultural heritage values in the landscape context. These indicators in 228 peer-reviewed publications implementing the HUL from 2008 to 2021 are assessed. The six-step inclusive and exclusive theoretical framework is established as a method in this article to detect the inadequate implementations of HUL in case studies. The initial finding of this article is that the adequacy of using the HUL approach in publications is questionable as the implementation of the HUL approach processes was incomplete or misunderstood in most of them. Only 29 articles of the 228 publications implemented the HUL approach in its entirety. The other finding is that when the change measurement indicators in the HUL approach are examined, it is evident that natural indicators were the least used group compared to cultural and identity indicators. Each cultural, natural, and identity indicator group should be utilized evenly to implement the HUL approach adequately. Spontaneous rotating vortex rings in a parametrically driven polariton fluid

We present the theoretical prediction of spontaneous rotating vortex rings in a parametrically driven quantum fluid of polaritons -- coherent superpositions of coupled quantum well excitons and microcavity photons. These rings arise not only in the absence of any rotating drive, but also in the absence of a trapping potential, in a model known to map quantitatively to experiments. We begin by proposing a novel parametric pumping scheme for polaritons, with circular symmetry and radial currents, and characterize the resulting nonequilibrium condensate. We show that the system is unstable to spontaneous breaking of circular symmetry via a modulational instability, following which a vortex ring with large net angular momentum emerges, rotating in one of two topologically distinct states. Such rings are robust and carry distinctive experimental signatures, and so they could find applications in the new generation of polaritonic devices.Comment: 6 pages, 4 figure

Dynamics of individual Brownian rods in a microchannel flow

We study the orientational dynamics of heavy silica microrods flowing through a microfluidic channel. Comparing experiments and Brownian dynamics simulations we identify different particle orbits, in particular in-plane tumbling behavior, which cannot be explained by classical Jeffery theory, and we relate this behavior to the rotational diffusion of the rods. By constructing the full, three-dimensional, orientation distribution, we describe the rod trajectories and quantify the persistence of Jeffery orbits using temporal correlation functions of the Jeffery constant. We find that our colloidal rods lose memory of their initial configuration in about a second, corresponding to half a Jeffery period.Comment: 5 pages, 4 figure

У статті досліджуються процеси гармонізації національного транспортного законодавства з правовими нормами Європейського Союзу, виконання зобов’язань України перед європейською спільнотою, що зумовлюють нагальну необхідність реформування нормативно-правової бази української автотранспортної галузі.Розглянуто особливості правового регулювання окремих елементів транспортної галузі, зокрема щодо спільних правил допуску до ринку автотранспортних послуг. У цьому зв’язку особлива увага приділена аналізу положень Закону України «Про Загальнодержавну програму адаптації законодавства України до законодавства Європейського Союзу», Угоди про асоціацію між Україною та Європейським Союзом, а також відповідних регламентів Європейського Союзу.Розкрито порядок встановлення вимог до підприємств, залучених до діяльності оператора автомобільних перевезень. Значне місце відведено висвітленню питанню лібералізації автомобільних транспортних перевезень.The article examines the harmonization of national transport legislation with the legal norms of the European Union, Ukraine’s commitments to the European community, causing an urgent need to reform the regulatory framework Ukrainian road transport industry.The peculiarities of legal regulation of individual elements of the transport sector, in particular concerning common rules for access to the market of transport services. In this regard, special attention is paid to the analysis of the Law of Ukraine «On the State Program of Adaptation of Ukraine to the European Union», the Association Agreement between Ukraine and the European Union and the relevant regulations of the European Union. Reveals the order in which the following requirements for companies involved in the activities of road transport operator. Considerable attention is paid to the coverage of liberalization road transport.

Реформування державного управління автомобільними перевезеннями в Україні в 1990 – 2000 рр.

This article explores the main features of Governance reforming of road transport in Ukraine in the years of 1990-2000. Peculiarities of legal regulation of state control authorities in Ukraine are analyzed. The basis of the analysis at different stages of development of Ukrainian society assigned studying: system monitoring bodies, their forms and methods of operation; mechanisms for coordination and cooperation in such control in road transport. Reveals the order of system of state control in the operation of road transport in Ukraine since the early days of independence ads. Analysis of the structural and functional basis of implementation of the state policy in the field of road transport indicates that all branches of government at all levels related to governance and control.Developing legislation of Ukraine on state control in road transport was considered in the context of a system of legislation in this industry sector. Models of management of the automobile industry sector have been constantly changing throughout the period of its formation by creating, reorganizing or eliminating state control bodies. The events of the early 90's, the change of the state system and the final transition to a market economy led to the consolidation of the vector on the decentralization of road transport management.The acceleration of social and economic development, the growth of social production on the basis of its intensification, increase of the efficiency of the use of resources is impossible without a reliable transport of the economy and the population of the country. The constant growth of road transport contributes to improving road conditions, technical improvement of vehicle structures, the wide introduction of modern methods of management and control of road traffic.However, it should be noted that the absence of a single integrated system approach to the management of the industry of road transport in the long run will lead to a crisis situation and failure to fully comply with the relevant obligations of Ukraine as a European state..У статті досліджуються основні особливості реформування державного управління автомобільними перевезеннями в Україні у 1990­-2000­х рр. Проаналізовано особ­ливості правового регулювання здійснення державного контролю органами влади в Україні. В основу аналізу на різних етапах розвитку українського суспільства покладено вивчення: системи контрольних органів, їх форм і методів діяльності; механізмів координації та взаємодії у сфері такого контролю на автомобільному транспорті загального користування. Розкрито порядок становлення системи органів державного контролю у сфері функціонування автомобільного транспорту в Україні з перших днів оголошення незалежності. Аналіз структурно­функціональних основ упровадження державної політики у сфері автомобільного транспорту свідчить про те, що всі гілки влади на всіх її рівнях мають відношення до державного управління та контролю. Опыт государственного управления автомобильными перевозками в УССР

У статті досліджуються основні аспекти державного управління автомобільнимиперевезеннями в СРСР, зокрема в Українській РСР. Завдяки вдосконаленню виконанняавтомобільних перевезень забезпечувались ефективне виробництво й обіг продукціїпромисловості та сільського господарства, задовольнялись потреби народногогосподарства та населення.Проаналізовано особливості правового регулювання здійснення державногоконтролю. В основу аналізу на різних етапах розвитку українського суспільства покладеновивчення системи управління автомобільними перевезеннями, форм і методівдіяльності органів регулювання, механізмів координації та взаємодії у сфері такогоконтролю на автомобільному транспорті загального користування.Розкрито порядок становлення системи державного управління органами контролюу сфері функціонування автомобільного транспорту в Україні, що пройшов тривалийшлях становлення. Врахування цих процесів, подій, безумовно, впливало йнадалі впливатиме на подальший розвиток економіки держави.The article deals with the basic aspects of public administration of road transportationin the Soviet Union, particularly in the Ukrainian SSR. Turbulent boundary layer with strong favorable pressure gradient and curvature effects: Streamline coordinate and scaling analysis

Direct numerical simulation (DNS) of a turbulent boundary layer over the Gaussian (Boeing) bump is performed. This boundary layer exhibits a series of adverse and favorable pressure gradients and convex and concave curvature effects before separating. These effects on turbulent boundary layers are characterized and compared to a lower Reynolds number flow over the same geometry. The momentum budgets are analyzed in the streamline-aligned coordinate system upstream of the separation region. These momentum budgets allow the simplification of equations to facilitate an integral analysis. Integral analysis-based scalings for Reynolds stresses in the inner and outer regions of the boundary layer are also formulated. These proposed scalings exhibit a better collapse of Reynolds stress profiles compared to friction velocity scaling and Zagarola-Smits scaling in the strong favorable pressure gradient region and in the mild adverse pressure region that precedes it in this flow
