    Government ownership of banks, institutions and financial development

    Using a suitably modified locational model of banking, we examine the influence of institutions, such as deposit contract enforcement, in explaining the share of previous termgovernmentnext term owned previous termbanksnext term in the banking system. We present cross-country evidence suggesting that institutional factors are relatively more important determinants of the share of state previous termbanksnext term than political or historical ones. We argue that rather than privatizing or subsidizing state previous termbanks governmentsnext term in developing countries should build institutions that foster the development of private banking

    Is government ownership of banks really harmful to growth?

    We show that previous results suggesting that government ownership of banks has a negative effect on economic growth are not robust to adding more 'fundamental' determinants of economic growth, such as institutions. We also present regression results from a more recent period (1995-2007) which suggest that, if anything, government ownership of banks has been associated with higher long run growth rates, even after controlling for institutions and other variables suggested by the growth literature. Drawing on the current global financial crisis, we provide a conceptual framework which explains why under certain circumstances government owned banks could have a greater effect on economic growth than privately-owned banks

    One approach for solving optimization problems with apriori estimates of approximation of admissible set

    Properties and construction principles of a satisfactory approximation for the set of admissible solutions to a constrained optimization problem are studied. The replacement of the initial admissible set by its satisfactory approximation in the course of solution makes it possible to construct finite algorithms for the methods of interior and exterior points (the penalty function method, or the method of centers) with a stopping criterion ensuring a given accuracy of the obtained solution. Necessary and sufficient conditions for constructing outer and inner satisfactory approximations of the admissible set are obtained. A feasible procedure for specifying a set being a satisfactory approximation of the admissible set is described, which can be used for constructing algorithms ensuring the achievement of a given accuracy in a finite number of iterations. © 2013 Pleiades Publishing, Ltd

    Exterior point methods with adaptation of admissible set approximation for constrained optimization problems

This approach is applicable to the suquential unconstrained minimization methods, but can be adapted to other optimization methods. At each iteration of the algorithm, designed on this approach, the admissible set of the problem is replaced by its approximation. As a result of the adaptation parameters of approximation in finitely many iterations used approximation becomes satisfactory that guarantees the given accuracy of solution for the initial optimization problem

    An efficient strategy for the development of tourism at regional level

    Tourism promotes the development of small and medium-sized business, an increase in employment and self-employment, and allows smoothing the disproportions of territorial development. The objective of this work is to study the modern state of the tourism industry and to reveal the strategical development trends of tourism in the regions of the Southern Federal District (SFD). The statistical data of Rosstat (Federal Service of State Statistics), Federal Agency for Tourism, the database of the EMISS (Unified Interdepartmental Statistical Information System) and other open sources of information were used as the sources of secondary information. The practical part of the research is based upon the application of the author’s method of estimation of the current state of the tourism industry in the regions that presupposes the calculation of the complex index of tourism development in the region. The results of the performed research allowed classifying the regions according to the level of tourism development and determining the strategies of competitiveness improvement of the regional touristic products on its base.peer-reviewe

    Outplacement–An employment safety tool but not for everyone. The relationship between job insecurity, new job opportunities and outplacement implementation

    This article explores outplacement models typical for understanding the roles of job insecurity and the subjective perception of opportunities to find a new job. This study aims to validate the following hypothesis: people who are covered by outplacement systems in a workplace usually feel that they have both a good opportunity to find a job and have low job insecurity. Outplacement was defined according to a matrix of job insecurity and the possibility of finding a job. This comparative study is the first one that investigates the differences in outplacement and was carried out taking into account job insecurity and job opportunities. The Job Opportunity Index was almost the same in Russia and Poland but the Job Insecurity Index in Poland was higher than in Russia. 51% of Russian bankers and 29% of Polish bankers indicated that they could count on outplacement services to help them. The hypothesis was not confirmed in Poland as it was in Russia. The hypothesis of this study is supported by empirical research carried out on a sample of 2324 bank employees in Poland and in the Russian Federation.     Structural Alterations of Monocytes in Systemic Lupus Erythematosus

    © 2017, Springer Science+Business Media, LLC. Systemic lupus erythematosus (SLE) is an autoimmune disease in which the immune system mistakenly attacks multiple organs and tissues of the body. To elucidate the involvement of blood cells in the pathogenesis of SLE, we used transmission electron microscopy to study ultrastructure of monocytes isolated from the blood of SLE patients. We found that in the SLE patients, a substantial fraction of monocytes had abnormal morphology that corresponded to the structural signs of either necrosis or apoptosis. The number of altered monocytes in the SLE patients was significantly higher than in healthy subjects and related directly with the level of anti-dsDNA autoantibodies in the blood. Our results suggest that monocytes are involved in the pathogenesis of SLE and undergo adverse necrotic and/or apoptotic changes, likely induced by autoantibodies

    INFLUENCE OF INTRAOPERATIVE PREVENTION OF EPIDURAL FIBROSIS ON DYNAMICS OF ERECTILE DYSFUNCTION IN PATIENTS WITH SURGERY FOR A HERNIATED DISC AT THE LUMBOSACRAL REGION OF SPINE

    Purpose: To study post erectile dysfunction (ED) in the dynamics of the patients operated on various ways for a herniated disc of the lumbar-sacral region of spine.Materials and methods: 34 male patients were operated. All the patients before and after surgery were evaluated the severity of pain, the degree of erectile dysfunction, neurological outcome. The patients were divided into 2 groups: microdiskectomy without curettage cavity disk with prevention of epidural fibrosis by fat with injections of Depo-Medroli - group I, microdiskectomy without curettage cavity disk group - II.Results: Erectile dysfunction in patients with disc herniation of the lumbosacral region of spine in our study occurred in 57.7% of cases. In 38.2% of patients was revealed moderate and severe ED.Summary: Results of surgical treatment in the first group of patients were some what better than those of the second. This is associated with a lower incidence in the first group of recurrence of disc herniation and scar-adhesions epiduritis in the postoperative period

    The article analyzes the nature, content, and variety of procedures that are used by authorized subjects (organizations and government agencies) for the purposes of financial monitoring as a form of financial control of banking operations in the Russian Federation. The author proposes a classification of financial monitoring procedures based on analysis of the national banking legislation and secondary legal acts issued by the Central Bank of the Russian Federation. A definition of the notion of legal techniques used for financial monitoring of the banking system in Russia is also presented. The paper argues in favor of comprehensive financial monitoring, as well as combined control and informational nature of procedures used for the financial monitoring of banking operations in Russia.Проанализированы природа, содержание и виды процедур, применяемых уполномоченными субъектами (организациями, органами власти) с целью финансового мониторинга как разновидности финансового контроля банковской деятельности на территории Российской Федерации. На основе анализа банковского законодательства Российской Федерации и подзаконных нормативных правовых актов Центрального банка РФ предложена классификация процедур финансового мониторинга банковской деятельности в России. Сформулировано определение понятия юридической техники финансового мониторинга в банковской системе. Обоснован комплексный характер, сочетание контрольной и информационной природы в процедурах финансового мониторинга банковской деятельности в России
