The health sector in Iraq had faced enormous challenges. The health care system suffered a catastrophic deterioration under the former regime. The 1991 Gulf war incurred Iraqā€™s major infrastructures huge damages; includes health centers, clinics, hospitals, etc. The United Nations economic sanctions aggravated the deterioration process. The level of health care in Iraq has dropped markedly as the government budget allocated to the Ministry of Health (MOH) had decreased from 450millionin1970toabout 450 million in 1970 to about 250 million in 1985 then the annual total health budget for the ministry, a decade after the sanctions had fallen to $ 22 million which is barely 5% of what it was in the 1970s. On the other hand, the conflict of 2003 destroyed an estimated 12 percent of hospitals. Moreover, the war at 2014 held on ISIS-led to almost total destruction in most hospitals in the Central and Northern provinces. All this requires a quick strategy to advance the health sector and create a sustainable health sector. The researchers in this study will demonstrate, what are the pros and cons of Public-Private Partnership (PPP) contracts, how can be used in the Iraqi health sector, the main causes of dependence the MOH to using the PPP contracts in the all existing and the unfinished hospitals

The rapid enhanced in the fields of the computers that leads to rapid breaking for ciphering algorithms and for these reasons most of ciphering algorithm tried to used multidigit for ciphering texts or images. Using the multidigit will increase the safety of information and protected it from supercomputer from breaking the ciphering algorithms. The current information systems employ operations on finite fields of various structures (for example, cryptographic systems). In this instance, it's common to have to deal with enormous numbers (128 bits or more). The proposed operation of discovering the remainder of the division of multidigit numbers will considerably improve the speed of such systems if implemented

    Get PDF
The irrigation systems modernization is a part of water resources management improvement process which requires a decision support system, the core of such system is an automated procedure for simulating the relevant processes governing the system. Simulation models have been used in two phases in this research for two specified areas within Maysan and Wasit provinces in Iraq with an area of 480Ɨ250 meters for each province, which have been taken as a case study to redesign and replace the existing open channel network with the new sprinkler irrigation system. The first phase is to find a crop water requirement and irrigation requirements for maize, wheat and barley using CROPWAT 8.0 simulation model, while the second phase includes the irrigation network design using EPANET 2.0 simulation model to perform extended period simulation of hydraulic behavior within pressurized pipe networks, in addition to, the SPAW model which have been used to evaluate soil characteristics. This study has revealed that the designed sprinkler system capacity is 113m3/hr with 5.04 mm/hr precipitation rate. The designed sprinkler system can be used to irrigate different crop types including maize, barley and wheat. Since, the sprinkler system has been designed to meet the maize irrigation water requirements which is the heights requiring water consumer crop the during the summer season, then it has the ability to meet the different winter cereals irrigation requirements. The designed system can be used in the different regions of Iraq generally and southern regions, especially because it has been designed to suit the soil that characterized by moderate, slow infiltration rates in addition to suit areas of relatively high wind speed which affecting the water distribution uniformity and slow infiltration rates of soils

Equivalent Modulus of Asphalt Concrete Layers

    Get PDF
A flexible pavement structure usually comprises more than one asphalt layer, with varying thicknesses and properties, in order to carry the traffic smoothly and safely. It is easy to characterize each asphalt layer with different tests to give a full description of that layer; however, the performance of the whole; asphalt structure needs to be properly understood. Typically, pavement analysis is carried out using multi-layer linear elastic assumptions, via equations and computer programs such as KENPAVE, BISAR, etc. These types of analysis give the response parameters including stress, strain, and deflection at any point under the wheel load. This paper aims to estimate the equivalent Resilient Modulus (MR) of the asphalt concrete layers within a pavement structure by using their individual MR values. To achieve this aim, eight samples were cored from Iraqi Expressway no. 1; they had three layers of asphalt and were tested to obtain the MR of each core by using the uniaxial repeated loading test at 25 and 40 Ā°C. The samples were then cut to separate each layer individually and tested for MR at the same testing temperatures; thus, a total of 60 resilient modulus tests were conducted. A new approach was introduced to estimate the equivalent MR as a function of the MR value for each layer. The results matched the values obtained by KENPAVE analysis
