    Not what, but who: Controlled choice in gifted education programs in the United States

    Gifted education’s most pressing problem, according to its critics, is a lack of racial, cultural, and socioeconomic diversity. This lack of diversity can be attributed to the fractured nature of gifted education’s historical development, and the also fractured development of its very independent and numerous stakeholders. By the 20th century, these factors caused an overreaching regulatory structure to be practically infeasible. This policy proposal attempts to push back against historical precedent and begin a process of implementing overarching guidelines for gifted education programs in the United States based on a Controlled Choice model of admissions for gifted and talented pro-grams that receive federal funding. The new federal Special Task Force on Equity in Excellence will be tasked with enforcing and overseeing this policy change

    Optimal sizing of C-type passive filters under non-sinusoidal conditions

    In the literature, much attention has been focused on power system harmonics. One of its important effects is degradation of the load power factor. In this article, a C-type filter is used for reducing harmonic distortion, improving system performance, and compensating reactive power in order to improve the load power factor while taking into account economic considerations. Optimal sizing of the C-type filter parameters based on maximization of the load power factor as an objective function is determined. The total installation cost of the C-type filter and that of the conventional shunt (single-tuned) passive filter are comparatively evaluated. Background voltage and load current harmonics are taken into account. Recommendations defined in IEEE standards 519-1992 and 18-2002 are taken as the main constraints in this study. The presented design is tested using four numerical cases taken from previous publications, and the proposed filter results are compared with those of other published techniques. The results validate that the performance of the C-type passive filter as a low-pass filter is acceptable, especially in the case of lower short-circuit capacity systems. The C-type filter may achieve the same power factor with a lower total installation cost than a single-tuned passive filter

Officials frequently violate freedom of thought, conscience and belief and other interlinked human rights, violating the government\u27s legally-binding international human rights commitments. These restrictions on human rights are part of the regime\u27s intentional systemic policy to control every aspect of society. This is why followers of all religions and beliefs—with no exceptions—face freedom of religion or belief violations

    Modernity and capitalism: Conceptual retrieval and comparative-historical analyses

    The terms modernity and capitalism remain in widespread use to characterize contemporary societies, but the distinction between them is much less antagonistic in current social theory than it used to be when a theory of 'modern society' was opposed to the theory of 'late capitalism'. Rather than seeing societies either on an evolutionary trajectory realizing the functionally efficient institutionalization of freedom or as determined by increasing contradictions due to the logics of capital and to class struggle, a key task of social theory today is to reconceptualize modernity and capitalism in such a way that the dynamics of historical transformations and the varieties of current socio-political constellations can be more adequately understood. This article contributes to addressing this task, introducing a special issue of the European Journal of Social Theory devoted to 'modernity and capitalism'. This introduction elaborates a concept of modernity focused on the interpretative self-understanding of societies and a concept of capitalism as a historically specific response to the question of satisfying human material needs. On this conceptual basis, a historical-comparative perspective is taken to analyze transformations in the self-understandings of societies and the institutional changes in organizing the economy related to the former, placing the comparative analysis of societies in the global context of transformations of modernity and capitalism

    Investigation of a Protein Complex Network

    The budding yeast {\it Saccharomyces cerevisiae} is the first eukaryote whose genome has been completely sequenced. It is also the first eukaryotic cell whose proteome (the set of all proteins) and interactome (the network of all mutual interactions between proteins) has been analyzed. In this paper we study the structure of the yeast protein complex network in which weighted edges between complexes represent the number of shared proteins. It is found that the network of protein complexes is a small world network with scale free behavior for many of its distributions. However we find that there are no strong correlations between the weights and degrees of neighboring complexes. To reveal non-random features of the network we also compare it with a null model in which the complexes randomly select their proteins. Finally we propose a simple evolutionary model based on duplication and divergence of proteins.Comment: 19 pages, 9 figures, 1 table, to appear in Euro. Phys. J.
