Unlike a "legal vacuum" which refers to the absence of any legal constraint, the concept of political vacuum clarifies the situation where political institutions overlook discursive contestation and obscure citizens' political practices. This article argues that the institutional representation of abortion laws in South Korea, portraying the current situation as a legal vacuum, has insulated judicial review from more democratic aspects of political processes such as civic participation and social movements. The "juricentric" interpretation of judicial review treats the judiciary, in this case the Constitutional Court, as an extra-political institution. In the context of the abortion law debate, this line of interpretation shaped how the debate has been institutionally represented, excluding or even distorting discourses expressed outside formal institutions. This article suggests, instead, a "holistic" interpretation of judicial review, to capture the existence of a political vacuum. This interpretation actively situates judicial review within the political process, and argues for an institutional arrangement which guarantees citizens the authorship of political decisions. Furthermore, it expands the concept of civic participation to include not only constitutional debates but also world-building practices. Taking into consideration citizens' actual participation in the abortion debate in South Korea, it is crucial to recognize how the citizens have synthesized their claims on fundamental rights and freedom with a new political imagination because it shows the relationship of equality among members of the political community regarding social reproduction.μ 1 μ₯ μλ‘ 1

The questionnaire survey was done toward entire volunteer managers working at volunteer centers all across the country at which the most volunteer managers working, last 267 sheets were used at analyzing tools. Data were analyzed with SPSS 15.0 and AMOS to investigate the reliability and validity of the competency scale, correlation analysis, exploratory factor analysis, confirmatory factor analysis.
As result of factor analysis, the reliability and validity of the competency scale included five factor(volunteer management competency, work planning competency, volunteer supervision competency, education and leadership competency to activating volunteer, and volunteer program development competency) was established

The study data were collected from 255 Social Workers in Daegu metropolitan areas.
As a statistical method, structural equation model with Amos 18.0 and sobel test were employed. The study results showed that source of Role ambiguity affect directly turnover intention, Role ambiguity and work load influenced burnout, Burnout influenced turnover intention, and Burnout mediated Job-Related Tension between turnover intention.
It is suggested that scales more suitable for social work settings in Korean be developed

This study was conducted with a total of 255 Social Workers in Daegu metropolitan areas. Based upon the results of factor analysis, the Korean version of Job Related Tension Index is considered a three-factor(Responsibility/Authority, Work overload and Job performance) measure. The Cronbachβs alphas for Internal consistency reliablity were .839 and the result of Confirmatory Factor Analysis was .87(TLI), .92(CFI), .07(RMSEA).
