This thesis is on the relationship between the policy of the equality of educational opportunity and the policy of career education by the Democratic Party of Japan. The essentials of this thesis follow as. (1) The policy of the opportunity on the higher education by the Democratic Party of Japan emphasizes the self-responsibility of the students about the attendance of school. (2) In the policy of career education by the Democratic Party of Japan, the youth's not-getting-jobs is caused not by the system of employment, but their experiences or idleness. And in the policy, the students don't learn the rights of laborer. (3) From the above-mentioned thing, the policy of the opportunity on the higher education by the Democratic Party of Japan has the paradox of the right to higher education and the self-responsibility on getting the opportunity on it
