Assessment of economic dynamism in the regions of Lithuania
Competiveness of regions is one of the most important policies formulating regional policy. The new focus on the specific features of the region and its competiveness encourages using the regional policy measures reflective of broader conception of the rural countryside. The new rural policy targeting and monitoring needs for typologies taking into account the diversity of rural regions. While creating region typologies for policy goals, it was essential to find new criteria and indicators for the measurement of the rural region’s economic potential. The economic dynamism becomes an important indicator of the region’s economic potential proposed by OECD organisation. This paper examines methodology to build a typology of economic dynamism for rural regions of Lithuania relevant for rural policy purposes. The research results shows that suggested typology based on economic dynamism, which is measured by the number of employed in all population aged 15–64, at this period is not suitable methodological tool for classification of rural regions in Lithuania
Economic Assessment of Regional Uniqueness in the Context of European Integration Processes
Disertacijoje vertinamos regiono unikalių išteklių panaudojimo galimybės regiono ekonominei socialinei raidai gerinti, įgyvendinant Europos Sąjungos regioninę politiką. Pagrindinis tyrimo objektas yra regioninės politikos sprendimų rengimo ir pagrindimo procesai, reikalaujantys adekvataus regionų unikalumo vertinimo, tame tarpe siekiant efektyviai panaudoti unikalius išteklius regiono socialinei ekonominei raidai. Pagrindinis disertacijos tikslas – sukurti teorinę koncepciją, skirtą kompleksiniams regionų unikalumo ekonominiams vertinimams bei parengti regionų unikalumo ekonominio vertinimo instrumentarijų, panaudotiną regioninės politikos sprendimams. Sukurto instrumentarijaus taikymo sritis – Europos Sąjungos ir nacionalinės regioninės politikos įgyvendinimas.
Darbe sprendžiami pagrindiniai uždaviniai: regionų unikalumo ekonominio vertinimo svarbos išryškinimas bei teorinės koncepcijos parengimas, skirtos regionų unikalumo ekonominiam vertinimui. Pirmas uždavinys suformuotas, atsižvelgiant į regionų unikalumo panaudojimo galimybes ekonominės politikos sprendimams. Antras uždavinys suformuotas, atsižvelgiant į kylančius poreikius taikyti regionų unikalumo ekonominio vertinimo metodiką.
Disertaciją sudaro įvadas, trys skyriai, rezultatų apibendrinimas, naudotos literatūros, autoriaus publikacijų disertacijos tema sąrašas ir penki priedai.
Įvadiniame skyriuje aptariama tiriamoji problema, darbo aktualumas, tyrimų objektas, formuluojamas darbo tikslas bei uždaviniai, tyrimų metodologija, darbo mokslinis naujumas, rezultatų praktinė reikšmė, ginamieji teiginiai.
Pirmame skyriuje atlikta šiuolaikinių ekonomikos ir kitų socialinių mokslų teorijų, tinkamų taikyti regionų vertinimui, koncepcijų analizė. Skyriuje pateikta pagrįsta galimybė panaudoti šias teorijas regionų unikalumo ekonominiams vertinimams bei teorinė koncepcija. Antrame skyriuje pateikta regionų unikalumo ekonominio vertinimo metodologija ir metodikos. Trečiame skyriuje pristatomi empirinio tyrimo rezultatai, skirti Europos Sąjungos regioninės politikos įgyvendinimo praktikos ir Lietuvos regionų unikalumo ekonominiam vertinimui, pateikiamos sukurtos teorinės koncepcijos taikymo galimybės bei tolimesnių ekonominių tyrimų kryptys.
Disertacijos tema paskelbti 6 straipsniai: penki – recenzuojamuose mokslo žurnaluose, vienas – recenzuojamoje tarptautinės konferencijos medžiagoje. Disertacijos tema perskaityti 4 pranešimai Lietuvos bei 1 kitų šalių konferencijose
Regionų unikalumo vertinimas: teoriniai sprendimai
Straipsnyje pristatomi ekonomikos teorijų taikymo galimybių regionų unikalumui vertinti rezultatai. Regionų unikalumo vertinimas dėl šiuo metu vykstančių ekonominių ir socialinių pokyčių tampa būtina sąlyga regionų gerovei užtikrinti ir jų ekonominiams pranašumams didinti, kad būtų galima panaudoti regiono turimus kultūrinius, gamtinius, žmogiškuosius ir kitus išteklius. Tai svarbi tarptautinės ir nacionalinės ekonomikos plėtros dalis. Siekiant kurti regionų gerovę, nebepakanka vertinti regionų konkurencingumo ir jo potencialo, būtina atsižvelgti į naujas galimas bendradarbiavimo formas, naujus sėkmės veiksnius, ieškant unikalių regiono savybių ir skatinant ekonominius regiono pranašumus. Kadangi regionų unikalumas vertinamas ekonominiu aspektu, vertinimo metodikai konstruoti būtina įvertinti ekonomikos teorijų taikymo ir naudojimo galimybes. Iš visų ekonomikos teorijų buvo atrinktos klasikinės, ekonominio augimo ir inovacijų ekonominės plėtros teorijos. Tyrimo rezultatai atskleidė, kad ekonomikos teorijos regionų unikalumo vertinimo metodikai konstruoti gali būti taikomos siekiant identifikuoti regionų grupes pagal numatytą tikslą, t. y. siekiant didinti regiono specializaciją, parinkti priemones, didinančias regiono pajamas arba siekti kurti regioną kaip žinių centrą
The Principles of Agribusiness Social Responsibility From Farmer’s Point of View: Lithuanian Case
The phenomena of corporate social responsibility (CSR) had been widely discussed from different scientific and practical perspectives worldwide for almost a century. In its initial phase, the main focus was the demand for social responsibilities from businesses in general. Recently, all sectors and all spheres of human activity consider the importance and use of social responsibility, including agribusiness. This study aims to elucidate the importance of the principles of agribusiness social responsibility from a farmer’s point of view. The guiding question of the research is whether a farmer’s gender, next to the other background characteristics (age, generation, education, etc.), is among the factors that shape the way farmers understand the importance of the principles of agribusiness social responsibility. The research results, based on representative survey data of Lithuanian farmers (N=1108), propose that gender might be considered among the factors that shape farmers’ understanding of the principles of agribusiness social responsibility and this makes a promising background for further research
Service-driven farming: keeping quality of life for ageing rural community
Early retirement from farming was proposed by many of the EU measures. The age structure in the EU currently demands a shift from such an outdated approach, and to focus on the highly-valued experiences of elderly people, which should be utilized by involving them in social and economic activities. Among the key challenges for rural development policy aiming to increase the quality of life of elderly, next to the traditional help and support measures, is the involvement of the elder generation in economic and social life. Therefore, the new EU agricultural policy measures should ensure that funding and institutional incentives support extending the working and active social life of the elderly farmers. One of the possible ways to change such an approach deals with servitization. The literature on servitization in manufacturing has been growing rapidly in the last decades, but only a few studies demonstrate how to apply a service-driven business model in agriculture. This paper aims to demonstrate a creative way to use a service-driven business model in farming and, at the same time, the ability of servitization projects to influence the vitality of rural communities by generating economic, social, and cultural effects. A case study on an innovative servitization initiative in rural areas of Lithuania "Rent a piece of garden" is used as a theory generating approach, which considers the needs of the elderly rural generation. Vyriausybės institucijų ir ūkininkų bendradarbiavimas biodujų gamyboje: subalansuota kaimo tvarumo plėtra
Throughout the last half a century, rural development policy has experienced many transformations in the name of industrialization, including the mechanization of work process in agriculture, the installation of irrigation and amelioration systems, the electrification of farms, the application of chemical production technologies, increased productivity, and a myriad of other developments. Present questions of balanced sustainability and the minimization of negative impacts with regard to quality of life are taking leading positions in agricultural policy debates. The results of previously implemented agribusiness support measures are beginning to signal a disastrous future for ongoing agricultural policy, which has over accelerated rural development and thus caused significant changes in rural landscapes and the lives of rural residents. Therefore, future agriculture requires new models and innovative decisions, as well as good political will in the field.The main aim of this paper is to propose future directions for collaboration between government and agribusinesses using an innovative circular bio-economy economy approach for attaining the balanced development of rural sustainability. Qualitative data were collected in summer and autumn of 2018 using semi-structured interviews in Lithuanian livestock farms and government institutions. These are the key players in biogas production, as from one side they act as biogas producers (livestock farms) and from the other act as actual decision-makers (government institutions). The results of the research demonstrate that future agribusiness is highly dependent on the role taken by government in accelerating prospective innovations, even though they happen in a field of activity that is supported by public funds. Collaborative political decisions made to support the circular bio-economy economy approach in biogas production might be helpful for the future development of livestock agribusiness that is less polluting and of more benefit to society. It is suggested to broaden the use of the circular bio-economy economy approach in fostering the balanced development of rural sustainability in the European Union’s Common Agricultural Policy after 2020

after 2020.Kaimo vystymo politika praėjusio amžiaus antroje pusėje patyrė daugybę transformacijų
dėl vykusių industrializacijos procesų, apimančių darbo žemės ūkyje mechanizavimą,
melioracijos ir drėkinimo sistemų įrengimą, elektrifikaciją, cheminių gamybos
technologijų, didinančių produktyvumą, vystymą ir kita. Tačiau pastaruoju metu subalansuotos
kaimo plėtros, nukreiptos į žalingo poveikio aplinkai mažinimą ir gyvenimo
kokybės gerinimą, klausimai užima pirmaujančias pozicijas kaimo politikos mokslinėse
diskusijose. Anksčiau įgyvendintų agroverslo rėmimo priemonių rezultatai pastaruoju
metu atskleidžia pražūtingą vykdomos žemės ūkio politikos ateitį. Pernelyg spartinus
kaimo plėtrą remiantis produktyvizmo filosofija, kaime ėmė ryškėti akivaizdūs neigiami
pokyčiai, kurių ryškiausi – destruktyvus kraštovaizdžio kitimas ir gyvenimo kokybės
blogėjimas. Todėl ateities žemės ūkio ir kaimo plėtros politikai būtini nauji modeliai ir
novatoriški sprendimai.
Pagrindinis šio straipsnio tikslas – pasiūlyti subalansuotą kaimo tvarumą užtikrinančius
modelius naudojant bendradarbiaujančio agroverslo žiedinėje ekonomikoje
koncepcinę prieigą. Kokybiniai tyrimo rezultatai, iliustruojantys siūlomus bendradarbiavimo
modelius biodujų srityje, surinkti 2018 m. vasarą ir rudenį naudojant pusiau
struktūrizuotus interviu. Sprendimų priėmimo pusę biodujų gamybos srityje Lietuvoje
reprezentuoja informantai, atstovaujantys susijusias ministerijas (Lietuvos Respublikos
Žemės ūkio, Aplinkos apsaugos ir Energetikos), o praktinių įgyvendintojų pusę reprezentuoja
kiaulių augintojų ūkiai.
Tyrimo rezultatai suponuoja, kad žemės ūkio ir kaimo ateitis ženkliai priklauso nuo
vyriausybės priimamų sprendimų pobūdžio. Bendradarbiaujant kartu su ūkininkais priimami
inovacijų diegimo sprendimai ženkliai paspartintų jų vystymąsi tose srityse, kurios
kritiškai svarbios užtikrinant gyvenimo kokybę kaime, ypač, kai šie sprendimai remiami
iš viešųjų lėšų. Bendradarbiaujant priimami politiniai sprendimai įveiklinant žiedinės
ekonomikos principus biodujų gamybos srityje gali būti naudingi kuriant mažiau taršius,
bendruomenei draugiškus ir tokiu būdu gyvenimo kokybę kaime ilguoju laikotarpiu užtikrinančius
gyvulininkystės ūkius. Todėl siūloma plėsti žiedinės ekonomikos principų
taikymo spektrą formuojant žemės ūkio ir kaimo politikos sprendimus subalansuotam ir
tvariam kaimo vystymui Europos Sąjungoje po 2020-ųjų
