    EU Environmental Policy and Competitiveness

    Protection of the environment was not a specific importance to the Community although the Treaty of Rome expressly specified that "health, safety, environmental protection" shall be based on "a high level of protection". In deciding upon a framework for a European environmental policy, the Community was also responding to increased public awareness of the problem and concerns about the state of the natural and man-made environment. During the past years, competitiveness concerns have dominated the EU policy debate, in the course of which a growing consensus is being developed on the importance of eco-innovations and resource efficiency for EU competitiveness and on the market opportunities they offer. There is increasing evidence that environmental policy and eco-innovations can promote economic growth, as well as maintain and create jobs, contributing both to competitiveness and employment. Environmental constraints to rapid economic growth are increasingly recognized by countries, leading to a rising awareness of the need for sustainable development.     BIG MOBILITY DATA ANALYTICS FOR TRAFFIC MONITORING AND CONTROL

    With the overpopulation of large cities, the problems with citizensā€™ mobility, transport inefficiency, traffic congestions and environmental pollution caused by the heavy traffic require advanced ITS solutions to be overcome. Recent advances and wide proliferation of mobile and Internet of Things (IoT) devices, carried by people, built in vehicles and integrated in a road infrastructure, enable collection of large scale data related to mobility and traffic in smart cities, still with a limited use in real world applications. In this paper, we propose the traffic monitoring, control and adaptation platform, named TrafficSense, based on Big Mobility Data processing and analytics. It provides a continuous monitoring of a traffic situation and detection of important traffic parameters, conditions and events, such as travel times along the street segments and traffic congestions in real time. Upon detecting a traffic congestion on an intersection, the TrafficSense application leverages the feedback control loop mechanism to provide a traffic adaptation based on the dynamic configuration of traffic lights duration in order to increase the traffic flows in critical directions at the intersections. We tested and evaluated the developed application on the distributed cloud computing infrastructure. By varying the streaming workload and the cluster parameters we show the feasibility and applicability of our approach and the platform

    Galactic membership of BL Her type variable stars

    As the RR Lyrae stars evolve on the Hertzsprung-Russell diagram they are believed to become short period Type II Cepheids, known as BL Her type (with a pulsation period from 11 to 3āˆ’83-8 days). Assuming that their mass is around 0.5āˆ’0.6MāŠ™0.5 - 0.6 {\rm M}_{\odot}, and that they are low metallicity objects, they were thought to belong to the halo of the Milky Way. We investigated seven Galactic short period Type II Cepheids (BL Her, SW Tau, V553 Cen, DQ And, BD Cas, V383 Cyg, and KT Com) in order to establish their membership within the Galactic structure using the kinematic approach.     Performance indicators for monitoring Safety Management Systems in chemical industry

    The development of the Safety Management System (SMS) in chemical industry appears as one of the important requirements introduced by the EU 'Seveso II' Directive on the control of major-accident hazards. This paper aims to provide a contribution regarding the SMS structure and the definition of the tools for assessing the effectiveness of this system by means of safety performance indicators. The performance indicators are linked to a reference values or policy targets, illustrating how far the SMS is from the desired level. We developed a system of performance indicators for SMS in chemical industry by using the concept of environmental performance indicators defined in standard ISO 14031. A set of three types of safety system performance indicators was proposed: management performance indicators, operational performance indicators and safety status indicators. These indicators represent the most important factors in the linkage between a possible cause of an accident and its effects
