The New Institutionalism(s): A Framework for the Study of Public Policy in Post-conflict and Post-communist Countries
Institutional design for democracy and its functioning in post-communist contexts have been a favourite topic in much of the literature on politics in the past two decades. However, many studies have failed to pay adequate attention to and account for the effects of past legacies and institutions, as well as values and beliefs, many of which have crept, even if disguised, into emerging democratic systems. These processes, as argued in this article, are believed to be best explained by conjoint utilisation of historical and sociological strains of the new institutionalist approach to institutional and policy analysis. In that respect, this article outlines the debate on theoretical approaches within the public policy field and implications from the literature on new institutionalism for the study of much contested concepts of institutions and policy. The reviewed framework enables comprehension and explanation of political action embodied in specific institutional and policy design, its origins, functioning and reproduction as encountered in post-conflict and post-communist states

Resonant Frequency and Phase Noise of Nanoelectromechanical Oscillators Based on Two-dimensional Crystal Resonators
This study presents a theoretical analysis of one of the most promising nanoelectromechanical (NEMS) components ā a NEMS oscillator. The analyzed oscillator contains a stretched circular plate, fabricated of two-dimensional crystals (graphene, bBN, MoS2 etc.), as a resonator. The calculation of resonant frequency based on the classical continuum theory of plates and membranes is presented, and then the phase noise theory of the oscillators using a circular plate as a frequency determining element. We assume that thermal and 1/f noise are present in the oscillator circuit. A satisfactory agreement is obtained between our calculations and recent experimental literature data for graphene
Fluctuations of the number of adsorbed molecules due to adsorption-desorption processes coupled with mass transfer and surface diffusion in bio/chemical MEMS sensors
A comprehensive theoretical model of the fluctuations of the number of adsorbed molecules in MEMS bio/chemical sensors is presented for the first time; the model takes into account the processes of mass transfer, adsorption and desorption, and surface diffusion of adsorbed molecules. The numerical calculations performed using the derived theory show that the influence of surface diffusion on the fluctuations spectrum is significant and that it also depends on the species of adsorbed molecules.\ud

Clinical efficacy of sublingual allergen specific immunotherapy in children with allergic rhinitis and astma
Godine 1993. Evropsko udruženje alergologa i kliniÄkih imunologa prepoznalo je sublingvalni put primene alrege- na kao āobeÄavajuÄiā u procesu desenzibilizacije na aler- gene. Nekoliko godina kasnije Svetska zdravstvena
organi- zacija (SZO) preporuÄuje ovaj vid terapije kao āalternativuā injekcionom putu primene alergena kod adultnih pacije- nata. Prva metaanaliza pokazuje
efikasnost sublingvalne alergen-specifiÄne imunoterapije (SLIT) kod pacijenata sa alergijskim rinitisom, dok je jedna druga studija potvrdila da SLIT može uspeÅ”no da prevenira razvoj astme kod dece i odraslih sa alergijskim
rinitisom. Predmet naÅ”eg istraživanja je bio utvrÄivanje kliniÄke efikasnosti sublingvalne alergen specifiÄne imunoterapije kod dece sa alergijskim rinitisom i astmom. NaÅ”a studija je dizajnirana po tipu kliniÄke opservacione
studije (sluÄaj kontrola). Studija je po svom tipu retrospektivno prospektivna. Istaživanje je zapoÄeto 2010. godine i joÅ” uvek je u toku. Studija je sprovedena u
DeÄijoj bolnici za pluÄne bolesti i tuberkulozu KBC dr DragiÅ”a MiÅ”oviÄu Beogradu. Protokol istraživanja je odobren od strane EtiÄkog komiteta DeÄije
bolnice za pluÄne bolesti i tuberkuolozu KBC dr DragiÅ”a MiÅ”viÄ u Beogradu. U studiji je uÄestvovalo 59 dece (3o devojÄica i 29 deÄaka) sa postavljenom dijagnozom
alergijske astme, od toga broja 34 dece (20 devojÄica i 14 deÄaka) je primalo standardu farmakoterapiju i SLIT, dok je 25 dece (10 devojiÄica i 15 deÄaka)
primalo samo standardnu farmakoterapiju. Rezultati naŔeg istraživanja su pokazali da su pacijenti koji su podvrgnuti standardnoj farmakoterapiji i SLIT imali su poboljŔanje (smanjenj simptom i lek skora, pobonjŔanje spirometrijskih
parametara, manje vrednosti koncentracije azot-monoksida u izdahnutom vazduhu) u odnosu na grupu pacijenta koji su primali samo standardnu farmakoterapiju.
Pacijenti na SLIT su imali i znaÄajno bolji kvalitet života mereno kroz stepen podnoÅ”enja fiziÄke aktivnosti u odnosu na kontrolnu grupu. Broj neželjenih reakcija u grupi na SLIT-u je bio u skladu sa oÄekivanjima. SLIT ima posebno
mesto u deÄjem uzrastu kada su plasticitet i sposobnost modulacije imunskog sistema maksimalni i kada je opravdano oÄekivati znaÄajan preventivni efekat
