The Land and Maritime Delimitation of the Court of The Hague in the Affairs of Costa Rica v. Nicaragua, in Light of Their Proposals (February 2, 2018)

Costa Rica and Nicaragua, that rarely reach direct agreements, had not delimited the maritime areas in the Caribbean Sea and the Pacific Ocean, nor the land boundary in the northern part of Isla Portillos.  Thus, Costa Rica first initiated an action in the International Court of Justice in 2014 regarding the maritime issue, and later, in 2017, requested the definition of the land boundary of that area in Isla Portillos and that it be noted that Nicaragua had set up a new military camp on its beach.This text – in view of the parties’ proposals - will analyze the recent judgment of the Court in the joined procedures, studying the proceedings followed, the relevant geography and history, the theses of the Parties and the reasoning of the Court.LA RECIENTE DELIMITACIÓN TERRESTRE Y MARÍTIMA DE LA CORTE DE LA HAYA (2 DE FEBRERO DE 2018) EN LOS ASUNTOS DE COSTA RICA CONTRA NICARAGUA A LA LUZ DE SUS PLANTEAMIENTOS Costa Rica y Nicaragua, que difícilmente llegan a arreglos directos, no habían delimitado los espacios marítimos en el mar Caribe y en el océano Pacífico, como tampoco el límite de tierra en la parte norte de Isla Portillos. Topology of the space of conormal distributions

Given a closed manifold $M$ and a closed regular submanifold $L$, consider the corresponding locally convex space $I=I(M,L)$ of conormal distributions, with its natural topology, and the strong dual $I'=I'(M,L)=I(M,L;\Omega)'$ of the space of conormal densities. It is shown that $I$ is a barreled, ultrabornological, webbed, Montel, acyclic LF-space, and $I'$ is a complete Montel space, which is a projective limit of bornological barreled spaces. In the case of codimension one, similar properties and additional descriptions are proved for the subspace $K\subset I$ of conormal distributions supported in $L$ and for its strong dual $K'$. We construct a locally convex Hausdoff space $J$ and a continuous linear map $I\to J$ such that the sequence $0\to K\to I\to J\to 0$ as well as the transpose sequence $0\to J'\to I'\to K'\to 0$ are short exact sequences in the category of continuous linear maps between locally convex spaces. Finally, it is shown that $I\cap I'=C^\infty(M)$ in the space of distributions. In another publication, these results are applied to prove a Lefschetz trace formula for a simple foliated flow $\phi=\{\phi^t\}$ on a compact foliated manifold $(M,F)$. It describes a Lefschetz distribution $L_{\text{\rm dis}}(\phi)$ defined by the induced action $\phi^*=\{\phi^{t\,*}\}$ on the reduced cohomologies $\bar H^\bullet I(F)$ and $\bar H^\bullet I'(F)$ of the complexes of leafwise currents that are conormal and dual-conormal at the leaves preserved by $\phi$.Comment: 55 pages, index of notatio

A Trace Formula for Foliated Flows (working paper)

The talk, based on work in progress, will be about our progress to show a trace formula for foliated flows on foliated spaces, which has been conjectured by V. Guillemin, and later by C. Deninger with more generality. It describes certain Leftchetz distribution of the foliated flow, acting on some version of the leafwise cohomology, in terms of local data at the closed orbits and fixed points

Zeta invariants of Morse forms

Given a closed real 1-form $\eta$ on a closed Riemannian manifold $(M,g)$, let $d_z$, $\delta_z$ and $\Delta_z$ be the induced Witten's type perturbations of the de~Rham derivative and coderivative and the Laplacian on differential forms on $M$, parametrized by $z\in\mathbb C$, and let $\zeta(s,z)$ be the zeta function of $s\in\mathbb C$ given by $\zeta(s,z)=\operatorname{Tr}^s({\eta\wedge}\,\delta_z\Delta_z^{-s})$ when $\Re s\gg0$. For a class of Morse forms $\eta$, we prove that $\zeta(s,z)$ is smooth at $s=1$ for $|\Re z|\gg0$, and the zeta invariant $\zeta(1,z)$ converges to some $\mathbf z\in\mathbb R$ as $\Re z\to+\infty$, uniformly on $\Im z$. We describe $\mathbf z$ in terms of the instantons of an auxiliary Smale gradient-like vector field $X$ and the Mathai-Quillen current on $TM$ defined by $g$. Any real cohomology class has a representative $\eta$ satisfying the needed hypothesis. If $n$ is even, we can prescribe any real value for $\mathbf z$ by perturbing $g$, $\eta$ and $X$; moreover, we can also achieve the same limit as $\Re z\to-\infty$. This is used to define and describe certain tempered distributions induced by $g$ and $\eta$. These distributions appear in another publication as the contributions from the compact leaves preserved by the flow in a trace formula for simple foliated flows on closed foliated manifolds, which gives a solution to a problem proposed by C.~Deninger.Comment: 69 pages, 1 figur

Viabilidad de implantar OHSAS 18001 en una PYME

La base del proyecto será la aplicación del estándar de seguridad y salud en el trabajo OHSAS 18001:2007 en una PYME que su actividad económica son las instalaciones de climatización y de gas en SH y SV de uso particular. Para este objetivo, el autor ha consultado una amplia bibliografía en términos de seguridad y salud en el trabajo además de basarse el proyecto en gran medida en los estándares OHSAS 18001:2007 y OHSAS 18002:2008. Por otro lado se ha colaborado tanto con el personal de la empresa como con la organización externa del servicio de prevención dado que así requiere los estándares para llevar a cabo una adecuada gestión, de manera que se tome conciencia por todas las partes. El autor ha creído conveniente hacer un estudio de los frentes que necesitaba abordar de manera óptima para la conclusión del proyecto con carácter objetivo y veraz. Consecuentemente, el proyecto se ha dividido en tres apartados cuyo contenido está claramente dividido por la metodología de su investigación: PARTE PRIMERA: Recopilación de datos. Estudio de los estándares de Seguridad y Salud en el Trabajo OHSAS 18001:2008, OHSAS 18002:2007 además de las directrices relativas a los sistemas de gestión ILO-OSH 2001 de la Oficina Internacional del Trabajo junto a documentación de interés específico del sector empresarial, como núcleo para la elaboración de la guía elaborada por el autor del proyecto que a continuación aplicará en la PYME mencionada. Véase la guía realizada en el Anexo A (no incluida por derechos de autor) PARTE SEGUNDA: Aplicación del sistema de gestión de SST. Se ha solicitado permiso de colaboración por parte de DREAMS CLIMA S.L., para la aplicación conceptual, por motivos prácticos de tiempo, del sistema de gestión de SST en la organización con el compromiso por parte del autor de hacerle entrega del resultado final para estudiar posteriormente la aplicación total de dicho sistema de gestión. Con el fin de profundizar en las costumbres y vicios de la empresa, se ha requerido la presencia del autor del proyecto en la empresa durante toda la aplicación del sistema de gestión además de colaborar en primera mano con la organización externa que actualmente trabaja para el servicio de planificación de prevención de riesgos laborales y de la Salud. PARTE TERCERA: Extracto de conclusiones. A raíz del estudio y aplicación del sistema de gestión de SST se analizarán los aspectos, reacciones, aptitudes y conflictos obtenidos a lo que se registrará para observar posteriormente los puntos de interés

The Eleven-Dimensional Five-Brane

We consider the action, in arbitrary curved background, of the eleven-dimensional five-brane to second order in the curvature of the worldvolume tensor field. We show that this action gives upon double dimensional reduction the action of the Dirichlet four-brane up to the same order. ESCALA DE PREDICCION DE BLOQUEO NEUROAXIAL DIFÍCIL COMO PREDICTOR DE ACCESO DIFÍCIL DURANTE LA TÉCNICA DE BLOQUEO.

Dentro de la anestesia regional, el bloqueo peridural ha sido una técnica usada frecuentemente para muchos procedimientos dentro del quirófano, tanto por su accesibilidad como por su eficacia y adecuada analgesia y anestesia durante el procedimiento quirúrgico. Se han realizado diferentes estudios para determinar los diferentes rubros que pueden ocasionar dificultad al momento de realizar la técnica de bloqueo, con lo que se han desarrollado diferentes escalas. Aunque ninguna en población mexicana. En este trabajo, se desarrollo una escala para poder generar un puntaje que pueda predecir un posible escenario de un bloqueo difícil y con esto prevenir posibles complicaciones o modificar previamente la técnica a utilizar. Se requieren hacer estudios más extensos en población mexicana. Dentro del estudio se encontró que el uso de esta escala de predicción de bloqueo difícil, ayudará a predecir un acceso difícil durante la técnica de bloqueo.UAEM, el autor

Low Power Phase-Encoded MAC Accelerator for Smart Sensors with VCO-based ADCs

Proceeding of: 2020 IEEE 63rd International Midwest Symposium on Circuits and Systems (MWSCAS): August 9-12, 2020, Springfield, MA, USA: on-line proceedings.A new phase-encoded MAC cell is proposed for low power smart sensing applications. If digitization of the raw data is made through voltage-controlled-oscillators based analog-to-digital converters (VCO-based ADCs), we may take the unsampled frequency-encoded output signal and connect it to the first layer of a neural network. Then that layer could be implemented with phase-encoded MAC accelerators, leading to an energy-efficient solution. The MAC cell does not only make the accumulation/subtraction and multiplication operation, but also the non-linear function which supposes a great advantage with respect to other equivalent cells. A circuit example is proposed in a 65-nm CMOS process and transient simulations prove the feasibility of the approach.Publicad
