    The Chinese Meaning of Just War and Its Impact on the Foreign Policy of the People’s Republic of China

    The image of China’s peaceful rise, which the Chinese government is keen to enforce in the world, stands in contrast to the view of China’s ascent as a threat. China’s economic and military growth is perceived as a potential threat to the (East) Asian security structure and as a challenge to the preponderance of the United States. Even though the PRC is more active in international and regional organizations—and better integrated in the international community—than ever before, the ambiguity of China’s true political intentions is still dominant. The focus of this analysis is the Chinese tradition of Just War and its benefits for an enhanced understanding of contemporary Chinese foreign policy. The tradition of Just War has rarely been studied, but the search for an understanding of Just War in Chinese traditional thinking can, nevertheless, assist in the analysis of China’s current foreign policy. Whether China’s foreign policy is benign or malignant or whether China dominates Asia is, therefore, “profoundly uncertain.” With regard to foreign policy analysis, the differentiation between the regional and the international levels might help to transcend the predominant understanding of Chinese foreign policy in international relations theory.China’s foreign policy, Just War theory, Confucianism, harmonious world

    Während die USA ihre Verteidigungsausgaben reduzieren, investiert China seit über zehn Jahren mit zweistelligen Zuwachsraten in die Modernisierung der Volksbefreiungsarmee (VBA). Die chinesische Flottenrüstung fordert die amerikanische Militärmacht in einem zentralen Punkt heraus: Dient die Flottenrüstung als Instrument einer maritimen Strategie Chinas, um die USA aus dem Westpazifik zu verdrängen? Die chinesische Flottenrüstung und weiter wachsende militärische Fähigkeiten der VBA werden amerikanische Bewegungen im Raum einschränken, aber keine exklusive Einflusszone Chinas im Westpazifik entstehen lassen. Realistisch ist eine Pattsituation, in der die US-Flotte nicht mehr unangefochten die Kontrolle über das Ost- und Südchinesische Meer ausüben kann, während Chinas Flotte zunehmend regionale Machtprojektion betreibt. Das bedeutet, dass beide Rivalen im asiatisch-pazifischen Raum zu einer Machtbalance gelangen müssen. In einem kooperativen Szenario könnte sich China zu einem „verantwortungsvollen Treuhänder“ globaler Güter entwickeln.     The Road Ahead for Chinese SOEs

    Many Chinese State Owned Enterprises are facing problems of over-capacity and inefficient productivity. These problems have contributed to the slowdown of Chinese economic growth. Some people believe that this is the time for SOEs to improve their productivity and financial system in order to be more efficient to support future Chinese economic growth. However, the central government has decided to not reform the current SOE system and continue funding SOEs in order to let them play an important role in the Belt and Road Initiative. Many people think that this is a way to vindicate SOEs, or to excuse the current domestic economic problems that SOEs created in China. The first chapter identifies possible reasons for the recent downturn in China’s economic growth and explores its relationship to the SOE system. Chapter 2 reviews the role that China’s SOEs play in the Belt and Road Initiative, whether or not they are capable of maintaining their current form in this role, and what kind of difficult challenges they might face in this project. The SOEs’ potential for success or failure in this initiative is predicted. Chapter 3 concludes whether or not SOEs’ participation in the Belt and Road Initiative is worth the cost to the future of Chinese economy

    In an era marked by great power competition, this thesis explores Pakistan’s evolving security challenges amid the clatter of strategic challenges encapsulated in the U.S. Indo-Pacific strategy and China’s ambitious “China Dream.” These competing paradigms and contestations at the system level in Asia have a cascading effect at the regional level in South Asia affecting regional strategic stability.Specifically, the thesis underscores the repercussions of the burgeoning Indo-U.S. strategic partnership intended to position India as a counterweight to China. As India’s strategic and military capabilities grow, they exacerbate Pakistan’s security dilemma, deepen the India-Pakistan rivalry, and harden India’s stance in resolving territorial disputes with its neighbors. This thesis analyzes the implications of these shifting global and regional landscapes, proposes strategic pathways for Pakistan to mitigate its security dilemma, and recommends balancing its relations with the United States and China to redress its internal and external security challenges and revitalize its national economy.Approved for public release.
