Include medical ethics in the Research Excellence Framework
The Research Excellence Framework of the Higher Education
Funding Council for England is taking place in 2013, its three
key elements being outputs (65% of the profile), impact (20%),
and “quality of the research environment” (15%). Impact will
be assessed using case studies that “may include any social,
economic or cultural impact or benefit beyond academia that
has taken place during the assessment period.”1
Medical ethics in the UK still does not have its own cognate
assessment panel—for example, bioethics or applied
ethics—unlike in, for example, Australia. Several researchers
in medical ethics have reported to the Institute of Medical Ethics
that during the internal preliminary stage of the Research
Excellence Framework several medical schools have decided
to include only research that entails empirical data gathering.
Thus, conceptual papers and ethical analysis will be excluded.
The arbitrary exclusion of reasoned discussion of medical ethics
issues as a proper subject for medical research unless it is based
on empirical data gathering is conceptually mistaken. “Empirical
ethics” is, of course, a legitimate component of medical ethics
research, but to act as though it is the only legitimate component
suggests, at best, a partial understanding of the nature of ethics
in general and medical ethics in particular. It also mistakenly
places medicine firmly on only one side of the
science/humanities “two cultures” divide instead of in its rightful
place bridging the divide.
Given the emphasis by the General Medical Council on medical
ethics in properly preparing “tomorrow’s doctors,” we urge
medical schools to find a way of using the upcoming Research
Excellence Framework to highlight the expertise residing in
their ethicist colleagues. We are confident that appropriate
assessment will reveal work of high quality that can be shown
to have social and cultural impact and benefit beyond academia,
as required by the framework
A Study of Feature Extraction Using Divergence Analysis of Texture Features
An empirical study of texture analysis for feature extraction and classification of high spatial resolution remotely sensed imagery (10 meters) is presented in terms of specific land cover types. The principal method examined is the use of spatial gray tone dependence (SGTD). The SGTD method reduces the gray levels within a moving window into a two-dimensional spatial gray tone dependence matrix which can be interpreted as a probability matrix of gray tone pairs. Haralick et al (1973) used a number of information theory measures to extract texture features from these matrices, including angular second moment (inertia), correlation, entropy, homogeneity, and energy. The derivation of the SGTD matrix is a function of: (1) the number of gray tones in an image; (2) the angle along which the frequency of SGTD is calculated; (3) the size of the moving window; and (4) the distance between gray tone pairs. The first three parameters were varied and tested on a 10 meter resolution panchromatic image of Maryville, Tennessee using the five SGTD measures. A transformed divergence measure was used to determine the statistical separability between four land cover categories forest, new residential, old residential, and industrial for each variation in texture parameters
National Register Testing at 41SV153, Somervell County, Texas
Archeological test excavations at 41SV153 were completed by Prewitt and Associates, Inc., in 2004 in conjunction with Texas Department of Transportation road improvements on State Highway 144 in eastern Somervell County. The site is situated in Holocene alluvial deposits adjacent to Squaw Creek, a tributary of the Brazos River. Excavations revealed sparse lithic artifacts, scattered burned rocks, and displaced burned rock features. No organic remains were recovered, and the age of the cultural occupations is not known. The portion of 41SV153 within the proposed construction easement is considered not eligible for listing in the National Register of Historic Places or designation as a State Archeological Landmark. A prominent geological unconformity in the alluvial stratigraphy probably represents an early to middle Holocene erosional event and has implications for paleoclimatic and archeological studies in north-central Texas
Analytical model of brittle destruction based on hypothesis of scale similarity
The size distribution of dust particles in nuclear fusion devices is close to
the power function. A function of this kind can be the result of brittle
destruction. From the similarity assumption it follows that the size
distribution obeys the power law with the exponent between -4 and -1. The model
of destruction has much in common with the fractal theory. The power exponent
can be expressed in terms of the fractal dimension. Reasonable assumptions on
the shape of fragments concretize the power exponent, and vice versa possible
destruction laws can be inferred on the basis of measured size distributions.Comment: 10 pages, 3 figure
Power-law distributions for the areas of the basins of attraction on a potential energy landscape
Energy landscape approaches have become increasingly popular for analysing a
wide variety of chemical physics phenomena. Basic to many of these applications
has been the inherent structure mapping, which divides up the potential energy
landscape into basins of attraction surrounding the minima. Here, we probe the
nature of this division by introducing a method to compute the basin area
distribution and applying it to some archetypal supercooled liquids. We find
that this probability distribution is a power law over a large number of
decades with the lower-energy minima having larger basins of attraction.
Interestingly, the exponent for this power law is approximately the same as
that for a high-dimensional Apollonian packing, providing further support for
the suggestion that there is a strong analogy between the way the energy
landscape is divided into basins, and the way that space is packed in
self-similar, space-filling hypersphere packings, such as the Apollonian
packing. These results suggest that the basins of attraction provide a
fractal-like tiling of the energy landscape, and that a scale-free pattern of
connections between the minima is a general property of energy landscapes.Comment: 4 pages, 3 figure
Viable entanglement detection of unknown mixed states in low dimensions
We explore procedures to detect entanglement of unknown mixed states, which
can be experimentally viable. The heart of the method is a hierarchy of simple
feasibility problems, which provides sufficient conditions to entanglement. Our
numerical investigations indicate that the entanglement is detected with a cost
which is much lower than full state tomography. The procedure is applicable to
both free and bound entanglement, and involves only single copy measurements.Comment: 8 pages, 9 figures, 4 table

Sixteen years of bathymetry and waves at San Diego beaches.
Sustained, quantitative observations of nearshore waves and sand levels are essential for testing beach evolution models, but comprehensive datasets are relatively rare. We document beach profiles and concurrent waves monitored at three southern California beaches during 2001-2016. The beaches include offshore reefs, lagoon mouths, hard substrates, and cobble and sandy (medium-grained) sediments. The data span two energetic El Niño winters and four beach nourishments. Quarterly surveys of 165 total cross-shore transects (all sites) at 100 m alongshore spacing were made from the backbeach to 8 m depth. Monthly surveys of the subaerial beach were obtained at alongshore-oriented transects. The resulting dataset consists of (1) raw sand elevation data, (2) gridded elevations, (3) interpolated elevation maps with error estimates, (4) beach widths, subaerial and total sand volumes, (5) locations of hard substrate and beach nourishments, (6) water levels from a NOAA tide gauge (7) wave conditions from a buoy-driven regional wave model, and (8) time periods and reaches with alongshore uniform bathymetry, suitable for testing 1-dimensional beach profile change models
Self-similar disk packings as model spatial scale-free networks
The network of contacts in space-filling disk packings, such as the
Apollonian packing, are examined. These networks provide an interesting example
of spatial scale-free networks, where the topology reflects the broad
distribution of disk areas. A wide variety of topological and spatial
properties of these systems are characterized. Their potential as models for

National Register Testing at 41BQ285, Bosque County, Texas: FM 56 Bridge Replacement at the North Bosque River
Prewitt and Associates, Inc., conducted archeological test excavations at 41BQ285 in June 2006 for the Texas Department of Transportation under Texas Antiquities Permit No. 4102. Site 41BQ285, in southeastern Bosque County, was located during an archeological survey for the proposed replacement of the FM 56 bridge over the North Bosque River. It is a prehistoric campsite buried in a cumulic soil in the upper deposits of a late Holocene alluvial terrace. Mechanical excavations consisted of re-opening four backhoe trenches from the survey phase followed by hand excavation of six 1x1-m test units. This work identified three burned rock features and yielded a moderate amount of materials, including projectile points and bifaces, pottery sherds, unmodified debitage, vertebrate faunal remains, and freshwater mussel shells. Diagnostic artifacts and five radiocarbon ages indicate that the site has a lower but rather ephemeral Late Archaic component and an upper and more substantial Late Prehistoric component. The Late Prehistoric component yielded Perdiz arrow points and ceramics, and it is radiocarbon dated to between a.d. 1280 and 1650. The evidence suggests a series of relatively short occupations and a focus on the use of local resources. Site activities included late-stage biface reduction and bifacial tool production, tool resharpening, and the exploitation and intensive processing of deer. Foodstuffs were processed and prepared using bifacial tools, ground and battered stone tools, rock-lined cooking basins, and small ceramic jars and bowls. The Late Prehistoric component is Toyah-like in many ways, but the small sample size and nature of the materials preclude assigning it a specific sociocultural group or archeological phase. Of particular interest are the five pottery sherds—two plain, two fingernail punctate, and one engraved sherd from a carinated bowl with a Caddo-like design. Geochemical analysis indicates that none of the pottery, including the engraved bowl sherd, matches any Caddo-made pottery from East Texas. The fact that a Caddo vessel form and decorative style appears on pottery that was probably made in or near Bosque County is interesting and adds a new dynamic to our understanding of the Toyah phenomenon in central Texas. The portion of site 41BQ285 within FM 56 is considered eligible for listing in the National Register of Historic Places (NRHP) or for designation as a State Archeological Landmark (SAL). However, current investigations already recovered most of the Late Prehistoric component within the spatially limited project area, and additional investigations inside the highway right of way cannot reasonably be expected to contribute any more significant archeological information. Therefore, no further fieldwork is recommended, and construction should be allowed to proceed
