    The potential effect of making journals free after a six month embargo

    This report commissioned by the UK Publishers\u27 Association finds that providing open access to research publications after 6 months rather than 12 might have a material effect on libraries’ subscriptions; and that the impact on publishers’ revenues would be considerable. Higher Education Institutions’ libraries may be impacted by the collapse or scaling down of academic publishing houses. The world’s most distinguished research institutions would, the report suggests, be impacted the most, since published outputs are essential for the work carried out by their researchers. The reports’ results indicate that  Scientific, Technical and Medical (STM) publishers could expect to retain full subscriptions from 56% of libraries, compared with 35% for Arts, Humanities and Social Sciences journals (AHSS) publishers.  The report documents the results of a survey carried out to obtain a significant body of information on how the acquisitions policies of libraries might be affected by an across-the board mandate to make journals articles free of charge six months after publication. The report analyses the results of responses from 210 libraries across the world who were asked whether they would continue to subscribe to research journals were their content freely available within six months of publication. Libraries were asked to send separate responses for Scientific, Technical and Medical (STM) journals and Arts, Humanities and Social Sciences journals (AHSS)

    Promoting your e-Books: Lessons from the UK JISC National e-Book Observatory

    Purpose – This paper describes the findings from the qualitative strand of the JISC National e-Book Observatory (2007-2009), relating to the promotion of e-textbooks in UK universities by the library, academics and publishers. A complementary article on the ways in which students and academics locate e-books provided by their library will appear in a future issue. Design/methodology/approach – Following the provision by the JISC of collections of e-textbooks, the project used deep log analysis, benchmark surveys and focus groups to develop a rich picture of library e-collection management and use by students and academics. Focus groups were undertaken with library staff, academics and students; the dialogues were transcribed and analysed using NVivo7 software. Findings – The qualitative studies found that libraries were using a range of promotional tools although these were not always finding their targets. Often libraries had no formal promotion strategy for e-resources. Although little in evidence, the value of academic commitment and promotion was emphasised. Promotion by publishers and aggregators is both to libraries and directly to academic staff. Students felt that they were largely unaware of promotion beyond the presence of e-books in the catalogue, and in some cases stated explicitly that they thought more should be done to promote library e-resources to them. Practical implications – The paper offers pragmatic guidance on promotional methodologies. Originality/value – The project describes the first major, national usage study of e-books in higher education. This paper contributes significantly to the literature in discussing the importance of promoting e-books to students and staff

    What's the 'big deal', and why is it bad deal for universities?

    At first sight the “big (or all-you-can-eat) deal” seems excellent value for libraries and their users, and represents the shining possibilities of the electronic age. A more thorough-going evaluation, however, exposes dangers for universities, their funders and publishers. This paper examines the big deal in the light of fundamental market conditions and suggests alternative models for procuring electronic resources. The roles and strengths of the players in the information supply chain are defined and traditional hard-copy procurement is analysed in terms of these roles and the concepts of authority, branding and monopoly. The fundamentals of procuring electronic resources and prevalent purchasing models are discussed in terms of the same roles and concepts. The advantages of the big deal are laid out - access to resources, low unit costs etc. The dangers are also discussed. These arise mainly from the publishers’ position as monopolists. The possible long-term effects, on library budgets and academic publishing, of dealing with monopoly suppliers are examined. Means of avoiding or minimising these dangers – consortia, alternative publishing methods, new economic models to promote competition – are examined

    This chapter follows the adoption of the new procurement discipline by academic libraries since the demise of the NBA. It first examines the standard procurement cycle, with particular reference to libraries and book supply. It then discusses library purchasing consortia and their contribution to managing and developing the library market place for books, identifying three phases of operation. It closes with some reflections on the future prospects of collection development. Traditional collection development is seen as being turned on its head – we no longer seek to collect the huge range of works of scholars of all other institutions in order to make them available to the (relatively) small number of our own scholars; instead we collect the works of our own and make them available to all
