    Fixing Innovation Policy: A Structural Perspective

    Innovation is central to economic growth and human welfare. Government officials and commentators have recognized this reality and have called for a variety of different substantive incentives for stimulating innovation. But the question of how an innovation regulator should be structured has received little attention. Such consideration is important not only because of the significance of innovation but also because current government innovation policy is so haphazard. There is no government entity that looks at innovation broadly, and the narrower agencies that regulate aspects of innovation policy not only fail to pay systematic attention to innovation goals but often act at cross-purposes with each other. In this article, Professors Benjamin and Rai analyze how government policy on innovation should be structured. Drawing on existing theoretical and empirical work, as well as their own original empirical research, they propose the creation of an entity in the executive branch that would both analyze pending agency action and offer regulatory suggestions of its own. This entity would introduce a new, trans-agency focus on innovation while drawing upon, and feeding into, existing executive branch processes that aim to rationalize the work of disparate federal agencies. This approach, Professors Benjamin and Rai contend, offers a great improvement over existing government institutions while avoiding a costly (and politically infeasible) remaking of the administrative state

    While studies of mobile wireless communication devices usually focus on their social implications, De Vries proposes to venture into a more historical and comparative direction to shed light on our preoccupation with them in the first place. He constructs an archaeological view of the development of communication technologies over the past 200 years, providing a comprehensive account of how persistent hopes and beliefs have come to give mobile wireless media such a prominent position today. Our expectations and uses of them are surprisingly similar to those of older media; consequently, they reconfirm the idea that living in an ‘anyone, anything, anytime, anywhere’ world is both a blessing and a curse, and that the desire for sublime communication is a tragic yet highly powerful regulative principle in our media evolution

    The Role of Audio Visual Contents on the Development of Education in Bangladesh: A Systematic Review

    Background: The act of communicating with another person is referred to as communication. Information is any written, audiovisual information that conveys knowledge about a new person, place, thing, situation, or environment. To execute this, one need a sender and a receiver as well as a medium, a message that makes sense, and discussion. Audio-visual digital materials are a vital part of the world's sustainable educational development in this era of technology. Objectives: The purpose of this research is to identify how audiovisual materials have impacted Bangladesh's educational advancement. Methods: The study's data came from Scopus and Google Scholar, PUBMED articles that were published between 2004 and 2019. To find further studies, the reference lists of all included studies and pertinent systematic reviews were examined. All searches were limited to just human research and the English language. This systematic review was conducted in accordance with PRISMA guidelines. Results: The results of 10 studies, selected at random, indicate that more widespread use of audio-visual information might improve technical knowledge, attitudes, and practices in educational advancement as well as reduce all forms of illiteracy in Bangladesh. Conclusion: After reading the articles, it was determined that audiovisual content plays a specific role in the educational development, increasing knowledge, attitude, and practice.     A Survey of Smart Manufacturing for High-Mix Low-Volume Production in Defense and Aerospace Industries

    Defense and aerospace industries usually possess unique high-mix low-volume production characteristics. This uniqueness generally calls for prohibitive production costs and long production lead-time. One of the major trends in advanced, smart manufacturing is to be more responsive and better readiness while ensuring the same or higher production quality and lower cost. This study reviews the state-of-the-art manufacturing technologies to solve these issues and previews two levels of flexibility, i.e., system and process, that could potentially reduce the costs while increasing the production volume in such a scenario. The main contribution of the work includes an assessment of the current solutions for HMLV scenarios, especially within the defense of aerospace sectors, and a survey of the current and potential future practices focusing on smart production process planning and flexible assembly plan driven by emerging techniques

    Can we trust Big Data? Applying philosophy of science to software

    We address some of the epistemological challenges highlighted by the Critical Data Studies literature by reference to some of the key debates in the philosophy of science concerning computational modeling and simulation. We provide a brief overview of these debates focusing particularly on what Paul Humphreys calls epistemic opacity. We argue that debates in Critical Data Studies and philosophy of science have neglected the problem of error management and error detection. This is an especially important feature of the epistemology of Big Data. In “Error” section we explain the main characteristics of error detection and correction along with the relationship between error and path complexity in software. In this section we provide an overview of conventional statistical methods for error detection and review their limitations when faced with the high degree of conditionality inherent to modern software systems
